More specifically, the project would aim to strengthen the allocative efficiency of DENR's limited budget resources through better prioritization and partnership arrangements, facilitating scaling-up and better linking of plans and budgets. More specifically, the project would aim to strengthen the allocative efficiency of DENR's limited budget resources through better prioritization and partnership arrangements, facilitating scaling-up and better linking of plans and budgets. With six months to go before its closure, the project has continued its upward trend in implementation progress and is likely to achieve its PDO. It has already achieved the targets for reduction in particulate matter and ecosystems investments. For the rationalization plans for the Department of Environment and Natural Resources (DENR's) Bureaus, the agency has prepared the plans which have been awaiting approval by the Department of Budget and Management (DBM). A follow up to the baseline survey is yet to be completed by which will determine the change in public satisfaction with DENR's services. In regard to the Global Environmental Objectives which is to enhance ecosystem services for global and local benefits, two indicators have already been achieved, protection of ecologically sensitive forests and management of protected areas in the four targeted watershed areas. The third indicator, decline in slash and burn agriculture, is considered to be unmeasurable but other evidence suggests that the project has contributed to a reduction in such practices. Other major project achievements include: (a) completion of forest boundary delineation including production of maps; (b) targets for the cadastral surveys have been met; (c) advances in the Manila Bay clean-up activity; (d) institutionalization of the Management Effectiveness Tracking Tool at all protected areas being supported by the project; (e) standardized procedures for the issuance of tenure instruments; and (f) approaches for the rehabilitation of abandoned mines tested and piloted. Loan disbursement now stands at 94% and full disbursement is expected by the closing date. Looking further ahead, the challenge will be for DENR management to identify the pending actions, policy and strategic issues that will need to be addressed to sustain and expand on the achievements of the project.
