2 Implementation of Centrally Sponsored Scheme Aapda Mitra - Training of Community Volunteers in Disaster Response in India The District Mandi, a multi-disaster prone district, is predominantly rural in character. The geoclimatic conditions of Mandi make it vulnerable to many hazards. The lives and livelihood of millions of the people residing in Mandi gets affected by various disasters from time to time. The District witness s various types of natural and human induced disasters, like Floods, Drought, Earthquake, Fire, Road accidents, Epidemics, Heat Waves, Cold Waves, and Landslides etc. Dharampur cloud burst & flash Flood of 2014, several small Earthquake tremor and several landslides (Kotropi the serious) have been worst disasters in the history of Mandi. In addition to natural disasters, human induced disasters also pose serious challenge to the people of Mandi. Environment and climate change issues have been at the centre of disasters with increased frequency of extreme weather conditions, thus requiring an eco-sensitive approach to deal with them. With a paradigm-shift from post-disaster efforts to pre-disaster initiatives; better institutional arrangements and increased awareness and preparations, the District is moving towards disaster resilience and emerging as a leader in the field of disaster risk reduction and management and setting examples for other districts of Himachal Pradesh to follow. Community Preparedness It is easy to say that the Himalayas are prone to disasters. Every year we are facing many disaster and over a million peoples get affected by it. About a third of these disasters are from floods. As a matter of fact, 12% of the total landmass of the country (40 million hectare) is flood prone. Floods being the most common natural disaster, people have, out of experience, devised many ways of coping with them. as floods are not confined to one state and flooding in one state leads to flooding in adjoining states. More effective prevention strategies would save not only tens of billions of dollars, but save tens of thousands of lives. Funds currently spent on intervention and relief could be devoted to enhancing equitable and sustainable development instead, which would further reduce the risk for war and disaster. Building a culture of prevention is not easy. While the costs of prevention have to be paid in the present, its benefits lie in a distant future. Moreover, the benefits are not tangible; they are the disasters that did NOT happen. Kofi Annan, Facing the Humanitarian Challenge: Towards a Culture of Prevention Community preparedness can be thought of as the advance capacity of a community to respond to the consequences of an adverse event by having plans in place so that people know what to

3 do. This type of program can increase resilience to flash flood and other hazardous events, reduce economic losses, and shorten recovery periods. What is a Flood? Flood is such a high stage in a water course i.e. river, river tributary or a water retaining body i.e. lake, pond, reservoir, seas, ocean or other low lying areas the level at which water over flows over its banks and inundates the adjoining areas. They are one of the natural calamities that India faces almost every year in varying degree of magnitude. What are the factors responsible for floods? There are various factors, including wide variation in rainfall over time and space and inadequate carrying capacity of rivers. The problems get accentuated due to silting, bank erosion, landslides, poor natural drainage, glacial lake outburst, etc. Indiscriminate development and encroachments on flood plain areas, improper planning and construction of roads, railway lines, etc. have also been responsible the or increase in flood damages. With increased deforestation, the surface run-off has increased at the cost of infiltration, leading to tons of sediment being deposited on the riverbed on reaching the plains reducing carrying capacity further. Building dams will exacerbate this effect. What are the types of the flood? There are two broad kinds of flooding: riverine floods, where the rivers swell up and overtop their banks flash floods which are caused up in the hills from rapid rainfall, from glacial lake outbursts, from cloudbursts. Also quite common are landslide dam outburst floods. Lots of times landslides come down and block the river; the dam breaches and causes intense flooding. Flood management Flood management does not aim at total elimination or control of floods or providing total immunity from the effects of all magnitudes of floods. It is a multipronged strategy ranging from modifying the floods by means of structural measures to learning to live with the floods by means of other non-structural measures is well within pragmatic realism in flood management. It is time to move ahead from project and programme approach to systemic approach to flood management and mitigation.

4 Centrally Sponsored Scheme: Aapda Mitra The central government and the state governments are required to take steps for capacity development for taking effective and sustainable preventive, preparatory and mitigative measures in pre-floods stage and effective and prompt response during- and post-floods stages. The NDMA has approved a Centrally Sponsored Scheme focusing on training community volunteers in disaster response in the 30 most flood-prone districts of 25 states in India. Aim of the scheme: Aapda Mitra Training programme aims is to train community volunteers with the skills that they would need to respond to their community s immediate needs in the aftermath of a disaster, thereby, enabling them to undertake basic relief and rescue tasks from emergency situations such as floods, flash floods, and urban flooding, when emergency services are not readily available. Objectives: To train able-bodied community volunteers in disaster response (flood relief and rescue) at the panchayat/block level in districts Mandi. To train the volunteers in life saving skills of disaster response, coordination and assistance, and provide personal protective equipment and emergency responder kit. To create a Community Emergency Stockpile/Reserve at the district/block level containing essential light search and rescue equipments, medical first aid kits, etc. Outcome: a. Training of 6000 community volunteers (200 per state) b. Development of standardized training modules at the National Level and training institutes will be identified at the state level to impart training to volunteers Effective inter-agency co-operation and co-ordination Successful disaster response requires a quick and organised response. The active participation of affected communities and various Government departments like Fire Brigade, Police, Health etc. is thus critical to any response activity. Therefore, the DDMA Mandi shall focus on establishing response mechanisms that are quick, co-ordinated and participative.

