Impacts of Public-Public Partnerships - expectations and experiences Name of network/organisation: Foresterra/ Sumforest/WoodWisdom-Net Name of presenter: Martin Greimel/ Mika Kallio Annual Joint Programming Conference 23 November 2016

Expected impact Long term strategy for ERA-NET initiatives in the forest based sector 2005 Meeting in BXL EC RTD (KBBE, NMP, ERA-NET), WWN 1 and FTP Future ERA-NET Initiatives Follow up of WWN 1: WWN 2 (WWN+) Focus on Mediterranean area: FORESTERRA Focus on forestry and Eastern countries: SUMFOREST Foreseen impact Strengthen basic and applied research activities in the forest based sector Bringing together relevant funding institutions Achieved impact Convincing EC to include an ERA-NET Cofund topic on Innovative forest based Bioeconomy in WP 2017 Broad consortium preparing the proposal

Foresterra: expected and achieved impacts ERA-NET FORESTERRA - Enhancing FOrestRESearchin the MediTERRAneanthrough improved coordination and integration Period covered: from 01/01/2012 to 31/12/2015 Expected Impacts: Bringing together the forest research community of the South and North Mediterranean countries and countries outside of Europe with similar climate (e.g. Chile, Australia, California, South Africa): Achieved! Solutions to special forest related challenges in that climate zone (e.g. forest fires, draughts): Implementation of the Mediterranean Forest Research Agenda: 1 joint call: projects that are still running

Sumforest: expected and achieved impacts ERA-NET Sumforest Sustainable forest management; Multifunctional Forestry, European Forest Policy Period covered: from 01/01/2014 to 31/12/2017 Expected Impacts: Providing relevant information to policy maker and thereby supporting policy decisions Including policy needs of Eastern Partnership Countries and Russia for solving societal challenges (e.g. climate change and replacement of non renewable resources) 1 joint call: 7 projects (8 M ) with focus on policy impact are under negotiation

WWN: expected impact and achieved impacts ERA-NET WoodWisdom-Net 2 - Networking and Integration of National Programmesin the Area of Wood Material Science and Engineering in the Forest-Based Value Chains Period covered: from 01/03/2009 to 29/02/2012 Expected impacts listed in the NMP 2008 Work Programme (NMP ) Beside the obligatory impact expected from all ERA-NETs in FP 7 (durable network, critical mass, ): The science and technology of the forest-based industries in Europe is facing a technological crossroads. New opportunities within nano- and biotechnology offer a great potential for new sustainable technologies as well as real S&T breakthroughs with a high scientific and economic impact.

WWN: expected impact and achieved impacts Examples for Impacts on organisational/regional level/answers from the survey: FireInTimber- Fire Resistance of Innovative Timber Structures ( ) Coordinator: SP Trätek/ Wood Technology (Sweden) * Fire safety in timber buildings -Technical guidelinefor Europe. The very first European wide guideline on the fire safe use of wood in buildings. * The new models developed were used as input for the next revision of the European standard for structural fire design of timber structures (EN ). * The Count Carl Bernadotte Forestry Prize (Sweden) was awarded to researcher Birgit Östman, the FireInTimberCoordinator.

WWN: expected impact and achieved impacts Examples for Impacts on organisational/regional level/answers from the survey: TES Energy-Façade ( ) and the WW-Net follow-up project s smarttes ( ) as well as E2ReBuild( ) Various European awards, incl. the SchweighoferPreis2011, the European Innovation Award for the Forest Based Sector ParocGroup Oy: The selected renovation system based on the results of the WWN projects are used in retrofit projects in several European countries. Arbonaut Oy Ltd: developed new products and services, and further improvement of Arbonaut'sforest inventory service ArboLiDAR, remote sensing technology for effective, efficient timberland management.

Assessing the evidence for impact achievement Assessing achieved impact, the methods used Annual and final project reports to Call Secretariat Periodic and final reports to national funding organisations AnnualWoodWisdom-Net seminars(incl. all funded project participants) surveyasking for impacts in Spring 2016 to all partners of WWN projects WoodWisdom-Net 2 -Report No. 2/2012: Externalevaluation of the WWN Research Programme, Phase 1: Published on May 29, 2012

Achieved impact visibility Opportunities to maximise the achieved impact and its visibility Strengthening collaboration with related ERA-NETs, few examples: ERA-NET Plant Genomics: Joint Seminar with WWN 2 ERA-NET Bioenergy -Defining and implementing a joint call with WWN 2 Several ERA-NETs are members of the advisory board of Sumforest Joint preparation of the new ERA-NET Cofund Innovative Forest based Bioeconomy Sumforest/Foresterra/WWN Other practical examples: Back to back meeting with Forest Technology Platform: Conferences and meetings Cooperation with the Platform of Bioeconomy ERA-NETS (all 3 ERA-NETs) Joint activities with related COST Actions (Sumforest): e.g. definition of call topics Back to back meeting with SCAR SWG Forest (Sumforest)

Achieved impact visibility Opportunities to maximise the achieved impact and its visibility - Suggestions for external support Separate funding mechanism for an impact assessment study (pre-structured) some years after the ERA-NET end Secured funding for joint project meetings (mid term and final meetings of all funded projects) Or something similar with special focus on the achieved impact
