However, it should be borne in mind that the office is not the only actor in the procurement chain. For a big office such as FAO Kenya (delivery of over USD14 million in 2017 alone), the Representative should be given authority to approve amounts than the current USD100,000. Seeking approval from HQ takes time. Secondly, technical officers are not always good at providing good technical specifications and often presents their procurement needs very late. Third, the system of depending on Lead Technical Officer (LTO) to approve technical specification adds OSD, CSAP, FAO Representative N 2

Recommendation 5 Support the development and implementation of systems to monitor progress on implementation of policies on land and natural resource Accepted Accepted another layer of bureaucracy and things get complicated when an old LTO and recruitment of the new one takes forever. Reduction of bureaucracy would go a long way to ensure efficient and timely procurement of goods and services. Short narrative This element has always been emphasized and I believe FAO Kenya has done a very good job on this. In 2017 alone, FAO Kenya helped farmers negotiate and secure contract for the supply of cereals worth USD50 million. FAO Kenya is assisting two counties- Makueni and Tharaka Nithi to establish Agribusiness Facilitation Centres as sustainable institutions to help farmers to access markets, negotiate contracts, and get paid timely and in accordance with the contracts. FAO Kenya will continue to build on the work mentioned above and to identify innovations to help farmers access input and output markets. Short narrative This stream of work is ongoing. In 2016, the Policy Team (under the FIRST framework) produced a report on the state of food and agriculture policies in Kenya. Under the new CPF, FAO will continue working in the areas of policy, land and natural resources governance. Accepted, Accepted, Short narrative In the formulation of the CIDPs , FAO has assisted 10 counties to integrate, prioritize and allocate to natural resources issues such as water, forest, rangeland, land. FAO will provide technical support those counties in the implementation of their plans. Short narrative The work of FAO in Kenya s arid and semi-arid counties has always focused on natural resources governance and management within the ecosystem, trans-boundary framework. FAO is working with institutions such as water users association, community land user groups, etc; to build capacity in resource use and management across county borders. Also FAO Kenya is partnering with other UN agencies on the cross-border programme between Kenya and Ethipia. This type of work will strengthened in the new CPF.
