2 The National Group for Wetlands 2 Set up in 2009 by the Secretary of State in charge of Ecology for 4 years Composed of all interrested organisations (about 40 members) Objectives: Prepare an assessment of wetland management and conservation activities since 1995 (begin of a 1st action plan) Propose a new 3 year action plan for wetlands management and conservation Support the Ministry in the definition and the implementation of its wetland conservation policy and of the Ramsar Convention 2

3 3 The assessment of past activities : a basis for a better action plan Shows two main phases: : A dedicated action plan for wetland conservation : The continuation of the effects of the plan into various other sectors (water management, research, rural developpement, legislation, ) Gives some orientations for the coming action plan Assessment adopted by national Group 3

4 The new action plan About 30 actions 6 main issues identified by the National Group : Wetlands and agriculture Wetlands and urbanization (and its consequences i.e. infrastructures) Coherence between public policies Wetlands and communication Raising of manager for wetlands restoration The knowledge about Wetlands (Research and inventories) Organized them into 4 main chapters : Enhance coherence and efficience of public policies having an impact on Wetlands Enhance knowledge about Wetlands Develop training and communication Promote international cooperation Follows the Ramsar Strategic plan

8 Promote the role of wetlands in urbanized areas 4) Promote succes stories : 3 brochures of 10 success stories each and a congres (2012) 5) Give a particular attention to the ecological corridors functions of wetlands in urban areas : Common actions with the national transport infrastructure development plan Promote concrete projects in urban areas 6) Enhance the protection of wetlands in planning documents and local agenda 21 7) Develop wetland purchase and management with the aim of protection against floods. 8 8

9 Improve coherence of public policies 8) Improve compatibility between various legal texts 9) Clarify articulation between various status applied to wetlands 10) Improve coherence between policies having an impact on wetlands 11) Implementation of legislation on Wetlands of particular environmental concern (ZHIEP) 12) Accelerate preservation of the most sensitive wetlands 9 9

10 Raising of wetland management 13) Mobilize managers for restoration of wetlands : Inventory of potential managers (plublic/private institutions) Encouragement of mayors to make the necessary arrangements for the exoneration of land tax on wetlands 14) Communicate on success stories and so to create vocations in this field : Provide 60 orphan wetlands with a manager Analyse and communicate on 60 success stories 10 10

13 Methodology Adaptation of Millenium Ecosystem Assessment (MEA) for obtaining the Total Economic Value Translation of functions of ecosystems to services provided and then to man use Use of all available methods of monetarization For each service all methods were used and tested. The most relevant were kept 13

14 Results Total Economic Value between 117 and 218 million euros hectares of wetlands means TEV between et euros/ha These results are on an average twice more expensive than those obtained by an international bibliographic study done in 2009 The difference between former and new results is mainly due to the fact that this new study managed to take into account a larger number of services brought by wetlands by adding climate regulation, inputs to agriculture and shellfish farming, educational and scientific value in particular. 14

15 Main outputs Importance of an solid ecological analisys for understanding the services provided by wetlands The proposed adaptation of MEA makes possible to avoid double count and make more easy to agregate various values for obtaining the TEV More evaluation methods used for each service Methods and reference values for valuation of services provided by wetlands : 15

16 Improve knowledge (Surveys) 19) Organize data on wetlands 20) Produce and offer valuable formation on wetlands : Renew the survey on wetland status with (for the first time) an extension to overseas communities Prepare a national map of (potential) wetlands (including overseas communities) based on the available information 16 16

18 Promote international communication 25) Improve communication with Ramsar secretariat : 26) Inscription of new Ramsar sites and management of the network of sites : 30 new sites with (if possible) a focus on overseas communities (mangroves, coral reefs and wet forests), marine sites and suburban sites, Update of Ramsar Information Sheet (when necessary) Organisation of an annual meeting of Ramsar sites managers 27) Enhance involvement in Medwet initiative : Improve cooperation of Medwet with some of protocoles from Barcelona Convention on the Mediterranean sea 28) Prepare proposition for a better cooperation between international conventions 29) Develop support to international cooperation on wetland 18 18
