GROWN IN BRITAIN STANDARD Grown in Britain is a provenance standard for the licensing of woodlands, producers and traders of timber products originating from timber grown in the Grown in Britain geographical area - England, Northern Ireland, Scotland and Wales. A key element of Grown in Britain s ambition is to increase the number of existing forests and woodlands which are actively managed to a recognised forest management standard; this will create a more sustainable future for our forests and woodlands. This standard has been designed to increase the visibility of home grown timber by licensing woodlands, producers and traders that are grown in the United Kingdom to use the Grown in Britain licence and associated label and claim. Grown in Britain product claims labels confirm traceability and give assurance of origin through an instantly recognisable label. Grown in Britain licensed products comply with the UK government Timber Procurement Policy s (TPP) 1 and provide a guarantee that products originate from timber grown in the United Kingdom. Grown in Britain recognises fully, existing and well-proven forest certification schemes such as the Forest Stewardship Council (FSC) and the Programme for Endorsement of Forest Certification (PEFC) schemes and does not wish to compete with or replicate them. This is the definitive standard setting out the requirements for the licensing of Grown in Britain suppliers to allow businesses (forest and woodland owners, and individuals or organisations that handle timber) to use Grown in Britain product claims and labels. A licence is voluntary and can be awarded to suppliers through a combination of acceptance of other certification schemes, and/or audit performed by a Grown in Britain appointed auditor. Further guidance on the UK government TPP is found within CPET Guidance for the Growers of Timber in the UK December 2013 which outlines verification requirements for the UK government Timber Procurement Policy and Government forest management criteria. This document details the key elements required for suppliers to demonstrate compliance with the Grown in Britain Standard. This version of the standard is valid from date 2 nd July Grown in Britain Standard Page 1 of 20

A. Introduction This standard is applicable to businesses and individuals operating as timber growers, traders, processors, manufacturers and distributors of timber and wood fibre products originating from timber grown in England, Northern Ireland, Scotland and Wales. Business types that can apply for a Grown in Britain licence include: Forest and woodland owners Harvesting and arboriculture businesses Primary processors Wood fuel producers and suppliers Processors and manufacturers Wholesalers and retailers This standard identifies traceability and management control systems to ensure suppliers are able to provide information and traceability encompassing: Management, procedures, responsibility and record keeping Product schedule Purchasing / receipt and storage Material accounting Sales and delivery; product claims Use of Grown in Britain label with respect to on-product and off-product labelling Businesses that provide services but do not take legal ownership (there is no point of sale or ownership transfer) do not require a supplier licence but may request to Grown in Britain for an agreement to use the logo for promotional or educational purposes. Application process The following steps must be completed to achieve the award of a Grown in Britain licence: Submit a Grown in Britain application form Consent to Grown in Britain terms and conditions Undergo audit and assessment by a Grown in Britain appointed auditor Receipt of a positive external audit report (after addressing any identified issues) Issue of appropriate Grown in Britain licence indicating scope and timber/ product outputs included under the licence Annual audit to confirm continued compliance to Grown in Britain standards (no more than 15 months between audits). For licence holders with multi-sites the following rule applies (rounded up to the next whole number): Grown in Britain Standard Page 2 of 20

B. Scope In order that producers and traders of timber and wood fibre products (hereafter referred to as products ) may be sold as or labelled Grown in Britain, they must originate from timber grown in the Grown in Britain geographical area, be sourced legally and meet UK Timber Procurement Policy woodland management criteria. This is proven through an annually audited system of traceability (or chain of custody) from point of sale or ownership transfer providing the basis for independent verification of product claims by Grown in Britain through a system of licensing. The four key traceability elements for eligible products are: UK provenance Legally felled If the timber is from a forest, the woodland or forest is managed to the UK government Timber Procurement Policy requirements Establishment or adaptation of an effective traceability for inputs and outputs Currently no post-consumer products are acceptable. Only products originating from and grown in the Grown in Britain geographical area are eligible. All Grown in Britain products must be 100% grown in the Grown in Britain geographical area. Evidence to verify that the timber is grown in the Grown in Britain geographical area may include: Existing FSC/PEFC forest management or chain of custody certification Forestry Commission (Scotland or England), Forest Service (Northern Ireland) or Natural Resources Wales approved Management Plan or assessed as UK Forestry Standard compliant Felling licence issued by the Forestry Commission [England and Scotland], Natural Resources Wales or Forest Service Northern Ireland Due diligence risk assessment Supplied by a Grown in Britain licence holder Grown in Britain Standard Page 3 of 20

