1 JUNE 2015 Special Report: China Commercial Timber Harvest Reduction in NE China A trial regulation on prohibiting the commercial timber harvest in key state-owned natural forest areas in Heilongjiang province (north-east China) commenced in April On March 2015, the China government announced the new regulations on stopping all commercial harvest for natural forests nationwide. During last several years, timber production from plantations increased quickly and it is estimated that plantations currently supply around 70% of the total industrial timber production volumes in China. According to the draft plan, China will establish more than 13 million hectares of National Reserve Forest Area, to increase the harvest by an additional 150 million of timber supply capacity by Meanwhile, more Chinese companies have seen good opportunities of investing in Russia to ship more logs and lumber from Russia to China, especially as Russian timber has recently offered better competiveness due to Russian currency devaluation. 2 MAY 2015 Special Report: China Log & Lumber Trade Overview 2015/Q1 According to the trade data from China Customs, China imported 10.7 million m3 of logs during the first quarter of 2015, a decline of 15% from the same period in In the first quarter of 2015, China imported 3.6 million m³ of softwood lumber valued at 772 million USD a decline of 6.5% by volume and 7.5% by value as compared with the same period of In the first quarter, Russian lumber remained the largest softwood lumber supplier to China, and its volume reached 1.6 million m3, an increase of 9% compared with the same period of last year. Canada, as the second largest supplier to China, exported around 1.2 million m3 of softwood lumbers to China in Q1, a decrease of 22% as compared with the same period of last year. Meanwhile, softwood lumber imports from Finland and Sweden soared by 45% and 41% by volume respectively in Q1 from weakening currencies. With the currency advantages being achieved by exporters in Russia, Sweden and the European Union, as well as the cheaper logs imported from North America, lumber exports from Canada and USA had seen weaker competitiveness in the China market recently. 1. 3 APRIL 2015 Special Report: China Wood Products Exports: Overview of 2014 According to statistics released by China Customs, China s forest products trade value was 138 billion USD in 2014, representing an increase of 9.5% compared with The export volume and value of wood furniture, doors, and wood-based panels have all seen sizable increases in 2014, compared with last year. In 2014, RMB devaluation against USD brought some good news for Chinese exporters, however, the cost of raw materials, labor and energy were all increasing, in addition, with more and more awareness of the airpollution issue, China government has now made new regulations on environmental issues and manufacturers have to spend more to comply with the requirements of the new regulations. For example, in Linyi city where the most concentrated areas for plywood production and exports are, all plywood mills must upgrade their boiler systems to use cleaner coal, or transfer to other environmental energy options, such as solar, natural gas or electricity to replace coal. 4 MARCH 2015 Special Report: Global Currency Volatility Cheaper Russian Wood Upsetting China (& World) Market Prices Geopolitics, coupled with the rapid decent in oil prices and the Russian ruble, are now combining to have an impact on wood products supply and prices. This became highly evident during WOOD MARKETS supply chain tour in China undertaken in the last two weeks of January. Russian exporters have been able to lower their U.S. prices to key markets (such as China) while increasing their net returns. This situation has caused softwood lumber exporters from other countries to reduce their prices to China as well. It is considered near break-even for some European exporters. The impact of cheaper Russian lumber coming into northern Chinese ports is pushing more North American and European lumber into southern Chinese ports. At the same time, virtually all distributors and wholesalers were planning to drop inventory levels in Q1/2015 in anticipation of more Russian lumber being available at potentially lower prices. 5 FEBUARY 2015 Special Report: China Timber & Wood Products Imports: Overview of 2014 According to the statistics from State Forestry Administration, China s forest products industry output value and trade value have reached 848 billion USD and 138 billion USD in 2014, up 11% and 9.5%, respectively compared with China log, lumber and wood-based panel imports all have had substantial growth in In 2014, 51.4 million m³ of logs valued at nearly USD 11.8 billion were imported into China, an increase of 14% by volume and 26% by value from the year of Of the total log imports, softwood log imports were valued at USD 5.4 billion with a volume of 35.7 million m3, while the hardwoods were 15.7 million m3 in volume and were valued at nearly 6.3 billion USD. 6 JANUARY 2015 Special Report: China Softwood Market Update - Ruble Devaluing Overall, the Russian ruble has devalued from approximately 30 rubles per US dollar at the start of 2014, to over 55 in mid-december, and additionally to over 60 in early January this year. This huge devaluing of the ruble has had an enormous impact on log and lumber prices in China wholesale markets; especially for the softwood species, making it a tough year in 2014 with 2015 starting even more off balanced. A weakening ruble during the second half of 2014 has created a better competitive advantage for Russian logs and lumber in the Chinese market, especially in Northern China markets, such as Dalian, Tianjin, and even Qingdao ports. 