Yes No Component(s) losure Authorized Public Disclosure Authorized Component Name Component Cost Policy Design and Institutional Strengthening Consolidation of Priority Community-Based Programs at National Level Innovation for REDD+ in Early Action Areas Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Substantial Substantial Implementation Status Overview This ISR reflects the main outcomes of the supervision mission conducted on December 2-6 with CONAFOR. The PBCC project has been approved by the WB Board on January 31, 2012 and got effective on November 20, The implementation of the activities started slowly mainly due to significant changes in the CONAFOR team, that occurred just after the effectiveness of the project. The new team is now fully operational and activities under all three components are under implementation. Accordingly the disbursement rate has increased over the last months. Page 1 of 7

Locations No Location data has been entered Results Project Development Objective Indicators Indicator Name Core Unit of Measure Baseline Current End Target Increase of forest area under improved Percentage Value management and reduced carbon emissions practices CONAFOR indicated that 2.8 million ha and 2.9 million ha received supports from the Programs, respectively in 2012 and However, from this figures, we could not identify the "new" areas receiving their first support (which is what the indicator intend to measure). These figures will be provided in the Informe Anual that will be sent in January Increase in number of communities building Percentage Value social organization and generating income from sustainable production of forest goods and services including REDD+ CONAFOR indicated that 1,135 ejidos/communities received support from Program for the first time in 2012 (which would correspond to28% increase) and 829 in However, it was noted that the methodology used by CONAFOR did not differentiate the communities/ ejidos which received support for the 1st time.. Revised figures will be included in the Informe Anual to be sent on January Page 2 of 7

Reduction of net deforestation and forest degradation in selected landscapes within REDD+ Early Action Areas compared to baseline (number of hectares, or equivalent net CO2 emissions) Intermediate Results Indicators Percentage Value Baseline (net deforestation and forest degradation in selected landscapes) to be measured in years 1 and 2 of the project. Database is under preparation, in coordination with the MRV project and will be ready in Indicator Name Core Unit of Measure Baseline Current End Target Number of CONAFOR field offices Number Value rehabilitated, equipped, staffed and trained Ten Promotorias have received equipment during 2013 and they will be further equipped and staffed in Percentage of community forest management Percentage Value permits and special permits approved within the legal span Some inconsistencies between the methodology used for the baseline and the actual valor were noted (incl. quality of input data). As of now, it has been agreed that the same methodology would be used. Improved monitoring and evaluationsystem for Yes/No Value No No Yes CONAFOR-supported programs (including MRV) is operational On track and major progress has been made over the past few months. An integrated CONAFOR-SAGARPA-DGF Yes/No Value No No Yes database is operational On track - A working group has been set up and is working on the modalities to set up the joint database CONAFOR-SAGARPA-DGF Page 3 of 7

Number of certified private technical service providers Number of knowledge assets on REDD+ created and shared Increase in Social Organization Index in communities that participate in demand-driven programs on community forestry and payment for environmental services Increase in Economic Development Indexin communities that partiicpate in demand-driven programs on community forestry and payment for environmental services Number Value This indicator is much higher than expected: CONAFOR provided 2 explanations: (i) large dissemination campaign by the Certifying entities (Universities) and (ii) certification has been made compulsory in the 2012 reglas de operación. Number Value Two high level publications in renowned journals. Percentage Value Baseline (initial value of The results of the 2012 Social Organization Index) to survey has been processed be determined and baseline should be provided in the Informe Anual to be sent on Jan (this will be included as a baseline). The 2014 survey campaign is on-going and results will be compiled by mid Percentage Value Baseline (initial value of Economic Development Index) to be determined The results of the 2012 survey has been processed and baseline should be provided in the Informe Anual to be sent on Jan (this will be included as a baseline). The 2014 survey campaign is on-going and results will be compiled by mid Page 4 of 7

Reduction of loss of forest cover (net deforestation rate) nationwide, compared to initial value Percentage of participating communities receiving support from innovative landscape management agents (ATL/ADL) in REDD+ Early Action Areas Number of operational agreements among CONAFOR, SAGARPA, and States in support of REDD+ Number of new community-based, economically viable, REDD+ focussed, initiatives with demonstrated potential for replication at scale Increase in the proportion of CONAFOR and SAGARPA investments mobilized through the new REDD+integrated landscape mechanisms in REDD+ Early Action Areas Data on Financial Performance (as of 10-Dec-2013) Financial Agreement(s) Key s Percentage Value Initial value (net deforestation 30-May-2013 Forest cover in 2012 will be nationwide) to be measured in sent in the Informe Anual and 2012, with North American Land Cover Monitoring will be included as the baseline for this indicator. System Percentage Value This has not been initiated yet as the conventions with ATLs have not been signed yet. We discussed with CONAFOR that this target may be very challenging and should be reconsider at MTR. Number Value This information will be provided in the Infome Anual to be sent on Jan Number Value It was agreed that CONAFOR would send a methodology for this indicator that clearly defines "new community, economically-viable REDD+ initiatives" so that this indicator can be better quantified and monitored Percentage Value Methodology should also be better defined.
