Notohamiprodjo Building Jl. Dr Wahidin no., Jakarta 070 Community Forest and Tebang Butuh Problems For a farmer, growing trees is a long investment. Community is expected to be able to increase farmers welfare at the harvest time; While the tree is in the growing periods, sometime farmers need extra fund for a special purpose, such as for tuition fees for their children, wedding ceremony for the family, or hajj fee; They usually cut down and sell the trees before harvesting period, known as Tebang Butuh ; Buyers are limited from the same community price down No additional money circulated in the economy of surrounding area community Establishment of Cooperation may help solving problem, but still, it has limited financial capabilities inistry of Forestry allocated an amount of fund (three trillion rupiah) that can be accessed by farmers who have funding problems (Pitakasari, 202); inistry of Forestry has set up institution (Forest Development Funding Center) and provide all resources required to manage the fund; ore funds may need to be allocated when the community grows. It means additional burden for the government spending
2 8/28/203 Purpose of Study Solving tebang butuh problem through a web-based information systems, that enable: Forest trees owner to sell their trees without cutting down the trees; Broader users to access the information system, such as urban community and foreigners, IS users (Investors) to buy trees without having to own the -land; The government to eliminate its budget to solve the tebang butuh problems. ethodology Data gatherings: Secondary qualitative data from literature reviews Primary qualitative data from direct conversation with farmers in Gunung Kidul District Descriptive Data analysis: Identify farmers funding problems in tebang butuh case Identify stakeholders of community, their roles, and information requirements apping the information needed by the stakeholders Analysing how the information systems can help solving the tebang butuh problems Designing the macro systems Analysing the advantages of using Information Systems to solve tebang butuh problems 2

5 8/28/203 Analyzing the advantages of using information systems to solve tebang butuh problems Farmers funding problem in tebang butuh case can be fulfilled by investors. It does not need government budget to solve tebang butuh case The system creates business opportunity for investors The system creates an efficient investment: investors can buy trees without having to buy the land The system enables cutting down the trees can be done on schedule. Forest conservation can be managed carefully The system generates additional income for stakeholders at the harvest time Conclusion The web based information systems: records detail information about the trees in a certain community area; can be accessed by broader communities, such as people who lives in the cities or foreign countries; They can buy trees sold before harvest time, and keep the trees grow until the harvest time The profit earned at the harvest time are shared to stakeholders, including investors, farmers, farmers group, and information systems management; Cutting the trees can be done at harvest time; Deation and conservation under control The advantages of using information systems to solve tebang butuh problems: Reduce government budget to solve tebang butuh problem Create business opportunity for investors can solve their funding problems Efficient investment: investor can buy trees without having to buy the land Cutting down the trees on schedule. Forest conservation can be managed carefully Additional income for stakeholders at the harvest time 5
