AAFMP Reforestation Webinar March 26, Reforestation Created by: Lee Martens, MSc RPF (#885) Presented by: Andy Shandro RPF (#561)

Overview 2 Reforestation obligation (TMR) 1 Reforestation standard (RSA) 2 Reforestation directives 2, herbicide reference manual Management&cat2=Forest Management Manuals %26 Guidelines

Reforestation obligation 3 Recall Alberta s forest tenure system 1. Forest Management Agreement (FMA) 2. Quotas 3. Permits Coniferous Timber Quota (CTQ) Deciduous Timber Allocation (DTA) Commercial Timber Permit (CTP) Coniferous Community Timber Permit (CCTP) Local Timber Permit (LTP)

Reforestation obligation 4 FMA shall reforest at its own expense all land cut over by the FMA holder to the required reforestation standard the required reforestation standard means the reforestation standard pursuant to the TMR

Reforestation obligation 5 Quotas (CTQ, DTA) with total combined AAC under the quota certificate or allocation is 10,000 m 3 shall carry out reforestation TMR 142.3(2.4)(a)

Reforestation obligation 6 Quotas (CTQ, DTA) with total combined AAC under the quota certificate or allocation is <10,000 m 3 May elect to reforest or pay reforestation levy to FRIAA TMR 142.3(2.4)(b)

Reforestation obligation 7 Permits (CTP, CCTP) If not a quota or FMA holder pay reforestation levy to FRIAA TMR 142.4(4.1)(a)

Reforestation obligation 8 Permits (CTP, CCTP) If a quota holder reforest or pay the reforestation levy to FRIAA based on the total combined AAC TMR 142.4(4.1)(b) If a FMA holder carry out reforestation TMR 142.4(4.1)(c)

Reforestation obligation 9 Permits (LTP) shall pay reforestation levy to FRIAA Exceptions? TMR 142.5(3.4) see TMR 142.5(4) (a-g)

Leave for natural Planting or site prep + planting Reforestation obligation 10 2-year rule the holder of a timber disposition shall, within 2 years after the end of the year of cut of each area of public land cut, carry out such reforestation as, in the opinion of the Minister, will be needed to ensure that the reforestation standards will be met in respect of the area cut. TMR 141.1(1)

Reforestation obligation 11 Seed & propagules Minister may establish rules governing the source and type of tree seed and vegetative propagules used to reforest public land. TMR 144.2(1) A person required to reforest public land must comply with the rules TMR 144.2(2)

Performance survey Establishment survey Reforestation obligation 12 Surveys The timber disposition holder shall submit to the director An Establishment survey TMR 141.6(1) A Performance survey TMR 141.7(1)

Reforestation obligation 13 Re-treatment requirement Where the reforestation standard is not met after an Establishment survey: the timber disposition holder shall, before the end of the following year, re-treat the area by methods and operations that were approved in writing by the director TMR 141.6(2)

Reforestation obligation 14 Reporting A timber disposition holder responsible for carrying out reforestation shall, by May 15 of each year, submit to the director a complete and accurate report summarizing the preceding year s reforestation program TMR 143.2(2)

Reforestation obligation 15 Ends If, in the opinion of the director, the results of the performance survey are acceptable, reforestation is complete and no further reforestation treatments or surveys are required. TMR 141.7(2)

Reforestation standard (RSA) 16 Enabled by TMR 141.2(1) Purpose Standards and procedures to assess the level of reforestation success Enable assessment of stocking, survival and growth Assess reforestation performance relative to the strata and yields assumed in FMP

Reforestation standard 17 Current steps Declarations Establishment survey Performance survey

Reforestation standard 18 Declarations Sets the reforestation objective Linked to the forest management plan TSA, silviculture matrix, transitions Stratum target (min. Base 10 + EFM) Growth target (C and D MAI) Completed by the end of the year following the end of the Timber Year of Cut

Reforestation standard 19 Establishment survey Current objectives To determine the reforestation status of each opening To assess species composition and distribution of acceptable trees To identify areas and conditions in openings where regeneration success has been inhibited (PRA > 4 ha)

Reforestation standard 20 Establishment survey Timing No sooner than 4 years and no later than 8 years after the end of the Timber Year of Cut

Grid-based Fly-over Walk-through Reforestation standard 21 Establishment surveys Total stocking 80% C and D minimum stocking proportions (e.g., 70% C & 0% D with Sw leading = Sw stratum) Reported stocking based on presence of acceptable trees

RSA Establishment survey 22 Opening stocking status Satisfactorily Restocked (SR) if: C, D and total stocking minimums are achieved depending on the standard; and, No contiguous poorly stocked areas >4 ha Otherwise Not Satisfactorily Restocked (NSR) and retreatment required

Reforestation standard 23 Performance survey Objectives To assess every opening To identify homogeneous units within openings to support model forecasts of C and D MAI To support efficient data gathering that will result in accurate assessment metrics To estimate stand and tree parameters to known and acceptable levels of accuracy

Reforestation standard 24 Performance survey Timing No sooner than 11 years and no later than 14 years after the end of the Timber Year of Cut

Non-photo System Aerial Stratification System Reforestation standard 25 Performance survey Types 1. Aerial Stratification System 2. Non-photo System Both systems Use stratification Field sample using the same Basic and Detailed plot procedures Compile using the RSA Compiler Identify Poorly Regenerated Areas

Reforestation documents 26 Forest Management Herbicide Reference Manual (2004) Enabled by the Environmental Code of Practice for Pesticides (May 2010) Guidelines for planning and application of approved herbicides on crown forested land

Reforestation documents 27 Directive : Fire Salvage Planning and Operations Reforestation after salvaged fire-killed timber required, unless otherwise approved by the Minister (exemption)
