7 The INKA Programme (Innovative Cities Programme) The Ministry of Employment and the Economy looks to urban areas to speed up economic growth until the year 2020 Bioeconomy selected as one of five key focus areas in Finland (the others: Future Health, Sustainable Energy Solutions, Smart City and Renewable Industry and Cyber security) Joensuu starts as the national leader of the bioeconomy theme in the INKA Programme in 2014 GOALS: New Knowledge Based Business (start-ups or Existing Companies), Active Invest-In TOOLS: Demoplatform, Pre- or Test-markets, Public and Private sectors Co- Operation Public Sector (Cities) speed up the introduction of innovations through procurement excellence and the development of markets.
