SITUATION OVERVIEW 1 At 4:00 AM today, the eye of Typhoon "OMPONG" was located at 480 km West Northwest of Laoag City, Ilocos Norte (outside Philippine Area of Responsibility) (20.1 N, E ), moving West Northwest at 25 kph with maximum sustained winds of 145 kph near the center and gustiness of up to 180 kph. The Southwest Monsoon (Habagat) enhanced by the typhoon will bring occasional gusty winds and scattered light to moderate to at times heavy rains over Western Visayas, MIMAROPA, Ilocos Region, Batangas, Bataan and Zambales. Typhoon warning signals elsewhere are now lifted. 2. CARITAS RESPONSE Responding to requests for various emergency response assistance, two Rapid Assessment Teams were dispatched to Nueva Segovia and Cagayan dioceses early this morning while possible deployment to the Diocese of Baguio is deemed once roads become accessible. Rapid Assessment Results: Cagayan (Source PDRRMO and MDRRMO of Baggao) 11,664 families (46,133 individuals) were evacuated 27 municipalities (356 barangays) were affected Market and commercial establishment are now accessible No electric power and with intermittent telecommunication signal from major telecommunication lines On-going clearing operation 3 bridges are impassable (Maguiling, Tawi, Bunagan) Agricultural damaged specifically on corn and rice crops Baggao was one of the worst hit municipality o 12,636 families from 34 barangays (71%) were affected o No electricity and telecommunication service as to date o 9,695 partially damaged houses, 2124 totally damaged houses o Roads and bridges are accessible but with electrical post and lines blocking some areas o No intervention from other NGOs Nueva Segovia, Ilocos Sur (Source: Caritas Nueva Segovia and PDRRMO) Relief goods (food: rice, canned goods, milk, coffee, sugar, etc.) are still needed by families in coastal and interior areas 1 accessed at 8.15pm, 16 September

2 18 coastal municipalities (2,556 families: 9,422 individuals) reported major damages to fishing equipment and implements (boats, nets, gears and motor) 12 interior municipalities (293 families: 870 individuals) reported damages to crops (rice, cassava, sweet potato, turmeric/ginger, etc.), fruit trees (rambutan, lanzones, etc.) At least 1,567 families (7,283 individuals) evacuated at the height of the typhoon No power supply in the whole province PDRRMC reported 3 casualties Tagudin to Cervantes road still not passable due to land/rock slides Barangay roads in Quirino and Galimuyod municipalities are still not passable to all types of vehicles due to landslide. Unstable communication (Smart, Globe, PLDT, etc.) systems 78 totally damaged houses were reported in 2 municipalities Caritas Nueva Segovia is utilizing its own disaster fund in the initial phase of its relief operation In addition to, NASSA/Caritas Philippines has already allotted an estimate of PhP 1,000,000 for the emergency operation of the dioceses to augment the on-going relief efforts. A rapid response appeal will be launched tomorrow to the Caritas Internationalis confederation to continue with the provision of emergency needs while assessments are being done. It is however foreseen that a longer term humanitarian response is needed as per the magnitude of the devastation of Typhoon Mangkhut. 3. COORDINATION a. In coordination with the local Dioceses, see updates below: DSAC Remarks Baguio (Benguet On-going assessment in nearby parishes and communities on the extent of damage caused by TY Mangkhut Province) About 810 families and 3,348 persons are being served in the evacuation centers across Benguet Province A large landslide occurred in Itogon, Benguet resulting to 42 casualties and 70 persons trapped inside a mining community. Rescue and retrieval operations are on-going The City DRRMC has already cleared Baguio City for possible landslides DSAC Baguio is in need of blankets/beddings, additional food relief, drinking water and hygiene kits, shelter and livelihoods support Bontoc-Lagawe Landslides make the diocese inaccessible (Mt. Province) Power is still not available On-going coordination and assessment are communicated via mobile phone b. On Casualty. Cordillera Casualty Report from the Philippine National Police Cordillera Police Regional Office thru local media CNN Philippines indicate that there are about 13 persons missing and 20 dead in the region. The historic and often-crowd favourite Plaza Burgos in Vigan City, Ilocos Sur is now deserted due to the debris and other infrastructure damages brought by Typhoon Mangkhut. 5 4. MEDIA AND COMMUNICATIONS Philippine national television news channel, ANC featured Fr. Edwin Gariguez, Executive Secretary of NASSA/Caritas Philippines and Ms. Lot Felizco, Country Director of Oxfam Philippines, on the impacts of Typhoon Mangkhut and the emergency response in northern provinces. As Chairman of the Board of SAFER (Shared Aid Fund for Emergency Response), a consortium of NASSA/Caritas Philippines, Humanitarian Response Consortium, and CODE-NGO, Fr. Gariguez shared about the importance of recognizing and putting on community empowerment to harness resilience and sustain the long-term recovery of the affected communities. NASSA/Caritas Philippines Executive Secretary, Fr Edwin Gariguez and Ms. Lot Felizco, Oxfam Philippines, Country Director at ANC. Other media agencies are also covering NASSA/Caritas Philippines response like Manila Standard, FIDES News, Rappler and UCAN. Aside from local and national media agencies, NASSA/Caritas Philippines is also communicating closely with Caritas Internationalis and CI member organizations communication persons. 5. Emergency Appeal to Caritas Confederation Given the severe damages on houses, properties, agricultural lands and livelihoods in the affected communities as well as the rising number of displacements of families and persons in the evacuation centers, among other urgent needs, NASSA/Caritas Philippines will launch full emergency appeal for assistance to Caritas Internationalis Member Organizations. 7.