5 District Mandi: Aapda Mitra District Mandi of the Himachal Pradesh state is one of the 30 most flood-prone districts of 25 states in India which is selected to implement Aapda Mitra scheme. It is important that the experiences are shared with other so that benefits of federal structure flow to all constituent. When a disaster happens, volunteers from the affected community are normally the first to act. The impact of volunteers in disaster response can be tremendous, as the extent of damage in terms of economic and human loss is greatly influenced by the initial response to a disaster. therefore, there lies a critical need to train these volunteers in certain basic skills in disaster management so that they are able to respond in an informed and prompt manner as well as assist the concerned agencies in rescue and relief operations. Under the Aapda Mitra Training Programme 200 Community Volunteers (150 Community Volunteers and 50 Patwari/Panchayat Secretary) from the community are selected from vulnerable areas of District Mandi and under gone the training on disaster response at Regional Waters Sport Centre, Pong Dam, District Kangra in 6 batches w.e.f 13th November to 30th December (Annexure A). They will also be equipped with emergency responder kits, so that they can act immediately in case of any disaster. The volunteers will be trained to identify risks and hazards in their local areas and trained to deal with the situations including conducting search and rescue, first aid and relief measures. Empanelment of State Training Institutions Based on the Criteria set by National Disaster Management Authority (NDMA) through the NTC, for Empanelment of State Training Institutions for Aapda Mitra Training Programme. under the guidance of Himachal Pradesh State Disaster Management Authority (HPSDMA), Shimla, Regional Water Sports Centre Pong Dam, District Kangra, as a subsidiary of Himachal Pradesh Government chosen for imparting trainings to volunteers. RWSC conducts various Regional, National, and International level events. Pong dam has a very good water sports training site, with all modern facilities and equipments where regular Basic, Intermediate, advance and method of instruction courses and different coaching camp are being regularly organised. Adventure activities like Swimming, Kayaking, canoeing, Rowing, Sailing, Water Surfing, water skiing, water safety and rescue technique, White water Rafting, Mountain biking, Trekking are conducted here on a regular basis. Disaster Management courses are also being organised.

Life jackets, Life buoys, White Water Kayaks, Still Water Kayaks, Canoe, Rowing Boats, Sail Boats, Water Skies, Surf Board, Ropes (Climbing & rappelling), Carabineers, Descenders, Ascenders(Jumar), Seat harness, Mittons, Helmets, Raft Boat Introduction to the course The main goal of the course in giving the participants the adequate training and knowledge to use the state-of-the-art methods, techniques, tools and equipment to conduct an efficient search and rescue (SAR) services in their respective regions & a brief description of their role during any disaster. The course presentations, notes and programme were followed as planned. Training Content The training module for the training course was provided by the NDMA develop & approved by a National Technical Agency (NTA) under the guidance of National Technical Committee(NTC) based on The training module main aims for the SAR were mainly: Understand the SAR System and act as first responder during floods. Investigate and obtain information about an incident to initiate response to a SAR incident which will be vital for the success of the operations; Correctly use of Search and Flood Rescue Equipment. The course syllabus was as follows: General features of Natural disasters salient features of disaster response & relief. Principles of Disaster Management. Role first responders in Disaster Relief Operations

7 How floods are caused, different causes of failures of embankments. Importance of vigilance and watch. Embankments and Emergency repairs, Problems created and role of local administration in relief work. Special rescue problems in dealing with secondary hazards i.e. landslides, etc. Warning against Flood Disasters weather forecasting, IMD alerts, and warnings by district administration and importance of Community Risk Mapping. Surface Water Rescue: safety considerations, methods PPE & training. Flood Rescue Emergency Drill, Casualty Handling & Recovery. Flood Rescue: Boats, types of boats, parts of a boat and safety equipments. Types & Use of ropes/swr in rescue work. Knots and lashings etc. Corpse disposal organization. Its necessity, equipments, manpower & procedure of disposal of dead. Life Buoys & Hooks, Procedure of use & Safety lines. Underwater Search & Recovery: information on drowned bodies fixing, marking and assessments, recovery methods and tools. Preparation of improvised flood rescue and swimming Aids-Types, their constructions & application in water body. Use & practice of triangular & roller bandages-use of splints, Cardio Pulmonary resuscitation & Artificial Respiration Outdoor exercise of flood rescue operation with improvised rafts, Life jackets, Improvised swimming aids, etc. The course structure was mainly in presentations followed by practical exercises. Course materials were given in hard copy both for theory and practical lectures before the actual lecture was done. The Participant were also regularly assessed with practical tests.
