Saw Mill, Chatham Terms and Conditions: 1) The tender shall be of two bid system in which the tenderer must furnish technical bid and financial bid in separate sealed covers. Envelop No. 01 (Technical Bid) (i). The technical bid shall contain only the sample of Silver Solder of 40 cms length with specification as shown in the tender notice (Schedule - I) along with the make/brand of the product with product catalogue and Material Composition Certificate. (All supporting documents along with EMD, except the price bid) Envelop No. 02 (Financial Bid) (i) The financial bid would contain only price bid i.e. rate of the item of sample produced in the technical bid (should be in the prescribed format enclosed Schedule-II). Cutting / Overwriting should be avoided. Use of any kind of fluid on the body of the quotation is liable to be rejected. 2) The tender should be duly sealed and superscribed with Tender for supply of Silver Solder for Govt. Saw Mill, Chatham with quotation No & date & time of opening and clear indication of technical bid and financial bid separately. The tender should be addressed to the Deputy Conservator of Forests, Mill Division, Chatham. 3) Tenders without EMD, incomplete or unsigned will not be entertained, which is liable to be rejected. 4) Only financial bids of those tenderer would be opened who qualify the technical bid. 5) An EMD for an amount of `. 2,500/-(Rupees Two thousand five hundred only) drawn in favor of the Deputy Conservator of Forests, Mill Division, Chatham in the form of Deposit at Call, Fixed Deposit, Bank Guarantee, Demand Draft from any commercial Bank at Port Blair should be enclosed along with the quotation falling which the same will be summarily rejected. 6) The tender documents can be obtained from the Cashier, Mill Division, Chatham, Port Blair on all working days from AM to PM w. e. f 26/07/2018 to 16/08/2018 free of cost. 7) The supplier has to enclose Material Composition Certificate for the sample obtained from the Govt. approved Laboratory. 8) The material should be supplied strictly in accordance with the specifications, make given in the supply order and if the material, in the opinion of the inspection authority, is not as per the given specification or inferior quality, the same will be rejected without any liability to the department. 6 6 9) The material should be delivered at the Main Store, Mill Division, Chatham, Port Blair (Door Delivery) on working days within 30 days of the date of supply order failing which the order placed for supply will be treated as cancelled. 11) The tenderer must furnish a copy of supply orders of similar items made to Govt. Department or organizations in the A& N Administration if any. 12) The tenderer must offer rate for the items as asked in the tender document. Tenders not fulfilling the condition are liable to be rejected. 13) The rates offered should be inclusive of all taxes, GST and charges upto delivery site, i.e., Main Store, Chatham, Port Blair. 15) Arbitration Clause: If any dispute or difference on account of breach or observance, compliance of any of the terms and conditions of quotation, the same shall be referred to the Chief Conservator of Forests (D&U), Chatham, Port Blair, as per provisions made under Indian Arbitration Act, who shall appoint an Arbitrator whose decision shall be final and binding on both the parties. 16) The Deputy Conservator of Forests, Mill Division, Chatham reserves the right to impose any other conditions if necessary at any time during the validity of the contract. 17) The quotation should be dropped in the box provided in the Office of the Deputy Conservator of Forests, Mill Division, Chatham, Port Blair on or before 17/08/2018 at 1100 Hrs. which will be opened on the same day in 1115 Hrs presence of tenderer, or his representative present if any. 18) The delivery period shall not be extended in normal circumstances. A general grace period of 07 days will be permitted beyond the contractual date of completion of the supply i.e. 30 days from the date of supply order for supply of items, subjected to force majeure and other permissible delays, if any. 19) In case the firm does not complete the supply within the stipulated period, Liquidated 0.5% per week of delay, upto a maximum of 05 % of the total cost shall levied and will be deducted from the final payment and in case if the successful tenderer fails to complete the supply as per the supply order within stipulated period, the Bid Security (EMD) shall be forfeited to the Government and the Govt. shall not be liable for any loss on this account. 20) The quotation shall remain valid for a period of one year from the date of opening of the Financial Bid.