C. Grown in Britain Licence Categories A Grown in Britain Licence: Is an five year licence with an annual fee Is issued by Grown in Britain who is the only certification body at present Is issued only after the audit report has been submitted to Grown in Britain and approved Four categories that may be included under the licence are awarded and audited annually by Grown in Britain: Category 1 Grown in Britain Forest (GIB-F) Awarded to forest and woodland owners that supply round timber products from their forest(s) located within the Grown in Britain geographical area (e.g. round timber, firewood, wood chip, charcoal). The forest or woodland is in the Grown in Britain geographical area. Products supplied as GIB-F are 100% grown in Britain and 100% verified legal and the forest or woodland has a UKFS compliant management plan approved by the Forestry Commission or Natural Resources Wales or is certified by a forest certification such as FSC or PEFC. Category 2 Grown in Britain Forest Product (GIB-FP) Awarded to individuals and organisations operating in the capacity as traders, processors, manufacturers and distributors who purchase and sell timber and timber products that are sourced only from forests and woodlands within the Grown in Britain geographical area (e.g. harvesting and arboriculture businesses, primary processors, wood fuel producers and suppliers, processors and manufacturers, wholesalers and retailers), and forest and woodland owners that also produce products from other sources (i.e. not produced from their own forest). The timber purchased and sold is all from forests managed in compliance with the UK Forestry Standard. Products sold as GIB-FP are 100% grown in Britain and 100% verified legal and the forest or woodland has a UKFS compliant management plan approved by the Forestry Commission or Natural Resources Wales or is certified by a forest certification scheme such as FSC or PEFC. The timber purchased and sold must be at least 70% from woodlands or forests with UKFS compliant management plan. All the timber must be sourced from forests or woodlands within the Grown in Britain geographical area. Products supplied as GIB-S are 100% Grown in Britain and legal and contain a minimum 70% verified from GIB-F, GIB-FP or from a woodland or forest that has a UKFS compliant management plan approved by the Forestry Commission or Natural Resources Wales or is certified by a forest certification such as FSC or PEFC. The remaining 30% must as a minimum demonstrate to be grown in Britain through a GIB licence or proof that it is grown in the Grown in Britain geographical area and be legal. Proof of legality can be demonstrated through an FSC or PEFC certification, a felling licence or due diligence. Products may be labelled with the Grown in Britain on-product label. Promotional off product Grown in Britain logo may be used by agreement with Grown in Britain. Category 4 Grown in Britain Legal Only (GIB-LO) Awarded to individuals and organisations who supply products (e.g. timber from parks, gardens, arboricultural arisings, highway or trackside maintenance) meeting only legality criteria. This is similar to a controlled wood situation in other standards. All the timber must be sourced from locations within the Grown in Britain geographical area. Products supplied as GIB-LO are 100% verified legal and partially comply with this standard. Products cannot be labelled with the Grown in Britain on product label. 14 G. GENERAL REQUIREMENTS The following sections detail general requirements for compliance to the Grown in Britain standard for all business types. The following assurance requirements are mandatory for the award of GIB-F, GIB-FP, GIB-S and GIB-LO. 1. Management, procedures, responsibility and record keeping The licence holder must: 1.1. Ensure that a written business management control system is in place that defines the responsibility, training, procedures and records to demonstrate compliance with the Grown in Britain standards Maintain a Product Schedule (see section 2) that identifies: inputs used within the control system input product claim output products output product claim Ensure that where product transformation takes place as a result of processing steps involving a change of material there is an explanation of the method for calculating conversion factors and conversion loss (where applicable) When purchasing ensure there is compliance with receipt and storage section 3 of this standard If ineligible inputs are received ensure there is compliance with receipt and storage section 3 of this standard Ensure there is traceability by maintaining a product / volume accounting record system which records all transactions in compliance with section 4 of this standard (including orders, transport documents and invoices) and ensure that all sales documents are in compliance with section 5 of this standard, Ensure that traceability is unbroken at the point of sale, (e.g. particularly when outsourcing transportation) If mixing inputs meeting the appropriate category eligibility criteria (GIB-F, GIB-FP, GIB-S or GIB-LO), a volume accounting record is required to be maintained If receiving labelled products or applying a Grown in Britain on-product label, ensure that label use conforms to Grown in Britain label use standard Comply with UK Government TPP for verified product claims Retain all records required to demonstrate compliance to this standard for at least 5 years Due diligence will check evidence of lawful harvesting, or in the absence of a management plan or felling licence will detail species and volumes, where the timber came from, name and address of supplier/land owner, reason why the timber is not derived from an approved felling licence or management plan. The following risks must be assessed with an explanation of how any risks can be mitigated: illegality, governance, forest regulation and any Grown in Britain licence claim is valid The licensed organisation must have a formal complaints procedure in place and evidence that any complaints received have been addressed The organisation must keep records to demonstrate that the relevant personnel are trained and competent in the outlined management procedures including the validation of Grown Grown in Britain Standard Page 12 of 20

