BOX 433 KIGALI JOB VACANCY ANNOUNCEMENT The Rwanda Natural Resources Authority (RNRA) is a government institution located in Gasabo District (at Remera Kisementi to CNLG) having been established by the Rwandan Government law N0 53/2010 of 25/01/2011. RNRA is an authority that heads the management of promotion of natural resources which is composed of land, water, forests, mines and geology. It is entrusted with supervision, monitoring and to ensure the implementation of all issues relating to promotion and protection of natural resources. In order to implement its mission, the Rwanda Natural Resources Authority is seeking to recruit competent candidates to fill the following vacant positions that a in the structure gazetted in the official gazette N0 50bis of 13/12/2010: I. CORPORATE SERVICES DIVISION 1. 1 POST: Administrative Assistant - Manage the schedule of meetings of the Corporate Services Division Manager, - Draft letters and documents - Receive and stamp incoming mails and other documents of the Office - Organize records - Welcome suggestions and claims from clients and stakeholders - Perform any other task entrusted to him/her by his/her superior - A0 in Secretariat Studies, Public Administration, Management; Or, A1 in Secretariat; Or other relevant field with 3 years working experience. II.FOREST AND NATURE CONSERVATION DEPARTMENT (FNCD) 1) 1 POST: FOREST INSPECTOR : - Organise training sessions on forest legislation; - Develop strategies involving local communities in the protection of forests; - Investigate forest offences and take all measures; - Work with district forest officers to prevent any threat to forest resources; - Inspect harvesting of district and state forests; - Monitor and evaluate forest activities; 1

2 - Compile reports on state of forest; - Work with decentralized administrative entities in protecting forests; - Protect all forests in general and young forests in particular; - A0/BSc Forestry, Agro forestry or related fields with a forest background 1 POST: FORESTRY INDUSTRY & CARBON MARKET OFFICER - Monitor harvesting operations; - Ensure proper planning and maintenance of forest roads in harvesting areas; - Participate in bid evaluation for forest crop harvesting licences; - Monitor open market prices and provide monthly feedback; - Prepare and ensure timely submission of timber harvesting records; - Collect data on recovery and those to be used in preparations of forest management plans; - Collect and compile all data on marketing and consumption of wood and non-wood forest products; - Provide advisory services and extension to forest products processors; - Carry out rapid resource assessments; - Deliver training support on harvesting and processing to saw millers and pit sawyers; - Define the standards of utilisation of existing forest plantations, including for non-wood forest products; and - Promote production and processing of non - wood forest products. - Develop credible technical specifications for the main agro-forestry systems; - Conduct community consultations and land use planning exercises; - Mobilise farmers on how carbon finance will operate in practice; - Monitor Progress; Administrer payements; JOB REQUIREMENT - A0/BSc Forestry, Agroforestry or related fields with a forest background - A0/BA law with a Forest background. III.GEOLOGY AND MINES DEPARTMENT 1 POST: DIRECTOR OF MINERAL EXPLORATION - develop geological, and mining exploration programs aiming at mining development; - coordinate and supervise all the geological, and mining exploration activities - Evaluation of new mineral reserves in the country - coordinate and supervise all the quarry resource research actions; - coordinate and supervise all cartography and map publication activities; - supervise the preparation of exploration reports to be published; - collaborate with national and international research institutions; - Interpretation and analysis of mineral exploration and exploitation reports - work closely with the laboratory unit for geological sample analysis and interpretation - submit regular unit activity reports; 2

3 JOB REQUIREMENT A0 in Geology, Mining engineering; Masters in any of the courses is an added advantage with 3 years experiences POST: TECHNICIAN FOR SMALL SCALE MINING AND QUARRIES - Assist the inspector and sitting mining Engineer in charge of small scale mining in his daily activities; - Receive and file mining reports; - Conduct regular visits to mines and quarries; - Take part in the training of miners; - Perform any other task assigned by the supervisor. A2 Certificate in Science, with training in Geology 3. 1POSTS: SETTING STANDARDS & MONITORING OFFICER IN CHARGE OF LARGE SCALE MINING - develop mining standards, principles and guidelines for small scale mines; - supervise the design and implementation of small scale mining plans ; - inspect and advise the mine owners in their daily work; - train mining technicians; - give advice on the appropriate mining techniques; - give advice on the application for the mining licenses; - keep records and plans for continuing and the completed small scale mining works; - keep and update the records for small scale miners; - submit regular progress reports; A0 in Geology, Mining engineering; Masters in any of the courses is an added advantage with 3 years experiences IV. INTEGRETED WATER RESOURCES MANAGEMENT 1. 1 POST: DIRECTOR OF WATER RESEARCH, MONITORING AND QUALITY MANAGEMENT UNIT Ensuring that there is adequate and good quality water resources data for use in design, construction and operation of different projects. - Ensuring that an adequate number of water resources monitoring stations and that the collected data is stored, processed and interpreted to generate useful information. - Ensuring flood management plans are put in place, negative impacts of drought are mitigated and procedures for monitoring and regulation of the safety of big and small dams are established. - Design, monitor; guarantee the proper performance, organise best way for data storage 3

4 - land database - Designing and implementing system security and other security measures including enforcement of database standards - Establish working procedures to update system database - Develop guidelines and standards for the design and construction of dams and monitoring compliance - Liaise with Rwanda Meteo on weather forecast and early warning systems and disseminate information to the public - Any other duty assigned by his/her superiors Msc in Hydrology, Water Resources, Environment with a specialization inn GIS or Environment Data analysis POST: REGIONAL WATER PROGRAMMES OFFICER - Advocate for Rwanda s interests in the shared water resources - Harmonize water policies and legislation with other riparian states in order to align national water policies with joint cooperation amongst riparian states; - Participate in the development and ensure implementation of cooperation agreements that are effective basis for regulating water resources cooperation amongst riparian states; - Ensuring follow-up of regional water programmes. Follow-up cooperation with riparian states. Follow-up the implementation of regional agreements transboundary water issues. Degree in international relations; water Resources or Environment with over 3 years working experience in negotiations, cooperation in water sector. V. LAND AND MAPPING DEPARTMENT 1. 2 POSTS: ADMINISTRATIVE ASSISTANT - Manage the schedule of meetings, - Draft letters and documents - Receive and stamp incoming mails and other documents of the Office - Organize records - Welcome suggestions and claims from clients and stakeholders - Perform any other task entrusted to him/her by his/her superior - To be able to work outside kigali city. - A0 in Secretariat Studies, Public Administration, Management; Or, A1 in Secretariat; Or other relevant field with 3 year working experience POSTS: PROFESSIONAL IN CHARGE OF LAND REGISTRATION Process all records related to land registration and transaction Supervise activities related to land records filing 4

5 Organise training for District staff in charge of land registration and land administration Bachelor s level degree in Law or Land Administration; Computer skills, especially knowledge of MS Word, MS Excel, PowerPoint. Fluent in Kinyarwanda and English or French. Knowledge of English and French is an added advantage.
