PRESENTATION OF OF THE MAIN GOVERNEMENTAL INITIATIVES AND SOME MUNICIPAL RESPONSES NATIONAL INITIATIVES Burkina-Faso ratified the UN Framework Convention on Climate Change (UNFCCC) in September 1993 and the Kyoto Protocol in March 2005, has also taken part in several meetings and organized for example, in October 2009, the Global Forum on climate change, one of the preparatory conferences for the World Summit in Copenhagen (Cop15). Burkina-Faso developed various initiatives that take into account dimensions related to environmental governance, sustainable management of natural resources, the increase of forest and wildlife areas, the improvement of the living environment, the strengthening of the capacities of the actors, the fight against global warming: A National Adaptation Plan for Action (NAPA) in 2007 A Strategy for Accelerated Growth and Sustainable Development (SCADD) A Strategy for Rural Development (SDR), An Action Plan for Integrated Management of Water (PAGIRE), etc

PRESENTATION OF THE MAIN GOVERNEMENTAL INITIATIVES AND SOME MUNICIPAL RESPONSES (Bobo-Dioulasso) MUNICIPAL RESPONSES The (political) governance in Burkina-Faso is also influenced by Decentralization and skills transfer to local authorities since Currently, local governments and cities have more direct responsibility on investments such as civil construction, transport infrastructures, solid and liquid waste management, environmental issues, etc For Illustrations, Bobo-Dioulasso: - Adopted in 2006 a municipal strategy to improve basic urbain services (drinking water access, sanitation, solid waste management, rain water drainage, environmental education) - Adopted in 2008 an action plan for sustainable development of urban and peri-urban agriculture (UPA), - Is partner of the cities and climate change initiative (CCCI) of UN-HABITAT since the 16 th july 2010.

DESCRIPTION OF RELATED POLICY ACTIVITIES Main objective Confer the greenways with a precise statute (as per deliberation of the municipal council) Three (03) expected results ER1: Put in place a municipal committee to manage the greenways (as per municipal bye-law) ER2: Elaboration and adoption of a precise status for the greenways, that integrates productive and climate -smart land use ER3: Elaboration and adoption of technical guidelines on the management of green spaces

DESCRIPTION OF RELATED POLICY ACTIVITIES Target groups Political actors (Mayor of the city, Mayor of the city-districts, Presidents of the permanent Commissions, Deputies etc ) Technical actors (municipal and decentralised state services) Civil organisations and opinion leaders The local populations International organisations (UNDP, UN Habitat, RUAF,) Main activities Social mobilisation of the local population Policy workshops Individual meetings with decision makers Awareness raising workshops with members of the permanent commisisons

12 Until now Bobo-Dioulasso has still managed to maintain 60 hectares of Greenways of large open spaces that in various places connect to the 4 periurban forested areas ( ha). The preservation of the greenways and forest zones is expected to contribute to mitigation of the urban heat island effect, to act as green lungs for the city, and to provide food production and income opportunities for poor urban households. GENERAL CONCLUSION
