1 CLARK COUNTY FORESTRY & PARKS DEPARTMENT FORESTRY TECHNICIAN The Clark County Forestry and Parks Department is seeking to fill a full- Forestry Technician vacancy. This position is responsible for assisting the implementation of the Comprehensive Land Use Plan of the Clark County Forest by balancing economic, recreation, and conservation goals with sustainable forest management standards and practices while maintaining third party accredited forest certification. This position also assists with administering the County Forest timber sale program. A Bachelor s degree in Forestry, plus one year of experience in a forestry related field is required. Must be willing to acquire or have already acquired a Wisconsin Commercial Pesticide Applicators license. Must be willing to complete or already have completed basic Wildland Firefighter Training (S-190 & S-130). Starting wage is $19.02 to $21.13/hour depending upon experience and offers a full County benefit package including health, dental, and vision insurance, Wisconsin Retirement System with County match, disability insurance, paid off and paid holidays. 2 Clark County Wisconsin Position Description Job Title: Department: Reports To: Pay Schedule: FLSA Status: EEOC Job Code: EEOC Function: Forestry and Parks Forestry Manager L Hourly Purpose of Position: The assists in the implementation of the Comprehensive Land Use Plan on the Clark County Forest by balancing economic, recreation, and conservation goals with sustainable forest management standards and practices while maintaining third party accredited forest certification. This position also assists with administering the county forest timber sale program. (Entry-level) Minimum Training and Experience Required to Perform Essential Job Functions Bachelor s degree in Forestry, plus one year of experience in a forestry related field. Must be willing to acquire or have already acquired a Wisconsin Commercial Pesticide Applicators license. Must be willing to complete or already have completed basic Wildland Firefighter Training (S-190 & S-130). Must complete and successfully pass Natural Heritage Inventory (NHI) training within 6 months of hire. Must attend, periodic and annual, silvicultural training sessions in order to maintain third party certification standards. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Conducts field work to establish timber sales to meet multiple use objectives with preparation including but not limited to: marking boundaries, collecting boundary data (GPS uploaded to GIS), establishment of silvicultural objectives, tree selection and marking, completing cutting notice, identification and implementation of required BMP s (water quality, invasive species, biomass harvesting, endangered species, etc) and development of a sale prospectus. Develop forest logging road design and layout. Create detailed and accurate maps using GIS software for project documentation and grant related reimbursement. Assist in the establishment of timber sale boundaries along private property and report encroachment, timber trespass, and theft to the Forestry Manager. Assist with the planning and execution of cultural activities for achieving multiple use benefits of county forest lands; i.e. timber stand improvement, wildlife habitat work, and prescribed burning. Conduct forest reconnaissance including: Kotar habitat typing, timber cruises/inventory, tree survival surveys, insect/disease damage surveys, invasive species identification, and endangered species identification. Assist with the planning and execution of the reforestation program. Maintains and updates computerized forest reconnaissance data and completed forestry projects using ArcView, ArcGIS and WisFirs software. 1

3 Assist with the administration of county forest timber sale program. Operate equipment commonly used for timber stand improvement and reforestation projects; i.e. chainsaws, wheeled skidders, scarifiers, sprayers, fire control equipment. Assist the department in maintaining 3 rd party forest certification by incorporating the Clark County Forest 15 Year Plan, Wisconsin Best Management Practices, and other sustainable forest management standards into management activities. Assist with coordination of the county forest integrated pest management strategy. Monitor and investigate the forest for forest pests, diseases, and invasive species. Conduct necessary treatments. Act as lead worker while working with seasonal foresters, interns, correctional crew, contract crews, and parks workers in forestry settings. Assist with county parks and trails maintenance and planning as needed. Works with other county governments, agencies, and groups in a friendly and cooperative manner OTHER SKILLS AND ABILITIES Computer and Equipment Ability to operate a variety of office equipment including personal computer, digital telephone, fax machine, calculator, copy machine, camera, etc. Ability proficiently use forestry specific equipment including GPS, dendrometer, clinometer, compass, data recorders, BA prisms, etc. Must be proficient in Microsoft Office programs and ability to use the Outlook, Word, Access, and Excel functions with the ability to develop and expand detailed and complicated word processing techniques and programs. Must be proficient in in ArcGIS, ArcView, and GPS computer software. Ability to operate a variety of forest management equipment such as; pickups, ATV/UTV, snowmobile, skidder, fire equipment, chainsaws, pumps, and sprayers. Ability to perform general maintenance and service on county vehicles, ATV/UTVs, wheeled skidder, spray equipment, water pumps, etc. Ability to possess or obtain a valid Wisconsin driver s license. Mathematical Ability Ability to calculate rates, ratios, and percentages. Ability to apply concepts of algebra, geometry, calculus, mensuration, forest financial valuation, and statistics. Language Ability, Interpersonal Communication Skills, and Other Knowledge and Skills Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and herbicide labels. Ability to write reports and correspondence. Ability to speak effectively before elected officials, groups of customers/contractors or employees of the organization. Knowledge of the principals of forest management, silviculture, and timber types common to Clark County. Knowledge of timber harvesting methods and procedures. Ability to identify common plants and trees. Knowledge of Forest certification. 2

Environmental Adaptability Ability to work outdoors in inclement conditions including dangerous and high stress situations both individually or in groups. Ability to engage and direct contractors and seasonal/lte staff. Cooperate and maintain working relationships with wood-using industries, other governmental agencies, groups and individuals which function in or have an interest related to forestry or use of public lands. Assist with the promotion of public awareness and education regarding county forest and timber management programs. Assist State and County law enforcement agencies to enforce county ordinances and natural resource laws. Maintain safe work practices for employees and the general public. 3
