Office of Dongying Municipal Government, Dongying , China) Abstract: Utilizing land resources reasonably is a basic national policy and basic condition for social development in China. And it is important to the development of society and to the national e- conomy and people s livelihood. The Yellow River Delta abounds in natural land resources, but its ecological environment is fragile. The exploitation of the high-effect ecological economic zone has reached the level of national strategy on November 23, Based upon which, the paper puts forward the reasonable and comprehensive plan of land resource development and utilization, the division of agriculture land, construction land and ecological use land, and probes the management pattern of land use, and pushes the high-effect use of land resources. For this purpose, it is significant to study optimal allocation of land in view of ecology, in order to make best use of land resources in the Yellow River Delta ( YRD, Dongying section). The paper takes the YRD as the study area. By virtue of GIS technologies, in the viewpoint of ecology, optimal allocation scheme of land resource is constructed and applied to guild land resources adjustment based on the principles of land optimal allocation. The principles are structured by combining land suitability evaluation results, land use status, spatial pattern guideline of ecological functional zones, with the target of high-efficiency ecological agriculture plan. Then according to the scheme, it is computed that the area amount is 2256 km 2 of the land suitable for forest and weeds and without greening. At the same time, acted on the layout of the Three Networks Greening ( TNG) project, forestation site types are predigested and improved. Soil type, relief, salinity and groundwater levels are combined as main classification factors and irrigation conditions as a reference to sort site land into eight types. In this way, the land suitable for forest and grass is greened according to the planting patterns. Finally, by overlaying forestry site type map with TNG plan map, some suggestions and strategies are put forward and utilized to direct the TNG project. The ecological oasis of the Yellow River Delta will come into being. Key words: land resources; optimal allocation; three networks greening; site condition types; Yellow River Delta
