Holmes, La Center School District Keith Bloom, ESD 112 From: Carmen Sarjeant, Ph.D., R.P.A., Supervising Archaeologist Eva Hulse, Ph.D., R.P.A., Senior Geoarchaeologist Re: La Center Middle School Development Project Cultural Resource Survey Addendum for Added Area, La Center, Clark County, Washington AINW Report No DAHP Project No Introduction The La Center School District has proposed the development of a new Middle School on the south side of NE Lockwood Creek Road, west of NE 23 rd Avenue, 1.5 kilometers (km) (0.9 mile [mi]) east-southeast of the commercial district of La Center, Washington (Figure 1). The original project Area of Potential Effect (APE) encompassed 22.8 acres on three parcels ( , , and ), and has been revised to include an additional 2.5 acres in a fourth parcel ( ), directly north of the original APE (Figure 2). This additional parcel section will provide access from NE Lockwood Creek Road to the new school. In June 2018, Archaeological Investigations Northwest, Inc. (AINW), completed a cultural resource survey report of the original APE for the La Center Middle School Development project (Sarjeant et al. 2018). The survey of the original 22.8-acre project area identified one pre-contact isolate (45CL1347) (Figure 2). AINW recommended isolate 45CL1347 was not eligible for listing in the National Register of Historic Places (NRHP). No historic-period buildings or structures were present within the project APE. AINW recommended a finding of No Historic Properties Affected for the previously surveyed project APE. This report summarizes the findings of a supplemental cultural resource survey conducted by AINW of 2.5 acres added to the APE, to address the potential effects of the school project on cultural resources (Figures 3 and 4). The project APE now totals 25.3 acres. The project may require a permit from the U.S. Army Corps of Engineers (USACE), and the survey was completed to meet USACE review, in compliance with Section 106 of the National Historic Preservation Act, as amended, and its implementing regulations (366 CFR 800). The study complies with the standards of the Washington Department of Archaeology and Historic Preservation (DAHP). The work was directed by AINW staff meeting the

2 September 17, 2018 Page 2 La Center Middle School Development Project Cultural Resource Survey Addendum for Added Area AINW Report No professional qualifications of the Secretary of Interior s Standards and Guidelines for Archaeology and Historic Preservation. One archaeological resource (site 18/2681-2), a low-density pre-contact lithic scatter, was identified in the added area and was delineated. Site 18/ is recommended to be not eligible for listing in the NRHP. No historic-period buildings or structures were present within the project APE. AINW recommends a finding of No Historic Properties Affected, which was also recommended for the rest of the project APE. No additional archaeological work is recommended for the project. In the event that the archaeological site is not under USACE jurisdiction, and if site 18/ cannot be avoided during construction, then an Archaeological Site Alteration and Excavation Permit will need to be obtained from DAHP. A permit will not be needed for isolated find 45CL1347. Background Overviews of the La Center Middle School Development project s environmental setting and previous cultural resource studies are presented in AINW s June 2018 report (Sarjeant et al. 2018). The original cultural resource survey conducted for the La Center Middle School Development project consisted of a pedestrian survey of 22.8 acres and excavation of 18 shovel tests. During the original cultural resource survey for the La Center Middle School Development project, one pre-contact isolate (45CL1347) was identified 340 meters (m) (1,115 feet [ft]) south of the area added to the project APE (Figure 2) (Sarjeant et al. 2018). The isolate was recommended to be not eligible for listing in the NRHP. The area added to the project APE encompasses a 2.5-acre section of parcel , including the south side of NE Lockwood Creek Road, in Section 2, Township 4 North, Range 1 East, Willamette Meridian. The parcel was historically an agricultural field. The 1854 and 1863 General Land Office (GLO) maps of Township 4 North, Range 1 East, Willamette Meridian show no early development within the area added to the project APE (GLO 1854a, 1854b, 1863). B. F. Anderson is identified as the landowner of the project APE in the late nineteenth and early twentieth centuries (Habersham 1888; Clarke Title Abstractors, Inc. 1915; Kroll Map Co. 1928). NE Lockwood Creek Road is visible on a 1940 USGS 15-minute topographic map for La Center, Wash., and an aerial photograph from 1951 (USGS 1940, 1951). A road at a similar orientation to NE Lockwood Creek Road is shown on a 1915 plat of Clark County (Clarke Title Abstractors, Inc. 1915). The areas surrounding the project APE, including the terraces above the East Fork Lewis River, were part of the traditional territory of the Cowlitz people. The Cowlitz in this area were Salish speakers (Hajda 1990: ; Ray 1966). Pre-contact sites in the area have been predominantly identified in the floodplain of the East Fork Lewis River. Few cultural resource studies have been completed on lower terraces above the floodplain near the project APE (Sarjeant et al. 2018). The background review in AINW s June 2018 report noted that the Clark County Archaeological Predictive Model showed the project APE was in a high probability area for pre-contact resources (Sarjeant et al. 2018).

