The position functions as the technical supervisor of an LSO position at the senior seasoned level. 2 POSITION TITLE, Timber Tenures MINISTRY AND DIVISION Forests: Timber, Range and Recreation BRANCH AND SECTION Timber Management UNIT OR PROGRAM Timber Management Activity SUPERVISOR'S POSITION TITLE Director, Timber Management CLASSIFICATION GEOGRAPHIC LOCATION Victoria SUPERVISOR'S CLASSIFICATION Management PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The principal function of the Timber, Range and Recreation Program is the development and implementation of guidelines and procedures with respect to recreation, timber management, engineering standards for development, the valuation and general management of the provincial forest resource in compliance with the Forest Act, regulations, and the Crown range lands throughout the province in compliance with the Range Act. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The principal functions of this position are the administration of all forms of timber harvesting agreements and forest tenure; staff training and development; monitoring regional timber management programs. The position is responsible for developing provincial policy and providing input for legislation in the area of timber management, for advising regional staff on timber issues, and for dealing with various groups inside and outside the government on the conflicts of interest that arise over the use of the resources. Key duties are: to manage the timber functions of administration and harvesting of the timber resource; to monitor, recommend and prepare amendments to the Tree Farm Licence, Tree Farm, Woodlot and Christmas Tree Legislation; to act in the absence of the Director, Timber Management Branch, by assuming full responsibility for directing the Timber Management Branch to meet the Branch's objectives and goals; to direct section administration; to carry out staff training and development; to monitor regional Timber Management programs. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT The, Timber Tenures, is one of four positions reporting directly to the Director, Timber Management Branch; the other three are Liaison Officer, Indian Affairs;, Special Programs; and the Office. Reporting to the, Timber Tenures are three positions: two Timber Management Officers and a Tree Farm Licence Officer. A Tree Farm and Woodlot Licence Officer reports to the Tree Farm Licence position. This position acts independently in seeking solutions, except on issues with heavy political and sensitive implications, or where there may be considerable impact on industry. On these occasions reference is made to the Director. The position works closely with other branches within a complex field involving legal interpretations of timber tenure administration. Impact of policy developed affects policy of industry province wide.

3 POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED 1. Manages the timber functions of all forms of timber harvesting agreements by: 40% 2. 2 directing a professional staff in the management of timber tenures; explaining the intent of legislation and regulations pertaining to timber management to regional and headquarters personnel, other agencies and the public; telephone and personal communications with industry, public and government officials on timber tenure management matters; answering correspondence and enquiries relating to timber management requiring technical and professional input; recommending amendments to legislation, regulations, contracts and policy involving the administration of timber tenures; leading discussion groups dealing with development of timber management policies, tenure documents and regulations; researching specific timber management projects for senior executive personnel; developing the Timber supply Area allocation plan for provincial implementation; meeting with senior personnel in the Ministry of Energy, Mines and Petroleum Resources; Ministry of the Attorney General, the Ministry of Lands, Parks and Housing and the Ministry of Highways on overlapping resource use problems; reviewing presentations of clauses for cutting authorities; monitoring performance of regional personnel in timber tenure management through field trips; monitoring policies on trespasses; reviewing submission of requests for additional volumes of timber; determining action to be taken in case of inadequate cutting performance; writing program reports in areas of responsibility for insertion in the annual report presentation of the branch; developing and monitoring policy in programs such as salvage, timber disposal, timber exchange, mill licencing, contractor clause administration and other items as they occur; analyzing private land right-of-way requests from Regional s; developing new programs for timber disposal; checking and revising as necessary written communications prepared by subordinate before referring them to the Director; developing policy for contractor clause administration. Monitors, recommends and prepares amendments to the Tree Farm Licence, certified Tree Farm, Woodlot, and Christmas Tree legislation by: directing professional staff in management of timber tenures; ensuring tree farm licence legislation and policy is developed to meet the economic and social needs of the province and meet the broad forest policy objectives of the province; ensuring that monitoring functions are carried out according to established policy; preparing draft amendments to policy for approval; recommending to Branch Director changes in legislation to accommodate revisions to policy enhancing proper forestry practices; ensuring tree farm policy is compatible with the Taxation Act and is in accordance with forestry practices as established for three farm licences; ensuring woodlot and Christmas tree harvesting legislation and policy is developed to meet the economic and social needs of the province and meets the broad forest policy objectives of the province.

4 3. 1 POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED (CON'T) Acts in the absence of the Director, Timber Management Branch, by assuming full responsibility for directing the Timber Management Branch to meet the branch's objectives and goals. 4. Directs section administration by: reviewing professional job duties and responsibilities; administering or recommending disciplinary action when required; approving leave for professional staff; appraising employee performance of professional staff; writing job descriptions for professional staff Carries out staff training and development by: on the job training; liaising with, Special Programs; counselling personnel on the need for training programs. Monitors timber management program by: reviewing regional timber management program budgets and submitting recommendations where necessary; developing implementation and special estimates such as implementation of new Forest Act. Performs other related duties. 1. QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Bachelor of Science in Forestry or Forest Engineering with at least ten (10) years experience in forest resource management, including time spent in forest regions; or an equivalent combination of qualifications. Registration as a Professional Forester with the Association of British Columbia Professional Foresters. 2. Knowledge, Abilities and Skills A thorough knowledge of resource management, the Ministry of Forests Act, Forest Act regulations and other related acts, such as, the Land Act, and a sound ability to supervise staff and monitor the performance of a large remote staff in the regions. Sound public relations skills in dealing with internal and external groups such as industry, community groups and other agencies. Physically able to withstand the rigors of field work.
