Governmental tasks linked to the nature conservation projects financed by the Swiss Contribution Dept. of Nature Conservation, Ministry of Agriculture Sustainable conservation on Hungarian N2000 sites 15th May 2015, Gödöllő

Main documents detailing governmental tasks I. National Core Plan on Nature Conservation IV. (under parliamentary discussion) II. National Strategy on Biodiversity (under parliamentary discussion) III. Prioritised Action Plan (Natura 2000) IV. EU Strategy on Biodiversity V strategy included in the International Convention on Biodiversity VI. Strategies outlined in other international conventions (e.g. Ramsar, Bern and European Landscape Conventions)

Main directions of action concerning the Natura 2000 network After the designation process is terminated, the focus is on management Maintenance and continuation of subsidies Maintenance plans Implementation of the Prioritised Action Plan Novel biogeographical seminars (maintenance)

Status of Natura 2000 site designation in 2013

Observations based on the national reports under Art. 17 of the Habitats Directive 100% 90% 80% % 90% 80% % 70% 60% 50% 40% 30% 20% kedvező (FV) nem kielégítő (U1) rossz (U2) ismeretlen (XX) 60% 50% 40% 30% 20% kedvező (FV) nem kielégítő (U1) rossz (U2) ismeretlen (XX) 10% 0% % 0% fajok élőhelyek True changes are very limited, major apparent changes arise from different methodologies. Although the number of species and habitats categorized as Unknown (XX) is low, data deficiency is still a major issue. In case of 30 species, the trend is unknown and some species were assessed on the basis of expert reports.

Biogeographical seminars The past: designation of Natura 2000 sites was completed (experts, government, NGOs, European Commission) The present: a new Natura 2000 biogeographical process started in January 2011 Goal: Development of management practices, harmonisation of collaboration among member states concerning the N2000 network - reaching the favourable conservation status as an implementation of the Biodiversity Strategy of the EU

Seminars: Boreal May 2012 Atlantic - December 2012 Alpine - November 2013 Mediterranean starting seminar May 2014 Continental Pannonic Black Sea steppe Starting seminar 29th June-1st July 2015, Luxembourg

What is the new biogeographical process about? It focuses on certain habitat types, priority species and comprehensive issues. Exchange of know-how, common goals, sharing best practices, propagating information on management practices Transboundary projects (potential partners, project ideas) Favourable Reference Values for the assesment of conservation status Harmonisation of monitoring units and methodologies (SDF) Comprehensive issues Conflicts between supporting natural processes and the maintenance of favourable conditions in management-dependent habitat types Funding small-scale, specific management activities

Conservation and management of species Species under legal protection Continuous monitoring the conservation status of endangered or otherwise threatened species and if need be placing them under legal protection Broadening our knowledge on species Species protection plans Approved plans for 20 plant and 23 animal species Implementation of actions outlined in the approved plans. Protection plans for endangered species (potentially covering more than one species within a plan)

Conservation and management of habitats and species Monitoring The National Biodiversity Monitoring Scheme Maintenance of the scheme by providing adequate insitutional, financial and professional background for data collection, evaluation and data service Expanding and improving the scheme in accordance with EU and international reporting obligations; increasing the number of taxa and sampling sites involved Publication of results on national and international levels Involvement of volunteers in data collection, raising awareness in the wider public to the importance of the assets of our natural environment.

Fighting invasive species Conservation and management of habitats and species Continuation of prevention and management of species imposing an ecological threat; extending the scope of action to more sites and more invasive species Demanding EU risk assessment methodologies on the invasiveness of alien species introduced with an economic purpose Prevention plan for species posing a potential risk (routes of spreading, early warning systems)

EU regulation on invasive alien species Regulation (EU) No 1143/2014 of the European Parliament and of the Council of 22 October 2014 on the prevention and management of the introduction and spread of invasive alien species (HL L. 317., , 35. o.) Prevention Early warning and eradication Management of widespread invasives

Funding of nature conservation

Funding Natura 2000 in : several community funds, an integrated approach (no budget specifically earmarked as Natura 2000 funding ) The main tool for integration is the Natura 2000 Prioritized Action Plan: The strategic core document of community funding of the Natura 2000 network Strategic goals and nature conservation priorities Determines the interventions required to achieve the goals and the potential (EU) funding Sent to the European Commision in April 2013

Nature conservation in operational programmes Environmental and Energy Efficiency Operational Programme (KEHOP), Nature conservation and wildlife-related development Habitat-development, species protection interventions Management infrastructure (procurement of machinery and devices) Monitoring infrastructure Development of the ranger service Demonstration and awareness raising

KEHOP proposals Environmental and Energy Efficiency Operational Programme (KEHOP), Nature conservation and wildlife-related development (4th priority) Budget: cca 29.8 billion HUF, European Regional Development Fund (ERDF) Goal: Development of a green infrastructure, rehabilitation of deteriorated ecosystems in order to improve the status of protected values and those of community importance Targets: 10% of species and habitats of community importance should be in improving condition by 2020 Implemented measures on 95,000 ha to improve conservation status (habitat development, management infrastructure)

KEHOP Direct habitat development and species conservation interventions (budget: 17.7 billion HUF) 1.2. 26 KEHOP 4 Strategic investigations - contents 1.3. Baseline strategic investigations for the development and conservation of natural assets (0.47 billion HUF) Assessment of current conservation status of species and habitats of community importance (habitat mapping of Natura 2000 sites, status assessment of habitat types and species, revision and preparation of species protection plans, identification of necessary conservation measures mid- and long-term) National-level mapping of ecosystems and ecosystem services, identification of national strategic priorities linked to ecosystem rehabilitation (assessment of natural and quasi-natural ecosystems in Hungary as well as their ecosystem services, identification of mid- and long-term national strategic priorities concerning the rehabilitation of the structure and function of ecosystems)