3 September 17, 2018 Page 3 La Center Middle School Development Project Cultural Resource Survey Addendum for Added Area AINW Report No Archaeological Resource Survey Methods and Findings Methods Pedestrian survey and shovel testing of the 2.5-acre area added to the La Center Middle School Development project APE were conducted on August 8 and 28, 2018, by AINW Staff Archaeologist Joey Veysey, B.A., and AINW Supervising Archaeologist Carmen Sarjeant, Ph.D., R.P.A. The project was under the overall supervision of AINW Senior Geoarchaeologist Eva Hulse, Ph.D., R.P.A., and AINW Vice President/Senior Archaeologist Jo Reese, M.A., R.P.A. The pedestrian survey was conducted by archaeologists walking parallel transects spaced less than 15 m (50 ft) apart within the added area (Figure 3). All visible ground surfaces were carefully examined for evidence of archaeological deposits. No artifacts were observed during the pedestrian survey. Thirteen shovel tests (ST-19 to ST-31), measuring 30 centimeters (cm) (12 inches [in]) in diameter and excavated to a minimum depth of 50 cm (20 in) below the surface, were excavated within the area added to the project APE (Table 1; Figure 4). Upon discovery of a pre-contact lithic flake in shovel test ST-19, 11 additional shovel tests were excavated to determine the extent of the lithic scatter and to characterize the archaeological deposit. All excavated sediments were screened through nested 6.4- and 3.2-millimeter (¼- and ⅛-in) mesh hardware cloth. All shovel tests were backfilled upon completion. The artifacts were photographed, bagged, labeled, and reburied in the shovel test where they were observed. The shovel test locations were mapped using a Trimble Geo XH Global Positioning System. Results The weather at the time of inspection was warm and sunny. Ground surface visibility was generally poor (20%) across the added area due to dense vegetation growth. The vegetation in the added area was primarily grass, with Himalayan blackberry, ferns, Douglas-fir trees, and cottonwood trees along the south side of NE Lockwood Creek Road and in the northwestern corner of the project APE (Photos 1 and 2). The added area encompasses the highest elevation within the project APE, at the northwestern corner of the added parcel (Photo 3). The added area is undulating with a slight south-facing slope, and consists of natural drainages that were dry during the summer month it was surveyed. No archaeological resources were identified in the added area during the pedestrian survey. Two culverts oriented north to south were on the south side of NE Lockwood Creek Road (Photo 4). AINW Senior Architectural Historian/Senior Archaeologist Judith A. Chapman, M.A., R.P.A., reviewed photographs of the culverts and field notes, and determined they were modern structures likely added during improvements to the road. One culvert with an aluminum pipe extended under the road and drained at the northern boundary of the project APE. A larger culvert to the west consisted of a metal pipe under the road (Photo 4), with an extension made of plastic continuing into the project APE and

Although NE Lockwood Creek Road is older than 50 years of age, it has been modified and resurfaced, and the culverts lack features that date to the historic period. The soils encountered in the shovel tests were consistent with native Gee and Hillsboro silt loams mapped for the area (Photo 5) (U.S. Department of Agriculture, Natural Resources Conservation Service 2000a, 2000b, 2018). The soils were compact and dry at the time of the survey with few granule-sized subangular gravels. Iron and manganese concretions and iron staining increased in frequency with depth, and charcoal and burnt earth were observed in the shovel tests. A total of eight pre-contact artifacts were found in five shovel tests, and are discussed below as archaeological site 18/ Site 18/ Site 18/ is a low-density scatter of pre-contact lithic material measuring 19x30 m (62x98 ft) (Table 1; Figure 4; Photos 1, 3, 6, 7, and 8). The site is on a slightly raised landform in the northwest corner of the area added to the project APE, directly south of NE Lockwood Creek Road. Eight pre-contact lithic artifacts were identified in five