Governance is the interactions among institutions, processes and traditions that determine how power is exercised, how decisions are taken on issues of public and often private concern, and how citizens or other stakeholders have their say participation intersectoral and multilevel cooperation adaptive interative Governance of protected areas is domain of power struggles between different interest groups and in its context it is complex system which links policies on state and global level. possible to engage actors in redefining their roles work in more integrated and multi-level policy processes Following the literature delivered from GoFor project good governance shifting roles of government as reaction to changes in economic political and societal environment

Institution theory Institutions set of rules actually used (the working rules and rules-in-use) by a set of individuals to organize repetitive activities that produce outcomes affecting those individuals and potentially affecting others cause and effect relationships among institutions, institutional behavior and performance (outcomes) Theoretical framework (adopted from Prato 2005)

Multilevel governance relates to the condition of power and authority that is shared in institutional relationships in which the scope of public policy and the mechanisms of policy making extend by necessity beyond the jurisdiction of a single government. Participation- citizen viewpoint, participation can be defined as activities that affect formulation, adoption and implementation of public policies and/or that affect the formation of political communities in relation to issues or institutions of public interest (Andersen et al. 1993:32). From a public administration viewpoint, participation can be defined as, e.g. for forestry: The effort of forest management or the planning team (1) to actively and continually provide the public with a wide range of opportunities to influence forest planning and management, and (2) to systematically analyse, evaluate and subsequently incorporate - to the extent possible - the resulting public input in the forest plans (Gernow 1995:22).

Deductive based on adopted Theory of Institutions The method of research is both descriptive and explorative Based on case study approach dealing with concrete situation at a determined period of time, and has analytic discretion to the researcher Pilot case is more formative, assisting in developing relevant lines of questions-possibly even providing some conceptual clarification for the research design as well Questionnaires in depth interviews-qualitative data s 3 years

Reviewing of existing literature Adapting methodology for governance assesment Questionnaire design Pilot case study Case studies Main assessment of case studies on country level
