1 ANNEX 1 INDICATIVE FIGURES ON THE DISTRIBUTION OF AID, BY SIZE-CLASS OF AID, RECEIVED IN THE CONTEXT OF DIRECT AID PAID TO THE PRODUCERS ACCORDING TO REG. (EC) NO 1259/1999 (FINANCIAL YEAR 2004) 1. SOURCE OF THE INFORMATION Pursuant to Commission Regulation (EC) No. 2390/1999, the services of the Commission receive from the Member States, on an annual basis, the details of all individual payments made to the beneficiaries of the EAGGF 1 Guarantee section. This computer information is loaded into the CATS 2 database, for further use in the context of the "Clearance of Accounts" procedure. CATS is a very large detailed database of EAGGF Guarantee payments 3. It includes comprehensive data relating to payments, beneficiaries, applications, products and inspections, and was created to assist the Commission in carrying out audits of the agricultural expenditure. Commission Regulation (EC) No. 419/2002 allows to aggregate these detailed computer records for monitoring developments and providing forecasts in the agricultural sector. The attached tables have been produced in this context. 2. SCOPE OF THE DISTRIBUTION FIGURES (EU15) The figures cover the expenditure paid as direct aid according to Regulation (EC) No 1259/1999 for financial year 2004 and are based on the total amounts aggregated by every individual beneficiary identification code ( unique identifier ). Part of the expenditure (approximately 5.3 %) has been excluded from the overviews because of missing information on the final beneficiary or because of known cases of problems with the unique identifier. 1 "European Agricultural Guarantee and Guidance Fund" 2 "Clearance Audit Trail System" 3 For financial year 2004 some 45.6 MIO records had to be processed. Each record can contain up to 128 different fields.
2 3. LIMITATIONS 3.1. While in general data quality is adequate for use in the clearance of accounts activity, care must be exercised over use of the data for other, analytical purposes. The requirement for a unique identifier only came into effect from 1 st January 2003 onwards following the introduction of the new IACS Implementing regulation 4. However, inconsistencies in the application of the unique identifier can not yet be totally excluded. The attached tables therefore present "indicative" and not totally precise figures The Member States have been invited to confirm the order of magnitude of the draft 2004 figures Furthermore, it should be clear that in the statistics on all direct payments, some sectors are not included. Indeed, in certain cases, the direct aid is not paid directly to the final beneficiary, but rather to producer associations which distribute on their turn the money further to their associates. This mainly concerns premiums for tobacco and bananas with respectively an approximate expenditure of 924 MIO and 233 MIO for In order to protect the anonymity of the beneficiaries, numbers of beneficiaries less than 10 have been made invisible in the attached tables, although they figure in the totals. 4. ANNEXES Following tables regarding financial year 2004 can be found at the attachment Indicative figures on direct aid payments to producers (R. 1259/99) Annex 4.1: all direct payments (EU15). In total this table covers 28.2 Billion and 4.9 million beneficiaries for Annex 4.2: IACS measures (EU15), part of all direct payments. In total this table covers 25.9 Billion and 3.0 million beneficiaries for Annex 4.3: arable crops premiums of the IACS measures (EU15). In total this table covers 17.2 Billion and 2.3 million beneficiaries for Annex 4.4: livestock premiums of the IACS measures (EU15).
