Trevor Clapperton, Parks Manager Amy Cotter 1. Roll Call The Regular Meeting of the Tree Advisory Committee was called to order at 9:00 a.m. 2. Delegations None. 3. Approval of Agenda for June 11, 2014 The following items were added to the agenda: 13.1 Walker Road Designated Natural Area 13.2 Tree removal at Garden Hill Fire Hall TAC Be it resolved that the Agenda for June 11, 2014 be approved as amended. 2 4. Disclosure of Pecuniary Interest and the Nature Thereof None declared. 5. Approval of Minutes of Previous Meeting Wednesday, May 14, 2014 The following items were amended in the May 14, 2014 minutes: Addition to summary of Jane Currelly presentation. TAC Be it resolved that this Committee approves the Regular Meeting Minutes as amended of Wednesday, May 14, Tree Reserve Fund and Operating Budget Update: Staff informed that the balance of the Tree Maintenance account is $13, Balance of the Tree Reserve Fund is $11, The Trees of Distinction account balance is $ Staff allocated the $1, grant from OPG into the Trees of Distinction Fund. 7. Action Items from Previous Minutes: 7.1 Tree Diary Work Orders WO#32 37 Bedford Street As recommended by the TAC, the removal of three branches was referred to the Roads Department and work was completed. No further action required. WO#35 24 Ralston/Heneage Street The condition of the Norway Maple was assessed by TAC members. Due to breakage of many stems, the remaining branches are quite weak and will not likely support the canopy. Recommendation is to remove any damaged stems and perform clean up of branches. WO#40 49 Sherbourne Street The Chair looked into an appraisal system and performed an approximate appraisal of the value of the trees. Staff consulted with an arborist regarding the value of those trees. The arborist determined that the value for two (2) white ashes and two (2) Norway maples is $ in total. The resident will compensate the Municipality for removed trees. No further action required. WO# Ridout Street This is a Sugar Maple tree that has lost a large branch. The arborist assessed the tree and noted that it is not possible to put supports/braces on it and recommended that the condition of the tree be monitored. The arborist further noted that the crotch is very strong and that due to loss of one limb, the remainder of the tree is not as heavy. Tree Advisory Committee Meeting Minutes June 11, 2014 Page 2

3 WO# th Line TAC member reviewed the area to determine the availability of space for any further planting but was unsure of the extent of the property. The homeowner has been contacted by staff but no response was received. This work order to be put on hold until the TAC receives communication from the homeowner. WO# Toronto Road This is an Ash tree with two main limbs, one of which lost a large branch and ultimately split the diameter of the remaining limb. It is recommended that due to weakening of the remaining limb, the tree should be removed; identifying that there will be minimal support for the remaining branch. Some rotting and a black knot at the base of the tree was also observed. The recommendation is to remove the tree. The following motion was put forward: TAC Be it resolved that the TAC made a motion recommending the removal of the Ash tree at 187 Toronto Road. 7.2 GRCA Trees for Rural Roads Program Update Pam Lancaster from the GRCA reported that 24 property owners participated in the program. An official report will be issued providing further information on the program. 7.3 Participation in Wesleyville Country Market and Nature Fest Sue Stickley reported that the event was well attended and that TAC display received a lot of interest. Undistributed tree planting guides and MFMP reports will be taken to the TAC presentation at Garden Hill Library on Monday, June 16, Approx. $50.83 was spent for the event, including the purchase of a draw prize, a butterfly bush. The bush was delivered to the successful recipient. An individual at the event requested that the TAC provides a display in the Memorial Park on Canada Day. The TAC is supportive of this suggestion and will prepare the official Trees of Distinction poster to use for the event and in subsequent events. The following motion was put forward: TAC Be it resolved that the TAC supports the participation in a Canada Day event at Memorial Park for promotional purposes. 4 7.4 Trans Canada Pipeline Proposal It was suggested that the TAC invites a representative from Trans Canada Pipeline to a TAC meeting to provide insights into their project in Port Hope area. The Chair will contact the Trans Canada representative and invite him/her to the September meeting. 7.5 Roadside Vegetation Management in Ward 2 It was proposed that a special committee be established with the involvement of interested stakeholders to review the Roadside Vegetation Management policy. It was also recommended that the policy be reviewed first by TAC and draft policy to be sent to stakeholders for comments/review. Staff suggested researching and reviewing existing roadside safety manuals/polices from other municipalities. TAC members will conduct research into other municipalities policies. 8. Municipal Forest Master Plan: 8.1 MFMP Implementation Brochure The MFMP Implementation brochure will be distributed to each home within the Municipality in the Municipal Link. This should be distributed by the end of June, with a cost of approximately $ for printing and distribution, being funded from the OPG grant Trees of Distinction Program: 9.1 Application to OPG Update The funding of $ has been approved and a cheque has been forwarded to the Municipality. Staff will enquire with the Finance Department about received funding TOD Promotional Campaign The TAC has agreed to participate in the Canada Day event at the Memorial Park. TAC will look into the development of a large banner sign to be used for these events. Brochures will also be distributed. It was suggested that the TAC Chair will contact 89.7 Small Town Radio to discuss and promote the Trees of Distinction program Tree Planting 10.1 RFT for 2014 Tree Planting Update Staff and TAC Chair will assess the completed planting locations to ensure that trees have been planted properly. Trees planted on Cold Springs Camp Road may need to be moved further from a road to ensure 3m road allowance. Any concerns will be Tree Advisory Committee Meeting Minutes June 11, 2014 Page 4

