Introduction FSC certification in native forests in Brazil has grown very little since 2005, no more than hectares per year. Nowadays, there are only 2.8 million hectares certified, representing no morethan1%ofthepublicforeststhatcanbemanagedonlyinamazonia. The Law of Public Forest Management(Law /2006) states that public forests must be conservedandusedsustainablythroughthreeformsofmanagement:(i)creationofprotectedareas, (ii) allocation for sustainable use by local communities and (iii) forest concession contracts for the practiceofforestmanagementforwoodproductsandservicesbybraziliancompanies. Withregardtoconcessions,theNationalRegisterofPublicForests(CNFP)reportstoday241 millionhectaresofareaeligibleforgrant.ofthistotal,1.2millionhavebeenawardedinthreeareas, andanother5millionareintheprocessofconcessionandshallberealizedinthefirsthalfof2012x theschedulethatfollowsisricher,howeverfragile. Inrelationtotheareasintendedforusebylocalcommunities,itisestimatedthatthereare now over 1 million hectares of forests being managed by indigenous communities, quilombolas, andpeoplefromtheforest. AlltheseareasareproductivethroughthemanagementoftimberresourcesandnonXtimber, and the mission of Brazilian Forestry Service (governmental agency) is to control the production keepingsecuretheintegrityoftheforestsxthat swhyfscissoimportantforthem. BrazilianForestServiceknowsthat sfsccertificationsystemisanimportanttooltoguarantee that this new native forests will be managed in a responsible manner. For FSC, in other hands, the

2 partnership with Brazilian Forestry Service is verystrongstrategy to increase the certification in Brazil,ensuringsupplychainofforestproductsonnationalmarketinanarticulateactioninvolving different stakeholders from Amazonia: enterprises, communities, local and federal government, ngo setc. The main target of this project, however, will be a continuous education program on FSC systemasapublicpolicyofbraziliangovernment,showinghowcredibleandeffectiveisthesystem inordertoguaranteeagooduseofourforests,forourandthenextgenerations. II. Generalobjective: Strengthening FSC certification in Brazilian native forests, through the development of a project focused on continuous capacity building 1 X which involves the realization of courses, workshops and exchange of experiences with two audiences: forest concessions and initiatives of forest management community X, and which integrates various initiatives and entities that are partnersoffscbrazilandthebrazilianforestservicefromthisfield. III. Specificobjectives: 1. Developing pilot courses and pilot workshops, integrated into the Brazilian Forestry Service s agenda, with audiences that represent the various organizational levels of the community managementrealityandthefederalconcessionsintheamazonregion,ensuringtheinsertionoffsc certificationxrelatedcontentintotheseinitiatives; 2. Systematizing and consolidating methodologies and educational materials about FSC forests certificationfordifferentaudiencesofthisproject,alignedandcontextualizedwithconcretedemands andpossibilitiesofeachgroup; 1 Initsvariousaspects:asatoolforsocialandenvironmentaladdedvalue,environmentalandsocialimprovementof forestmanagementpracticesandgovernance/socialcontroloflanduse.

Developing and raising resources aiming at conducting a continuous education project, based on themethodologyandmaterialsproduced,involvingalmostallbrazilianaudienceswhichmaybenefit fromtrainingprocessesinfsccertification. IV. Actionplan We will start the project in a previous articulation process between Brazilian Service Forest andfsc sbrazilboard/staffinordertoestablishacommonplan,chosethefivepilotcasesanddefine theminimumcontentofeachcourseandphasedescribedbellowx a.phasei Pilotcoursesandpilotworkshops Hiringapedagogicalconsultancytobuildandperform4(four)courses/workshopsonapilot basis,inanintegratedtimetablefortrainingprojectsconductedbythebrazilianforestryserviceand partners, introducing the issue of FSC certification in accordance with reality and demands of each specifictargetaudience,andwithcorrespondentspecificobjectives(politicalandpedagogical): a.1 Community management groups with intermediate organization stage FLONA Tapajós NationalForest(ParáState) Specificobjective:DevelopingatrainingmethodologyinFSCcertificationforanintermediatelevelof managementorganization,inordertoinform/raiseawarenessofcertification sbenefits,addressing thepossibilitiesandaccesspathways. a.2communitymanagementgroupatadvancedstagesucooperfloresta(acrestate) Specific objective: Developing a training methodology in market access and product development with social and environmental added value to the experience of already FSCXcertified forest managementoperations.

4 a.3groupscommunitymanagementofnonutimberproductsandforestconcessionareasinvolving traditionalcommunities(quilombolas) USaracáPublicForest(ParáState) Specific objective: Developing a training methodology in FSC certification for nonxtimber products (withallcontentpreviouslyidentified)andinvolvingaspectsoftherelationshipbetweentraditional communitiesandthefscsystem. a.4forestconcessionsatadvancedstages UJamariPublicForest(RondôniaState) Specific objective: Developing a training methodology for those already undergoing a certification process, as a way of developing a stepxbyxstep procedure for the integration of audits related to concessioncontracts(whenforestconcessionareasaretobefsccertified)andthefsccertification processitself withemphasisonitseconomic,socialandenvironmentalbenefits. b.phaseii Systematizationandintegratedplanning Systematizing the results of the pilot courses and pilot workshops described above, consolidatingmethodologiesandmaterialsfordifferentaudiences/experiencesandtheirpoliticaland educationalgoals. Promoting meetings between the project partners, in order to present the systematized results,shareexperiencesandcollectivelyplantheprojectofcontinuingeducation(3x5years)onthe issuesandaudiencesmentionedhere. c.phaseiii Fundraising Raisingfundsforthecompletionoftheprojectdevelopedinthepreviousphase,togetherwith national and international partners interested in promoting FSC certified forest management of nativeforests.
