Barents Euro-Arctic Region Transboundary, uniform natural area Connects northern parts of Finland, Sweden, Norway and Russia 5,3 million people Contrast to the industrialized Europe 5

Unique boreal and arctic nature Belongs to one of the largest intact natural areas on Earth Rich in natural resources Under increasing pressure of human activities and use of natural resources such as forest, oil, gas, minerals, peat Biggest threats are habitat fragmentation climate change unsustainable use of natural resources 6

Unique boreal-arctic nature Protected areas are imporant tools for biodiversity conservation as well as adaptation to and mitigation of climate change For biodiversity conservation, it is of outmost importance that the connectivity and representativeness of protected areas are secured

BEAC nature protection subgroup work plan for Promoting a representative and effectively managed Barents Protected Area Network (BPAN) The 7th International Contact Forum Meeting on Habitat Conservation (HCF) Developing the Green Belt of Fennoscandia Conservation of the last remaining boreal forests in the BEAR Effects of climate change on biodiversity and ecosystem services in BEAR Follow up of the project "GAP analysis in NW Russia Conservation of and ecosystem services on wetlands Network of Botanical Gardens in BEAR Treriksgränset

In 2010 Environment Ministers of the Barents Region 28. underlined the need to establish a representative and well managed network of protected areas in the Barents Region (BPAN), and in this regard recommended the use of models and experience from similar networks, as well as to cooperate with the Arctic Council working group on Conservation of Arctic Flora and Fauna (CAFF);

BPAN Barents Protected Area Network BPAN project promotes the establishment of a representative protected area network in the Barents Region to conserve biodiversity of boreal-arctic nature, primarily forests and mires. running from 2011 to 2013 implemented by national and regional nature conservation authorities, research institutes and NGOs funded by the Nordic Council of Ministers, governments of Finland, Sweden and Norway, and the WWF Barents Sea Office

Project background Arctic Council CAFF - CPAN project Gap Analysis in Northwest Russia Studied the representativeness and gaps of the protected area network Recommendations to develop the protected area network Convention on Biological Diversity, CBD Programme of Work on Protected Areas, PoWPA COP10, Decision X/31: regional initiatives to implement CBD COP10, Target 11: By 2020, at least 17 per cent of terrestrial and inland water areas, and 10 per cent of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem services, are conserved through effectively and equitably managed, ecologically representative and well connected systems of protected areas

BPAN project activities in Building database and harmonizing data Unified classification of terrestrial protected areas Unified thematic maps GIS analysis on representativeness of the protected area network Regional evaluation of the protected areas using CBD PoWPA Recommendations for developing the protected area network

Pilot projects Pilot projects are implemented in Northwest Russia on high conservation value areas threatened by human activities Supporting the conservation of biodiversity in internationally significant sites of Murmansk Region Arkhangelsk Region Nenets Autonomous Okrug Republic of Karelia Republic of Komi