5 brought to the contractor attention to be corrected Planting on County Roads Update TAC prepared a draft letter to Warden Linda Thompson regarding the planting allowances on county roads. The letter requests consideration by County of the goals of the MFMP with regards to tree planting at the entrances to the Municipality CN EcoConnexions Grant and Planting Project Scope TAC Chair and staff met to discuss the launch of this program. The main event will be on October 1, 2014, where a permanent CN EcoConnexions sign will be erected at the Baulch Rd. Park. As the CN EcoConnexions report is due in November 2014, planting must be completed by October Tree Planting at Ganaraska Trail School TAC member and staff went to Ganaraska Trail School to assess planting locations for a community involvement event. Approximately 2-3 trees will be planted with the school children. Due to a concern with the availability of summer maintenance, planting will occur in September. A suggestion was made to coordinate the planting event for the National Tree Day on September 24, Staff will contact the principal of the school to propose this date and to discuss details of the event. 11. Emerald Ash Borer Treatment: 11.1 Potential Treatment Locations for 2014 Staff requested quotes from various companies for the Treeazin treatment. One of the proponents noted that the canopy of some trees is indicative of problems with the tree and some trees proposed for a treatment have between 50-60% canopy loss making them not suitable for the treatment. Staff requested that TAC member reviews those specific trees and reports back his decision on treating them. The TAC was supportive of this approach. TAC will also contact the Peterborough County regarding the billboards to promote education regarding Emerald Ash Borer threat EAB Treatment in Parks There may be some significant Ash trees worth saving in the parks. Parks staff will review ash trees in parks in regards to their suitability for a treatment in Correspondence: None. 13. New Business: Tree Advisory Committee Meeting Minutes June 11, 2014 Page 5

6 13.1 Walker Road Designated Natural Area Jeanette Davidson provided a copy of the report presented to the Council with two (2) options in regards the maintenance approach for that area. Several trees are to be removed; contingent on developing a designated natural area strategy. The TAC was supportive of Option 1 as listed in the report. Greg Burns will report back to council on behalf of the TAC. It was also identified that Works and Engineering would like to put a hard top surface treatment on the road, so as to allow for road painting. TAC suggested that Mark Peacock from the GRCA be consulted with regards to the hard top surface treatment. The following motion was put forward: TAC Be it resolved that the Tree Advisory Committee supports Option 1 in staff report which allows for combining the approved funds from the 2013 and 2014 Capital budgets for tree removal work and the implementation of the Designated Natural Area on Walker Road Trees on West Side of the Garden Hill Fire Hall It was observed that two trees were removed at the Garden Hill Fire Hall. Those trees were assessed by TAC in 2013 as being in good condition. The TAC requested that staff will investigate who authorized the removal of those trees. Staff will investigate and also will review TAC s minutes from May or June 2013 for TAC recommendations in regards to that location. TAC noted that three trees were submitted for TAC assessment, but only one was approved for removal in Next Meeting: Next meeting is scheduled for Wednesday, July 9, 2014 at 5 Mill Street South in the Boardroom, Time: 9:00 a.m. 15.
