2 Paradise and Watson Creek Headcut Treatment Project (see map on next page) T 34 S, R 15 E, Sections 11, 13 and 14 The purpose of the project would be to stabilize the stream channel by treating headcuts at locations shown on the map. This would be achieved by placing a combination of native materials (rocks and tree boles). An interdisciplinary team will examine and document the potential benefits and other effects of this proposal. The proposal will be examined using a process consistent with the requirements of the National Environmental Policy Act, specifically to determine whether this project can be categorically excluded (CE) from documentation in an environmental assessment (EA) or environmental impact statement (EIS). If it is determined that the project can categorically excluded it is expected that a Decision Memo under FSH Sec. 31.2: Category 7 ( Modification or maintenance of stream or lake aquatic habitat improvement structures using... normal practices ) would be issued during the winter or spring of Decisions may be categorically excluded when there are no extraordinary circumstances in relation to the following resource conditions: a. Federally listed threatened or endangered species or designated critical habitat, species proposed for Federal listing or proposed critical habitat, or Forest Service sensitive species. b. Flood plains, wetlands, or municipal watersheds. c. Congressionally designated areas, such as wilderness, wilderness study areas, or national recreation areas. d. Inventoried roadless areas. e. Research natural areas. f. American Indians and Alaska Native religious or cultural sites. g. Archaeological sites, or historic properties or areas. The mere presence of one or more of these resource conditions does not preclude use of a categorical exclusion. It is the degree of the potential effect of a proposed action on these resource conditions that determines whether extraordinary circumstances exist. This project has the potential to be implemented in 2007 with support from the Winema and Fremont National Forest's Resource Advisory Committee (RAC). 4 Bear Creek-Hanan Intertie Trail (see map on next page) T 34 S, R 17 E, centered on Section 4 The purpose of this project would be to provide a link, for horse and hiker use, between the Bear Creek Trail and the Hanan Trail. The proposal is to construct approximately 1.25 of trail with the following characteristics: Clearing to four feet either side of the center-line of the trail (no medium to large diameter trees will be felled) Clearing to ten feet overhead of trail tread, construction of trail tread varying from eighteen to twenty-four inches Incorporation of rolling dip drainage structures as needed Installation of spaced reassurance markers utilizing aluminum nails on random adjacent trees as needed Installation of two distance/destination signs As described for the Paradise and Watson Creek Headcut Treatment Project, an interdisciplinary team will examine and document the proposal consistent with the requirements of the National Environmental Policy Act. 6 Special Use Permit Access to Private Land (see map on next page) T 34 S, R 16 E, SE ¼ Section 4 The purpose of this permit issuance would be to provide access through National Forest System lands to a 160-acre private parcel. This would provide access to a different area of the private parcel than the current access provides. It would require opening a short section of existing road and clearing an extension totaling approximately ¼ mile. Clearing would be to a 12-foot width and would involve cutting mostly lodgepole pine trees less than 6 inches diameter breast height. A few lodgepole pine trees in the 12 to 14-inch range would be cut. As described for the Paradise and Watson Creek Headcut Treatment Project, an interdisciplinary team will examine and document the proposal consistent with the requirements of the National Environmental Policy Act.
