Each group will be facilitated by one of the experts. A representative from IISD or ASB-ICRAF will act as rapporteur and prepare a brief report of the group s discussion. Suggested discussion questions 1. Scope, definitions and role of conservation and other land uses Facilitator: Rodel Lasco, ICRAF Philippines - What activities should be included under REDD+? - What will be the impacts of excluding some sources and sinks on leakage? - How can the international system encourage a fair distribution of benefits among countries? - What are the effects on local and indigenous communities? 2

Baselines, permanence and leakage Facilitator: Willy Makundi, Tanzania - What measures are required to ensure additionality, address permanence issues and avoid leakage? - What are the requirements with regard to forest data and technological capacity? - How will this affect participation by countries? Do countries have the required capacity? 3. Measurement, reporting and verification Facilitator: Lou Verchot, CIFOR/UN-REDD - What needs to be monitored, reported on and verified? - What do countries require to add REDD+ activities? - Could MRV requirements represent barriers to REDD participation or access to funding? - What are the critical capacity building needs? 15:00 15:30 Reports to plenary Each group will report main conclusions and concerns raised during breakout group discussions 15:00 15:30 Coffee 15:30 17:00 Negotiating Strategy John Drexhage, IISD IISD will facilitate a discussion on strategic issues for the negotiations.
