1 Appendix C Site Specific Mitigation Measures for All Alternatives Unit: Soils: ELT 8, 11, 16 - Generally retain/return slash, woody debris, bark, stumps on site where appropriate during whole tree logging. ELT 14, 15 - Conduct mechanical activities during normal dry period or frozen ground or ELT 2, 6 - Conduct mechanical activities during frozen ground conditions or Use upland area through mapped ELT 2 identified in the field to cross area for site preparation during non-frozen ground conditions. Scenery: Utilize the landscape and leave trees in the Partial-cut 30BA region in order to maintain the visual quality from Northern Light Lake. Wildlife/Rare Plants/Spatial: See Gunflint biologist for map of protection zone(s). Buffer the nest with a 660 foot no harvest/disturbance zone. Restrict activities associated with roads and harvesting during bald eagle nesting season (Feb. 15 Oct. 1). Do not site prep or plant within ¼ mile of nest between Feb July 1. Follow the NLS Bald Eagle Recovery Plan. Within the stand, retain supercanopy red and white pine for nest trees. Protect existing regenerating pine as much as possible. Favor harvest and mechanical site preparation practices that allow for large woody debris (greater than 10 centimeters in diameter and longer than one meter) to be dispersed throughout the unit rather than piles or windrows. Favor mechanical site preparation practices that do not remove surface soils or only remove surface soils from the small areas in which an individual seedling will be planted. Protect planted white pine seedlings from deer browsing. Heritage Resources: There will be a walkover/shovel test of high probability locations within the prescription unit before harvest operations begin. If a site is found there shall be no ground disturbing activities within at least 66ft. of the heritage resource site located. The edge of the no disturbance area will be flagged. Unit: Soils: ELT 15 - Conduct mechanical activities during normal dry period or frozen ground or remove from unit. Unit: Wildlife/Rare Plants/Spatial: Burns would take place in early spring or late fall to reduce impacts to nesting birds. Reduce the chance of torch fuel entering the stream and lake by igniting the fire no closer than feet away from open water. Use hand tools and pumps, no heavy equipment. ELT 11 - Generally retain/return slash, woody debris, bark, stumps on site where appropriate during whole tree logging. Generally conduct mechanical activities on the lower end of slopes and avoid creating long uninterrupted equipment paths on slopes greater than 18%. ELT 2 - Conduct mechanical activities during frozen ground conditions or Riparian: Lowland running north/south through unit and potentially draining in to the Kadunce River. Cross when ground is frozen or dry. Scenery: Utilize the landscape and leave trees in the Partial-cut 70BA region near Trout Lake road in order to maintain the visual quality. burned. Crush concentrations of dead and down fuel and live balsam not being piled where possible Create slash free zones near private property and high traffic roads where feasible. Wildlife/Rare Plants/Spatial: Promote a gap-phase approach to management in this stand. Maintain a minimum of 50 percent canopy closure well-distributed across the stand to protect the integrity of the C-2

3 >1000 acre patch and provide interior forest habitat. Gaps should be small (removal of 2-3 adjacent trees) and at most, 2-3 gaps may approach ¼ acre in size. This may mean it would be a selection cut and site prep would have to be done with small equipment. Favor retention of larger and older trees characteristic of the patch, such as sugar maple, spruce, cedar, aspen, and white pine. Retain some large aspen capable of producing cavitiesretain dispersed, large woody debris (greater than 10 centimeters in do not use windrows. Favor mechanical site preparation practices that do not remove surface soils or only remove surface soils from the small areas in which an individual seedling will be planted. Protect planted white pine and yellow birch seedlings from deer browsing. Maintain a closed canopy (70% or greater) of mature vegetation in a minimum 200-foot zone surrounding seasonal ponds. Recreation: Trout Lake Road: Weekend Hauling (Friday after 12pm thru Sunday) will be prohibited. Sign Trout Lake Rd. Caution Trucks Hauling to alert travelers of log truck activity. Non-native Invasive Plants: For leafy spurge at SE corner of stand (near intersection of Trout Lake Rd. and FR 140G): either re-locate skid trails, temporary roads, or landings if infested with leafy spurge and use will be in summer, OR treat (e.g. mow or pull) before use if use will be in summer. Plants of these species located within 50 feet of treatment units would be mowed before mechanical site preparation occurs. Unit: Soils: ELT 11 - Retain over-story trees to supply future nutrient inputs to soil. Scenery: Pile slash as far from road as possible. Distribute unburned slash across site. Fuels: Pile slash compactly in a vertical and horizontal manner which maximizes consumption when piles are burned. Pile slash in openings and at a minimum of 10 away from tree boles to prevent tree scorch and mortality. Piles should be limited to.10 acre in size in order to limit effects to soils and overstory trees. Do not remove snags over 8 dbh. Only remove ladder fuels that are balsam species. Do not remove any live trees within 50 of Mink Lake. Recreation: Notify public at Kimball Lake Campground before burning takes place. Heritage Resources: There will be a walkover/shovel test of high probability locations within the prescription unit before prescribed burn operations begin. If a site is found there shall be no ground disturbing activities within at least 66ft. of the heritage resource site located. The edge of the no disturbance area will be flagged. ELT 2 - Conduct mechanical fuels treatment and fire line construction during frozen ground conditions or ELT 14, 16 - Generally conduct mechanical activities on the lower end of slopes and avoid creating long uninterrupted equipment paths on slopes greater than 18%. Wildlife/Rare Plants/Spatial: The objectives are to increase dwarf bilberry, a fire dependent shrub, and Nabokov s blue butterfly habitat by returning fire to the stand, opening the canopy, removing some of the overstory, and reducing shrub competition. Unit: Wildlife/Rare Plants/Spatial: Burns would take place in early spring or late fall to reduce impacts to nesting birds.
