This is the first air permit issued to this facility, which began operation in The Delight Pole Yard processes tree-length poles for shipping to the International Paper facility in Joplin, Missouri. Air emissions from the facility include volatile organic compounds and products of natural gas combustion from the pole drying kiln, and particulate matter from the wood waste bin and haul roads. Hazardous air pollutant emissions from the facility include methanol, formaldehyde, and acetaldehyde, which are generated by the drying kiln in permitted amounts of 1.1, 0.5, and 1.1 tons per year, respectively. Process Description Green poles arrive by truck from forest harvesting operations with their limbs removed. These "barky" poles pass through a peeling machine, which removes the bark and smooths the surface areas left by knots and limbs. The pole peeling machine produces bark, wood shavings, and wood dust, which are pneumaticaily conveyed to a wood waste bin. Wood waste is unloaded by gravity to bulk trailer trucks for transfer to various industries for use as fuel. Particulate matter from the wood waste bin and its associated transfer operations are vented to the atmosphere (SN-02). After peeling, the poles are cut by cham saw to meet customer length specifications. Sawdust is collected in a bin below the saw. Cutoffs from the poles are stockpiled, and periodically shipped as pulpwood. 2 International Paper Pennit # 1688-A Once peeled and cut, the green poles are loaded onto rail-mounted trams and loaded into a natural gas-fired drying kiln (SN-Ol). Emissions from the drying kiln are uncontrolled, but are reduced by flue gas recirculation (FGR). FGR is achieved by returning combustion flue gases to the burner combustion air intake. Pole drying batch time is approximately three days. Besides the emissions from combustion, some volatile organic compounds and hazardous air pollutants are emitted from the wood itself as the poles are dried. After the drying cycle is complete, the pole trams are pulled from the drying kiln. The dried poles are then transferred to tractor trailer trucks for transport to the International Paper plant in Joplin, Missouri. Some fugitive dust is generated on the unpaved haul roads leading away from the Delight yard. Dust emissions from the roads are controlled by the application of a water spray. The International Paper Delight Pole Yard is subject to regulation under the Arkansas Air Pollution Control Code (Air Code) and the Arkansas Plan of Implementation for Air Pollution Control (SIP). 5

3 International Paper Permit # 1688-A Specific Conditions 1. Pollutant emissions shall not exceed the limits set forth in Table I of this permit. 2. Visible emissions, as measured by EPA Reference Method 9, shall not exceed the limits set forth in Table I of this permit. 3. The permittee shall operate all equipment and associated control devices within the design specifications as outlined in the permit application at all times. 4. Dust emissions from the haul roads sball be controlled by wetting the roads as necessary to ensure that no visible emissions extend beyond the property line. This condition does not apply when the roads are sufficiently wet to cause no visible emissions. 5. Throughput of the pole drying kiln (SN-Ol) shall not exceed 95,000 cubic feet of wood poles per month, on a twelve-month rolling average, nor 1,140,000 cubic feet per year, on a twelve-month rolling total. Compliance with this condition shall be demonstrated by maintaining monthly records, updated weekly, of total throughput of the kiln. These records shall be maintained on site and made available to Department personnel upon request. 6. The permittee shall comply with all applicable provisions of the Arkansas Air Pollution Control Code (Air Code) and the Arkansas Plan of Implementation for Air Pollution Control (SIP). 7. The permittee shall not make any modifications, as defined in Regulation 19 (SIP), Section 19.2(m), without first modifying this Air Pennit, as specified in the Arkansas Air Pollution Control Code (Air Code), Section 3(b). 6
