19 THE COUNTY OF LANARK COMMUNITY FORESTS SUB- COMMITTEE August 11 th, 2008 Report #PW of the Director of Public Works PROPOSED MISSISSIPPI VALLEY CONSERVATION FOREST MANAGEMENT SERVICES 2008 WORK PLAN 1. STAFF RECOMMENDATIONS It is recommended that: i) The Community Development Committee recommends that County Council approves the proposed Mississippi Valley Conservation Forest Management Services 2008 Work Plan, as described in Report #PW PURPOSE The purpose of this Report is to recommend the Mississippi Valley Conservation (MVC) 2008 deliverables for Forest Management Services in Lanark County Community Forests. 3. BACKGROUND At their March 27 th, 2008 Meeting County Council adopted the following resolution: The Warden and Clerk are authorized to execute a Memorandum of Understanding (MOU) for Management of the Lanark County Community Forest between The County of Lanark and the Mississippi Valley Conservation (MVC) with a term of five years (Option 1). The MOU stipulates that the County shall provide the MVC with an annual Work Plan. 4. DISCUSSION The proposed 2008 Work Plan (attached Appendix A ) has been developed in coordination with MVC forestry advisory staff, Brian Anderson. The Work Plan includes the operational and administrative tasks needed to continue with the implementation of the approved Community Forests Business Plan. The development of the 2009 Work Plan will begin in October to ensure that direction is provided to the MVC in January of 45

20 5. ANALYSIS AND OPTIONS Two (2) options are open: a. Option 1. Refer the 2008 Work Plan to a subsequent meeting for further consideration b. Option 2. Recommend the 2008 Work Plan, as amended. 6. FINANCIAL IMPACT The approved 2008 Community Forests Budget included $30,300 for MVC Forest Management Services. The total cost of the proposed Work Plan at Appendix A is $27,500 plus $300 per day for assistance with policy development. 7. LOCAL MUNICIPAL IMPACT None. 8. CONCLUSIONS The proposed 2008 Forest Services Management Work Plan identifies the MVC deliverables for the last quarter of ATTACHMENTS Appendix A Proposed 2008 Forest Management Services Work Plan. 20 of 45

22 THE COUNTY OF LANARK COMMUNITY FORESTS SUB- COMMITTEE August 11 th, 2008 Report #PW of the Director of Public Works PROPOSED PUBLIC INFORMATION CENTRE: COMMUNITY FORESTS RECREATION POLICY THURSDAY OCTOBER 30 TH, STAFF RECOMMENDATIONS It is recommended that: i) The Community Development Committee recommends that County Council approves the proposed Public Information Centre for the Draft Community Recreation Policy, to be held on October 30 th, 2008, as described in Report #PW ii) The Clerk sends Report #PW to all local municipal Clerks, for information. 5. PURPOSE The purpose of this Report is to recommend that a Public Information Centre (PIC) be held in the County Council Chambers on Thursday, October 30 th from 5:00 pm until 8:00 pm to present the Draft Community Recreation Policy and to seek public input. 6. BACKGROUND At their 23 April, 2008, Meeting County Council adopted the following resolution: 4. DISCUSSION i) MOTION#CD THAT, the 4 th Draft County Forest Recreation Use Policy be released to the Public in June. Public and agency consultation on the Draft Community Forests Recreation Policy is vital to ensure that the County moves forward with a plan which will ensure the continued enjoyment of our forest properties while minimizing the environmental impacts. As a result of the departure of the Facilities and Fleet Manager and further consideration by the Community Forests Sub-Committee, it is suggested that a Public Information Centre in late October 2008 is the most appropriate format for public consultation for the Community Forest Recreation Use Policy. 22 of 45

ANALYSIS AND OPTIONS Since there are many potential uses of the Community Forests a concerted effort must be made to encourage participation in the PIC by members of the public, from all of the stakeholder groups. The suggested format of the PIC is an Open House with a presentation. Story Boards would be used to inform participants about the Community Forests Business Plan and the proposed Recreation Policy. A PowerPoint presentation of the information would provide more detail and the opportunity for discussion. Comment sheets would be available. Notice of the PIC would be published in local newspapers and invitations would also be sent to the Community Forests Mailing List. 6. FINANCIAL IMPACT The preparation and the conduct of the PIC would be undertaken by staff and our MVC advisor. The estimated cost of the event is about $1,000, which can be accommodated within the approved 2008 Community Forests budget. 7. LOCAL MUNICIPAL IMPACT None. 8. CONCLUSIONS A formal public consultation process in late October should enable the preparation of the final Draft of the Community Forests Recreation Policy for County Council consideration before January ATTACHMENTS None. 23 of 45

STAFF RECOMMENDATIONS It is recommended that: i) The Community Development Committee recommends that County Council approves the proposed Community Forests Tour on September 17 th, 2008 as described in Report #PW ii) The Clerk sends Report # PW to all local municipal Clerks, for information. 8. PURPOSE The purpose of this Report is to recommend that a Community Forests Tour be held on September 17 th, 2008 from 9:30 am until 3:30 pm. 9. BACKGROUND The Community Forest Sub-Committee has participated in several tours of the County Forests during the past four years. Forest Tours provide the opportunity to see ongoing or recent management work and to become familiar with the 38 properties that are managed by the County. 4. DISCUSSION Since many Community Forest properties also include access roads that may be suitable for future trail development, the proposed tour may be of interest to members of the Lanark County Municipal Trails Corporation (LCMTC). Members of County Council and local Municipal Councils may also be interested to attend the proposed tour. A tour, led by Brian Anderson, our Mississippi Valley Conservation Forestry Advisor, is proposed on Wednesday, September 17 th, 2008 from 9:30 am to 3:30 pm. The suggested itinerary includes site visits to the following properties: James, a recent first thinning of a red pine forest Bulloch, a second thinning of a red pine forest and a future planned cedar log cut 24 of 45

25 Baird, lunch stop Bartraw, a future third thinning of a red pine forest Hands, a hardwood forest selected for thinning this year The proposed site visit locations are shown on the map at Appendix A. If the Tour is approved, a detailed itinerary will be developed and distributed at the September 3 rd meeting of the Community Development Committee. The mode of transport for the tour will be determined by the number of participants. A thirty minute box lunch stop is suggested at the Baird Trail/ Community Forest. 5. ANALYSIS AND OPTIONS None. 6. FINANCIAL IMPACT The estimated cost ($800) for the proposed tour can be accommodated within the 2008 Community Forests Budget. 7. LOCAL MUNICIPAL IMPACT None. 8. CONCLUSIONS All interested members of the Community Forests Sub-Committee, LCMTC, County Council and local Municipal Councils are encouraged to participate in the proposed Community Forests Tour. 9.