in Britain claims and any other relevant documented procedures. This includes any checks carried out on FSC or PEFC material. 2. Product Schedule 2.1. For all products entering the control system, a Product Schedule must be maintained which identifies inputs, outputs and timber species. Products may be identified as e.g. round timber, sawn timber, wood chip, bark, sawdust, wood pellets, manufactured products (indicate type). See Annex 3 for example product schedules Product names may be determined by the supplier and will be confirmed as acceptable by Grown in Britain Input and output products must also include timber species. 3. Purchasing / Receipt and storage This section is not applicable for Grown in Britain Forests i.e. GIB-F. The licence holder must: Eligible inputs 3.1. Only accept into their control system eligible inputs as defined by this standard Ensure supplier paperwork is checked at point of supply/upon receipt and be in compliance with section 5 of this standard, Ensure all inputs comply with eligibility criteria defined on pages 4 to 6 of this document and the Acceptable Evidence document. This applies to Grown in Britain licensed inputs and non-grown in Britain licensed inputs Ensure that all products comply with the in-house product schedule (see section 2) and this document is acceptable to Grown in Britain under the licence If the supplier is not a Grown in Britain licence holder then the licence holder must ensure that due diligence as laid out in section 1.9 is adhered to. Storage 3.4. Ensure that Grown in Britain products remain identifiable in storage, Ensure where there is product transformation as a result of processing steps, products are identifiable at each stage of processing, Non-conforming inputs 3.5. Ensure that when supplier paperwork or product schedule fail to meet Grown in Britain standards these products are not entered into the control system. Any non-conforming inputs must be rejected or quarantined until the matter is resolved and the product is either accepted or rejected as Grown in Britain Ensure products are identified, marked as non-eligible and separated from Grown in Britain products or, quarantined (if further enquiries are being made about the products Grown in Britain supply status). Grown in Britain Standard Page 13 of 20

Ineligible products 3.7. Non-timber forest products are not included in the system Recycled, salvaged, reused or reclaimed timber is currently not included in the scheme Timber that is grown outside the Grown in Britain geographic area Further processed or finished products claimed to be sourced from the UK without sufficient traceability verification documentation. Segregation Where ineligible products of similar appearance or specification to Grown in Britain products are sourced, ensure that these products must be kept separate from eligible products and clearly distinguishable at all times. A segregation system must be demonstrated which ensures that contamination of eligible and ineligible products cannot occur. Supplier identification Maintain an up to date record of Grown in Britain licence holders and suppliers Validate where relevant Grown in Britain licence holders via the Grown in Britain website and record evidence of validation. FSC and PEFC claims must be checked via the relevant online database. On-product labels Ensure that on-product labels of incoming raw material or products are removed prior to onward sale for all non-conforming and ineligible products. For example, where Grown in Britain licensed materials are blended with other non-grown in Britain timber products or where it is transformed into another product which is not in the scope of the licence holder s licence Contact Grown in Britain to report label misuse for products received from suppliers who are not Grown in Britain licence holders. Monitoring The licence holder must keep a 12 months balance sheet that tracks the products and monitor eligibility criteria throughout Any stock that is due to be sold must be placed in the balance sheet prior to sale Monitoring of stock eligibility is the responsibility of buyers within the licence holder s organisation and all buyers must be trained in how to monitor this Over the monitoring period, the percentage of evidence that the timber is from woodlands managed in accordance with the UK government TPP must be monitored If the percentage of products that is from woodlands managed in accordance with the UK government TPP falls below 70% at the end of a monitoring period, that proportion cannot be sold with a GIB licence. The monitoring period can be 12 months or less but must be defined by the licence holder. Grown in Britain Standard Page 14 of 20

4. Material accounting The licence holder must: 4.1. Maintain a product / volume accounting record that records all eligible inputs and outputs Ensure that the accounting record includes Purchase details that links the sourced product to purchase paperwork: Supplier name Date of supply/receipt Any Grown in Britain licence claim, this includes o % figure of legal & product from woodlands managed in accordance with the UK government TPP quantity (GIB-S only) o % figure of legal only product quantity (GIB-S only) o the Grown in Britain licence number of the product/raw material purchased Unique reference to supply paperwork (i.e. purchase order, delivery or transport reference, sales invoice reference), capable of linking supply documents Purchase quantity (meter cubes or tonnage) defined by licence holder and timber species (or mixture of species) for each product Product schedule Ensure that the accounting record includes applicable Sales details: Customer name Date of sale Unique reference to sale paperwork i.e. sales order/customer purchase order, delivery or transport reference, sales invoice reference), capable of linking to sale documents) Sale quantity and timber species for each product Product schedule Grown in Britain Product claim (GIB-F, GIB-FP, GIB-S, GIB-LO) A licence holder that processes a mix of Grown in Britain and Non-Grown in Britain timber on a single site must ensure that where product transformation takes place, as a result of processing steps, that the quantity of product out does not exceed the quantity of raw material in and a conversion factor. This does not apply where a licence holder or site exclusively deals with timber which is Grown in Britain timber. Grown in Britain Standard Page 15 of 20

5. Sales and delivery; product claims The licence holder must: 5.1. Ensure products comply with Eligible Criteria for outputs (see section D) 5.2.
