3 Forest Sector in the centre of Green Economy Madrid Ministerial Declaration: 25 years together promoting SFM: FE signatories reaffirmed the role and contribution of sustainably managed forests to the green economy by creating green jobs and improving human well-being and social equity, while improving FES and significantly reducing environmental risks. Madrid Ministerial Resolution 1 Promote a forest sector and its related value chain that provides society with increasing opportunities for green jobs, which means that they are decent and connected to the management and use of forests and to environmentally friendly production processes based on goods and services from sustainably managed forests.

4 Forest Sector in the centre of Green Economy Pan-European actions linked to green jobs defined in the Resolution: Develop pan-european guidelines on the promotion of green jobs in the forest sector. Exchange of knowledge and experience in education and requirements for new skills for with a view to identifying possible pan-european recommendations to this end. Explore possibilities for applying gender mainstreaming to these activities

6 Green jobs in the forest sector are, according to FOREST EUROPE, decent jobs which are related to: The management and use of forest ecosystems respecting the principles of Sustainable Forest Management Environmentally friendly production processes based on goods and services from sustainably managed forests.

7 Number of employees in the forest sector is decreasing

8 Forest sector workforce is ageing Forest sector has a bad image low wages poor working conditions lack of social recognition in comparison to other sectors weak social security system working in rural areas

9 Social equity and gender equality Social inclusion and gender equality should be promoted along the whole forest value chain Women are usually underrepresented in management and decision-making

11 Training and education are essential to make forestry competetive and profitable Over the last 25 years, the number of highly qualified employees has increased in Europe their knowledge need to be permanently updated. On the other hand, there is a lack of qualified workforce in many European countries and a lot of jobs are occupied by low qualified workers, often migrant workers in some countries. Education and training systems should be adapted to changing conditions, technologies and the new skills required in the forest sector.

12 Diversification towards other sectors brings opportunities to create new jobs New cross-sectoral skills for generating and promoting green jobs are required, for example: environmental services, land management, landscape architecture; bio-economy and circular economy (e.g. wooden houses, new products); exploring multiple use of forests and especially non-wood forest products; forest pedagogy, forest related environmental education; using benefits of forests for human health and eco-therapy; communication and conflict management skills.

14 Processing of various non-wood goods and using positive impacts of forests on human health, well-being and as a setting for recreation and recovery have a great potential to generate new green jobs and entrepreneurship based on ecotourism, forest related education and healing therapy programmes in forest areas and increasing quality of life.

15 Diversification of forest sector in forest based bioeconomy and circular economy To promote a rapid development of the bioeconomy, policy instruments should be directed at increasing the building of wooden houses. Long-term development of the bioeconomy will need new products developed for new markets, a substitution of fossil-based products.

18 Joint FOREST EUROPE, UNECE, FAO Workshop: Promoting Green Jobs in the Forest Sector - Objectives Review and discuss at policy level the main threats to sustainability of the workforce (including gender aspects), and possible countermeasures. To share lessons learned and stimulate discussion and exchange knowledge in: i. The promotion and development of green jobs in the forest sector; ii. Education and development of new skills; iii.promoting cross-sectoral approaches to this end. To formulate recommendations for the promotion of green jobs in the forest sector including new skills development; Explore the potential of the concept of green jobs for communicating the forestry issues: - contribution of the sector to relevant international commitments - raising awareness on the diversification of employment opportunities
