3 WHAT IS SILVACARBON? A technical cooperation program of the US Government to build capacity worldwide in measuring, monitoring, and managing forest and terrestrial carbon. Key characteristics: Interagency: provides integrated support from multiple US agencies Needs-based: fills technical capacity gaps, serves as a flexible science delivery tool Collaborative: facilitates cooperation at national, regional, and international scales 3

Provides technical support to assist countries to develop national forest monitoring systems (NFMS) that are robust, cost-effective, and tailored to their needs NFMS produce vital information on forest change, including forest carbon change, essential for: Improving decision-making in the land sector Participating in REDD+ Fulfilling emissions reductions commitments 5

15 SILVACARBON IN THE ANDEAN AMAZON ILLUSTRATIVE EXAMPLES Colombia Ecuador Peru Colombia, Ecuador, and Peru are each developing Measurement, Reporting, and Verification (MRV) systems for REDD+ They have different capacities and contexts, but face similar challenges and can leverage similar tools and techniques SilvaCarbon works with all 3 countries to build MRV capacity through bilateral and regional technical support Activities are coordinated by a USFS climate scientist based in Lima Craig Wayson, PhD Technical Advisor 15

16 SILVACARBON IN THE ANDEAN AMAZON ILLUSTRATIVE EXAMPLES Regional Workshops USGS organized GFOI workshop to showcase forest monitoring tools & approaches, identify country needs, and build the regional community of experts Direct Technical Assistance Based on Colombia s identified needs, USFS organized two-month technical detail by a forest inventory expert to assist with the redesign of the national forest inventory University Partnerships USGS partnered with the University of Maryland to work with all three countries to implement UMD s forest mapping system, and provide related tools and training South-South Cooperation With SilvaCarbon, Peru and Ecuador collaborated with Colombia on its NFI redesign, and Colombia shared its mapping protocols with Ecuador and Peru Global Engagement USFS and USGS co-organized an international forum to share new research findings with the global forest monitoring community, including country partners 16

17 SILVACARBON IN THE ANDEAN AMAZON ILLUSTRATIVE EXAMPLES Results achieved with SilvaCarbon technical support: Peru finalized its first large-scale forest-change map, and is completing the first phase of its national forest inventory Ecuador completed its first national forest inventory, and its first forest-change map for an area typically covered by clouds Colombia was able to generate estimates of forest cover change annually for the first time, and developed an improved national forest inventory plan 17

18 CURRENT WORK Strategic priorities include: Fostering transparency in forest/terrestrial carbon data Expanding beyond forests/redd+ to the landscape scale Helping countries meet their national and international GHG commitments Strengthening national monitoring systems to address multiple objectives 18

27 Climate Fellows Program WHAT IS THE CLIMATE FELLOW PROGRAM? The Climate Fellows program places US technical experts within ministries in partner countries to provide long-term, hands-on assistance on climate-related work areas Responds to national needs, including REDD+ readiness and other sustainable landscape efforts Fellows serve for approximately 2 years in-country Funded by US Department of State, implemented by US Forest Service