shovel tests (ST-19, ST-22, ST-23, ST-26, and ST-29). Shovel test ST-29 had the greatest number: three artifacts. The artifacts were three cryptocrystalline silicate (CCS) tools and five pieces of CCS debitage. Seven of these artifacts appeared to be made of similar red-and-brown CCS raw material. The pre-contact artifacts were identified in the upper 50 cm (20 in) of the shovel tests. The tools were found on the east side of the site in shovel tests ST-23 and ST-29. AINW Senior Archaeologist/Lithic Technology Specialist John L. Fagan, Ph.D., R.P.A., reviewed photos of the artifacts to determine tool types. The tools were a scraper made from a flake (Photo 6), a core (Photo 7), and a tested cobble (Photo 8). The site is bounded by shovel tests without artifacts to the west, south, and east, and the project limits (NE Lockwood Creek Road) to the north. Four fragments of nondiagnostic colorless and amber glass were found in four shovel tests (ST-23, ST-26, ST-28, and ST-29). The glass fragments were identified below the pre-contact artifacts in three of these shovel tests (ST-23, ST-26, and ST-29), indicating that the lithic scatter is a disturbed archaeological site (Table 1). No pre-contact artifacts were found in one of the shovel tests (ST-28) that encountered glass. No features or intact archaeological deposits were encountered at site 18/2681-2, and the site is unlikely to yield additional significant information about the pre-contact use of the area. AINW recommends the site is not eligible for listing in the NRHP. The resource form for site 18/ is appended to this report. Summary and Recommendations AINW has completed an addendum cultural resource survey for the 2.5-acre area added to the La Center Middle School Development project APE. No historic-period buildings or structures were present in the added area. One pre-contact archaeological resource, site 18/2681-2, was identified and delineated in the current survey. Site 18/ is a low-density pre-contact lithic scatter found in the upper 50 cm (20 in) of the shovel tests at the same depth as modern debris. No intact archaeological deposits

AINW recommends that the site is not eligible for listing in the NRHP, and that no further archaeological work is needed for this project. AINW recommends a finding of No Historic Properties Affected for the project, which is unchanged from the recommendation made for the rest of the APE. In the event that the archaeological site is not under USACE jurisdiction, and if site 18/ cannot be avoided during construction, then an Archaeological Site Alteration and Excavation Permit will need to be obtained from DAHP. No DAHP permit will be required for the previously documented isolate, 45CL1347. Should unanticipated archaeological or historic resources be encountered during construction of the La Center Middle School, all ground-disturbing activity near the find should be halted, and USACE should be promptly notified. Should evidence of human remains be encountered, all ground-disturbing activity in the vicinity must be halted immediately and protected from further disturbance. USACE, the Clark County Medical Examiner s Office, and La Center Police Department must be contacted. If the medical examiner determines that the remains are non-forensic, then USACE will take jurisdiction and will notify the appropriate Tribes. From there, the northwest corner of the site is immediately south of the road from the line of cottonwood and blackberry bushes and into the grass field. The site extends south from NE Lockwood Road for 30 m (98 ft), and extends east for 19 m (62 ft). Narrative Description (Overall Site Observations): The site is a low-density scatter of pre-contact lithic material measuring 19x30 m (62x98 ft). The site is on a slightly raised landform in a grass field directly south of NE Lockwood Creek Road. Eight pre-contact lithic tools and flakes were identified in the upper 50 centimeters (cm) (20 inches [in]) of five shovel tests (ST-19, ST-22, ST-23, ST-26, and ST-29). The tools were found on the east side of the site in shovel tests ST-23 and ST-29. The site is bounded by shovel tests without artifacts to the west, south, and east, and NE Lockwood Creek Road to the north.