8 NOVEMBER 2014 Special Report: Highlights of 2015 China Conference PART II The real estate market is currently experiencing a short-term correction, but it appears that the most difficult times may be closer to ending in this cycle (although the whole market seems to move from one crisis to the next). From a number of internal factors, such over-supply of units, tougher credit and prices that have increased too quickly have made the current situation very difficult. Renovations of many older shanty towns and older cities will provide strong support for the growth in the housing market. There is the potential of about 3 billion m2 of new renovations of these shanty towns and old cities in the next decade, or an annual demand of 300 million m2. Based on an average two-bedroom apartment size of 70 m2, this is the equivalent of 4.3 million housing units per year! 10 SEPTEMBER 2014 Special Report: China Real Estate Industry Update According to a new report released by National Bureau of Statistics, the total investment in China s real estate development in the first seven months of 2014 was over US$800 billion (5.04 trillion RMB), a nominal increase of 13.7% year-over-year. The investment in residential buildings was over US$545 billion, up 13.3% year-over-year, and it accounted for 68.2% of China s real estate development investment. With a trend of falling prices, this has already attracted some bargain hunters into the market. Government policies on the real estate industry are being gradually loosened to try and prevent a housing market collapse. So far, more than 37 cities have lifted restrictions on purchase restrictions, although eight of larger cities still have kept the purchase restrictions as these markets are still overheated. Also, some commercial banks have re-started preferential interest rates for first-time buyers. Relaxed credit policy will have a direct and positive impact on many property markets. 11 AUGUST 2014 Special Report: China Timber Imports - Overview for 2014 H1 According to official data released by China National Bureau of Statistics (NBS), China's GDP grew 7.4% in the first half year of 2014 to 26.9 trillion RMB (US$4.4 trillion), as compared to the same period in The growth rate was 0.2% lower than in the same period last year. The GDP growth rate in the first quarter is 7.4% and 7.5% in the second quarter. Chinese export and import values reached US$2.02 trillion in first half of this year, an increase of 1.2% over the same period last year. Export values were US$1.06 trillion, up 0.9%, and import values amounted to US$959 billion, up 1.5%. 12 JULY 2014 Special Report: China s Timber Strategic Reserve Bases In general, China is a country that lacks sufficient forest cover and has a weak ecologic system, poor ecosystem function, a shortage of ecological products, and a shortage of rare and largediameter timbers. The effective capacity of the forests cannot meet the growing demand of timber and wood products in China or from the perspective of national ecological security or self-sufficiency. In 2013, SFA organized and completed a "National Timber Strategic Reserve Base Construction Plan ( )", hereinafter referred to as the "Plan". 13 JUNE 2014 Special Report: New Opportunity for South American Timber in China Historically, South America was the main tropical hardwood supplier to China until Southeast Asia emerged to take the honours. With very strong demand from China over the last five years, softwood imports from South America have increased steadily. In 2013, China imported 989,000 m3 of softwood lumber from South America, representing 6% of China s total softwood lumber import volume. Chile, Argentina and Brazil are the three main softwood lumber supplying countries in South America to China. Chile supplied the largest volume of radiata pine lumber to China (of all other countries) in 2013, and was also the fourth largest softwood lumber supplier to China overall. However, with the increasing costs and prices of radiata pine lumber, more Chinese companies have started exploring the application of taeda pine (southern yellow pine) from Argentina and Brazil to China. Brazil was the largest softwood log supplier from South America to China in 2013, but only achieved exports of 27,000 m3. Currently most taeda pine logs exported from South America are used for peeling veneer for plywood production. Meanwhile, Eucalyptus Grandis is another plantation species from South America (Brazil and Uruguay) getting more and more awareness in China. 14 MAY 2014 Special Report: China Log & Lumber Trade Overview 2014/Q1 According to the trade data from China Customs, China imported 12.6 million m3 of logs during the first quarter of 2014, an increase of 32% from the same period in China s lumber imports were 5.6 million m3, an increase of 18.5% over the same period last year. Of the total log imports, nearly 9 million m³ were softwood logs valued at USD 1.4 billion during the first quarter of 2014, and this represented a rise of 38% in volume and 49% in value over the same period in The leading softwood log suppliers in the first quarter of 2014 were New Zealand, Russia, USA, Canada, Australia, and Ukraine. These countries had major increases in import volumes and values during Q compared with the same period of last year, and the growth rate of the import value was higher than import volume growth rate. This was especially evident for softwood log imports from Russia, as its volume increased by 22% due to a new China government policy that put on timber harvest restrictions in Heilongjiang province in north-east China. This created a temporary shortage and allowed for increased prices in both Russian logs and lumber to Northern China land ports. 