Federal Forestry Agency FSBI Roslesinforg Methodology of State Forest Inventory in the Russian Federation Head, Department of State forest inventory, FSBI Rosleinforg Aleksei Grigorev

2 SFI Legislation 1 Forest Code of the Russian Federation 2 State Policy Framework regarding the Use, Conservation, Protection and Regeneration of Forests in the Russian Federation until State program of the Russian Federation Development of Forestry for Procedure of carrying out SFI 5 Methodological guidelines on carrying out SFI

SFI goals SFI activities SFI goals 1. Determining of quantitative and qualitative characteristics of forests 2. Forming federal information resources Information support of management in the field of forest use, protection and regeneration of forests Information support of Federal State Forest Control 3. Remote monitoring of forest use Timely detection and forecast of processes having a negative impact on forests 4. Evaluating activities of forest protection, conservation and regeneration and forest use by ground methods Evaluating effectiveness of activities on forest conservation, protection and regeneration

4 SFI principles in determining quantitative and qualitative characteristics of forests Indicators Quantitative and qualitative characteristics of forests SFI objects Forest districts Principles of planning As pointed out in the State program of the Russian Federation Development of Forestry for Methodological basis Landscape approach Combination of remote and ground methods Technical basis Data from forest management planning, public database obtained from land planning, remote sensing with esolution not less then 5 m Reporting After the end of works Midline reports every year

Technology of works to determine quantitative and qualitative characteristics of forests 1. Creating digital base of work objects on the basis of topographic plans, forest management planning data, public database obtained from land planning 2. Actualization of digital base to development activities, anthropogenic and natural impacts according to remote sensing data 3. Statistical placement, determining location of SFI permanent sample plots 4. Laying out permanent sample plots and carrying out measurements and studies 5. Making up of actualized schematic maps of forest strata. 6. Complex processing of data from permanent sample plots to determine quantitative and qualitative characteristics of forests 5

6 Input SFI data to determine quantitative and qualitative characteristics of forests Forest management planning materials (forest management planning map-boards with current updates, stand plans, forest inventory descriptions) Topographic plans State forest register data Map materials of public database obtained from land planning Remote sensing data (digital space images with resolution not less than 5 m Reporting on use, protection, conservation and reproduction of forests

7 Use of remote sensing data Results of modifications according to remote sensing data In the course of decoding the following is detected: Space image with detected changes Actualized map of forest strata cuttings; burned areas; dead stands; windfalls; regions without plan and map materials. Fragment of space image Fragment of forest management planning map board

8 Forest stratification PARAMETERS OF STRATIFICATION - I LEVEL FOREST DISTRICTS - II LEVEL TAXATION INDICES - QUANTITY OF STRATA- 49 Groups of tree species and categories of lands Age Classes: and older; Quality classes: Ia, Iб, I-II III-V Vа-Vб

9 Location of permanents sample plots

10 Characteristics of permanent sample plot Study of ground cover is made on a line of 10 m long and 1 meter large, crossing the center of sample plot from east to west.

11 Laing out permanent sample plots

12 Information obtained on permanent sample plots 8 blocks, 117 indicators: Sample plot and forest growth conditions (47 indicators) Trees and dead wood (18 indicators) Ground cover (5 indicators) Undergrowth and species of non timber resources (4 indicators) Stumps and dead fallen wood (17 indicators) Forest regeneration and reafforestation (12 indicators) Biodiversity (5 indicators) Shape and quality of stem (9 indicators)

13 Dynamics of works for determining quantitative and qualitative characteristics of forests Years Number of subjects of RF Permanent sample plots number Area of works, mln ha , , , , , , , (planned) ,0 Total for ,5
