Community Forestry REDD+ Projects in Indonesia A. Kusworo Fauna & Flora International Indonesia Programme

Community forestry bridges local perspectives and global agenda on climate change and biodiversity conservation, as it could: Facilitate exchange of knowledges (scientific vs local wisdom) Strengthen forest governance (e.g. tenure, land use plan) Promote sustainable commodity production

Community forestry REDD+: why and how? Forest better be protected by people living closely Key steps: secure tenure, strenghten community insitution, develop forest management plan, promote sustainable livelihoods, develop PES/ result based incentive Incorparate community forestry as a key part of sub/national GHG emission reduction/redd+ strategy and action plan

Engaging local communities: protecting carbon rich peat forests Case #1. Siawan Belida revision of spatial plan: convertible production forest to permanent forest community mapping of fishing and wild bee honey collection areas

Engaging local communities: protecting carbon rich peat forests Case #2. Pematang Gadung block revision of spatial plan: avoid conversion of HCV areas to palm oil plantation development of community forestry (village forest)

Tools/strategies for community participation: Adopt/adapt conventional forest management tools and techniques in community led planning process: land use planning/zoning, ecosystem service assessment, biodiversity assessment and carbon measurment, conceptual modelling, well being assessment, PES/performance based incentive designing.

Contribution of community forestry to community adaptive capacity, e.g: Maintaining forest ecosystem services/benefits Reduce risks and vurnerability Increase resilience to cope with shocks

Community forestry REDD+ project development: international standards Delay in post Kyoto agreement, there s no compliance market and compliance standard for REDD+ project. But there are precompliance/voluntary market and standards. Ministry of Forestry/GoI promotes REDD+ DA s (demonstration activities); using international voluntary standards (VCS, CCBA, Carbon Fix/Gold, Plan Vivo). Need to test the use of different standards, not just one. Plan Vivo standard: for smallholder/community, small scale, adopt PES

Community forestry REDD+ projects Plan Vivo project #1 avoided planned deforestation Project location Area size Carbon stock Project activities Carbon certificate : Laman Satong, West Kalimantan : 1,070 ha : tones C per ha : forest protection : 12,590 tones CO 2 e per annum

Community forestry REDD+ projects Plan Vivo project #2 avoided uplanned deforestation Project location Area size Carbon stock Project activities Carbon certificate : Durian Rambun, Jambi in Sumatera : 3, 616 ha : tones C per ha : forest protection : 25,697 tones CO 2 e per annum

Community forestry REDD+ projects Plan Vivo project #3 improved agroforesty Project location Area size Carbon stock Project activities Carbon certificate : Aik Bual village, Lombok island : 100 ha : tones C per ha : improved agroforestry (400 trees per ha) : 4,317 tones CO 2 e per annum

Possible future direction: Community forestry carbon projects using voluntary standards (e.g. Plan Vivo) are proof of REDD+ concept. They can be used to stimulate positive dialogue between local peoples and global actors to further srengthen international cooperation to conserve forest biodiveristy and mitigate climate change.