15 APRIL 2014 Special Report: China Softwood Log & Lumber Market Update A seven-day market trip to China s East Coast and main log and lumber ports was conducted by WOOD MARKETS Russ Taylor and Jane Guo at the end of March. The timing of the trip was very useful, as a number of the key trends were starting to change as a slowdown in China s construction industry was complicated by soaring log and lumber inventories from the major exporting countries. The market conditions in China are clearly showing that a price correction is underway. Coupled with weaker lumber prices in North America, where Canadian lumber inventories are above average from severe winter weather in the east and a truckers strike in B.C., a lumber price correction is also well underway there as well. 16 MARCH 2014 Special Report: China Wood Products Exports: Overview of 2013 According to statistics released by China Customs, forest products trade increased again in 2013: China s forest products trade value was 126 billion USD in 2013, representing an increase of 6.1% compared with 2012; Of China s total forest products trade, exports accounted for 62.6 billion USD, an increase of 8.7% compared with 2012; Imports accounted for 63.4 billion USD, up 3.4% compared with 2012; and The forest products trade deficit was 0.8 billion USD in Furniture, paper, paperboard, and paper products, plywood, and wood products are playing the most important roles in China s forest products exports. A total of 10.3 million m³ of plywood was exported in 2013 representing a value of 5 billion USD. 18 JANUARY 2014 Special Report: China Housing Market Update The Ministry of Housing and Urban-Rural Development (MOHURD) recently announced it will start more than 6 million units of governmentsubsidized affordable housing and complete the construction of 4.8 million units in In 2013, the country has built 4.7 million affordable houses and started construction on 6.3 million units, according to the Ministry s statistics. This level of construction was slightly higher than the original target, which was made in late Mr. Jiang, director of MOHURD, said the country will increase the supplies of land and affordable housing next year and ensure the better implementation of current policies to contain soaring housing prices in some major cities. However, as the country s economy cools from its previously redhot levels, unease has reemerged over housing prices and housing construction. Recently-released data from the China Real Estate Index System indicate that China s new home prices surged an average of 8.6% in August 2013 in 100 cities, as compared with the same period a year earlier. Housing prices began rising in December 2012, after China s local governments, in a bid to stimulate economic development, started to gradually loosen the restrictive policies on housing markets that were in effect in In August 2013, home values in the southern business hub of Guangzhou soared 24.2% from the same month in 2012, while in Beijing they jumped 22.5%, and in Shanghai prices increased by 7.7%. 23 AUGUST 2013 Special Report: China Timber Imports: Overview for the First Half of 2013 According to the official data released by China National Bureau of Statistics (NBS), China's GDP grew 7.6% in the first half year of 2013 to 24.8 trillion RMB (US$4 trillion), as compared to the same period in The growth rate was 0.2% lower than in the same period last year. The GDP growth rate of 7.7% in the first quarter and 7.5% in the second quarter marked the fifth consecutive quarter at growth rates between 7.4% and 7.9%. In 2012, these three regions represented 30%, 23% and 14%, respectively, of China s softwood log imports. Compared to these three areas, Europe plays a small role in supplying logs to China. The continuously rising prices of softwood logs in 2010 and in early 2011 in China provided new opportunities to ship red pine and spruce logs from selected countries in Europe by containers used for construction lumber and other applications. The main supplying countries of softwood logs to China from Europe include Ukraine, France, Romania, Lithuania, Germany and Belgium. China imported 421,000 m3 of softwood logs from Ukraine last year, including 380,000 m3 of red pine logs, and 41,000 m3 of white spruce logs. China s gross domestic product is expected to reach 100 trillion RMB in 2020, equivalent to USD 16 to 20 trillion, according to economists. To achieve the government s aggressive target of doubling per-capita income by 2020, it will mean that the per-capita disposable income of urban residents will need to rise by an average of 7% every year and the per-capita net income of rural residents will need to increase by an average of 6.7% annually over the next 9 years. 32 November 2012 Special Report: China Economic Statistics in Q and Plywood Industry Update According to statistics released by the National Bureau of Statistics of China, China's GDP growth rate continued to slow to 7.4% in the third quarter of 2012, down from the 7.6% year-on-year rate in the second quarter. Weakened global demand was the main force dragging down expansion. The total investment in China s real estate development in the first nine months of 2012 was USD 800 billion, a year-over-year increase of 15.4% from the same period in 2011, but a 1.2% lower growth rate than in first half of Chinese plywood exports have increased quickly over the last ten years. The volume of Chinese plywood exports has risen from 960,000 m3 in 2001 to 9.6 million m3 in 2011; a tenfold increase over the decade. China imported a total of 5.9 million m3 of logs from Russia in 2000 and reached an historical high of 25.4 million m3 in 2007, representing 68% of China s total log import volume in that year. During the last several years, due in part to increasing log export tax rates for Russian logs, as well as a collapse in the Russian logging sector due to the log export tax, China s log imports from Russia have plunged. However, Russia still remains the largest log supplier to China at 14.1 million m3 in Of total log imports from Russia, softwood logs represent the bulk of the volume, or 93% of Russia s total log export volumes to China in The main species includes red pine, white spruce and larch.
