2 \, E:'~oceedings of the Meeting of the State Advisory Group (SAG), Punjab to consider the Proposals under Forest (Conservation) Act, 1980 held on April 9, 2013 at hours under the Chairmanship of Shri A.K. Goyal, IFS Additional Principal Chief Conservator of Forests (Central), Gove:rnment of India, Ministry of Environment and Forests, Northern Regional Office, Bays No , Sector 3l-A, Chandigarh. ***** A meeting was held under the Chairmanship of Shri A.K. Goyal, IFS Additional Principal Chief Conservator of Forests (Central), Government of India, Ministry of Environment and Forests, Northern Regional Office, on April 9, 2013 to consider the proposals under Forest (Conservation) Act, The list of participants is attached at Annexure-A. The following proposals were discussed and decisions taken are as /" ; Oll~OW/' ~ Diversion of ha of forest land for construction of new road for '~ defence purposes along MBL RD LIs, District Tarantaran, under Forest Division Amritsar: The proposal was discussed in detail and the State Advisory Group recommended the proposal for 'in-principle' approval subject to submission of the following information by the user agency: i) In the title of the proposal, the abbreviation 'MBL' should be ii) explained and it should clearly illustrate the proposal contained therein; and The concerned user agency in support of the administrative approval of the Competent Authority for this proposal has submitted a copy of the letter dated of Directorate General of Military Operations enclosing therewith a fifteen years long term perspective plan of all GS roads in which the proposal at Sr. No. 3A "Road along Khalra DCB (33.7km)" has been stated to be the same as the present proposal (pertaining to diversion of ha of forest land for construction of MBL RD L/s). It was desired that for the sake of clarity, a clarification may be submitted by the User Agency to the effect that the above mentioned road (Road along Khalra DeB 33.7 km) includes the proposed stretch pertaining to diversion of ha C~0J -,'~'

Further, as no representative of User Agency i.e. Army Authorities came for the meeting despite advance information having been sent by the Forest Department, a serious view of the absence of the User Agency was taken by the Chairman of the Committee and he desired that a letter expressing the displeasure in this regard be sent to the concerned User Agency by the Forest Department. 2 Diversion of ha of forest land for Tota Enclave for 'Defence Purposes' in Bhadru-Rania under Forest Division and District Amritsar, Punjab This proposal has already been discussed in one of the SAG meetings and was approved subject to certain conditions. Compliance report is yet to be received for obtaining 'in-principle' approval of the competent authority. The Nodal Officer, Punjab mentioned that the as per the discussions with the concerned Army Authorities at Amritsar, the proposal is likely to be revised by the Army Authorities in which no forest area is going to be involved. However, a formal communication in this regard is yet to be received from them. The same will be sent to Government of India as soon as it is received by the Punjab Forest Department.
