2 SAFETY INFORMATION 5 Step Felling Procedure Details 1. Site Assessment: Identify and manage all significant hazards within 2 tree lengths (minimum). Check the general condition of predominant lean of the stand. Assess wind strength and direction, ground contour, extraction direction and environmental issues to determine the general felling direction of the stand. And if possible select a clear area to open up a felling face. 2. Individual Tree Assessment: Assess the tree for hazards, lean and weight distribution. Check tree stability / ground conditions and wind effects on the tree. Determine the correct felling technique to be used and preferred felling direction. Always check the line of fall for hazards. Question Can I fall the tree safely, or do I need assistance? 3. Prepare Work Area and Escape Route: Clear work area around the tree, remove lower branches using the correct technique. Prepare escape route at 45 degrees on the safe side of the tree. 4. Fell the Tree Using Correct Techniques: Correctly establish the basics: o A clean scarf: top cut 45 deg, 1/4 1/3 dia of tree, correct direction. o Correct and even amount of hinge wood and step: both 1/10 dia of tree. o Use the correct backcut for the situation. Always finish backcut on safe side. 5. Retreat and Observe from a Safe Position Retreat along the escape route as soon as the tree starts to fall. Observe for overhead hazards or tree movement from a safe position. 3 5 Step Felling Procedure Butting Off Windthrown Trees 1. Site Assessment: Identify and manage all significant hazards within your work area. Check the condition of the surrounding stand. Assess wind strength, remember little or no wind can topple over wind and wrenched trees. Work from behind the blow down, ensure no unstable trees are behind your work area. 2. Individual Tree Assessment: Identify the compression and tension side on the tree. Determine if any movement is likely and in what direction. Identify any natural safety barriers e.g. standing trees/spars, root plates etc. Or consider other options e.g. machinery, use of ropes etc. to minimise the risk. Select a safe cutting zone and safe retreat position. Question Can I fall the tree safely, or do I need assistance? 3. Prepare Work Area and Escape Route: Clear sufficient work area around the selected cutting zone. Prepare escape route on safe side, away from any anticipated movement, if possible. 4. Use Correct Techniques for Each Situation: Cut compression side first: o Monitor cut for movement or binding on the guide bar, the depth of this cut can identify the amount of tension in the stem. Make tension release cut: o Make this cut on the side of the lesser movement e.g. stem or stump side of compression cut. o Adjust step based on the amount of anticipated tension. o Use natural barriers as safety zones o Just overlap cuts, no more! If an angled release cut is used, make sure it is clear of compression cut. 5. Observe from a Safe Position: Be prepared for delayed stump and/or stem movement. 4 Safety Accord and Procedure 1. Procedure: Stop, step back and take the time to assess the task for potential hazards. Think about the safest way to carry out the task and how to control the hazards identified. Organise resources before proceeding. Such things as correct tools/equipment, machinery and/or manpower to perform the task, or manage the hazards. Proceed with the task, provided you have all the required resources available. If for some reason things aren t going to plan: STOP! Time now to review your plan, go through the above procedure again. Ask others for advice/assistance to come up with Plan B. 6 Manual Tree Felling 1. Weather Conditions: Among the many difficulties facing fallers are weather conditions, which can change unexpectedly. Where any felling operation is considered dangerous because of high winds, wet weather, poor visibility or other adverse conditions, felling must stop which such conditions exist. Winds, particularly if strong or gusty, present the following hazards: o Trees behind the felling face may be blown over. o Hanging limbs, sailors or broken tops (widow makers) may be dislodged and fall at any time. o Directional control of trees being felled maybe lost. This can create additional problems, such as: Hang ups Sailors Unsafe conditions e.g. trees sitting back, breaking off stump early, etc. Remember to gauge the wind velocity at the top of the tree, as this is where tree movement is obvious and also where dangerous debris could be blown from. Refer to Beaufort Wind Scale as wind speed indicator It is the responsibility of the faller(s) to stop work when considers conditions are too windy or dangerous and must leave the felling face and inform the foreman or person in charge of the conditions. The foreman or person in charge after consultation with the faller(s) will have the final decision on stopping felling in that area, and if practicable may arrange felling to be done in another more suitable area with better conditions. To eliminate the hazards associated with high winds move to an alternative task or site that does not require working beneath or near tall trees. 8 LOG BOOK RECORDS Purpose 1. To enable motor manual tree fallers to record a wide range of information that will accurately record their personal felling experience. 2. 12 SAFE BEHAVIOURAL OBSERVATION (SBO) INFO Purpose 1. Behavioural observations are carried out to ensure that employees perform their work safely and to the standard they have been trained to. 2. Behavioural observations will be carried out on each tree faller as specified in our Certification, Procedures and Practices. 3. It is the responsibility of each tree faller to: Monitor their total felling hours Inform management prior to the next SBO being due. Ensure all SBO s are recorded and signed off. 15 CERTIFICATION, PROCEDURES, PRACTICES Certification 1. Certification Any person falling in a Pan Pac controlled operation by themselves shall be certified before felling commences by a member of the Tree Faller Certification Advisory Group (TFCAG). The faller will be put into one of three categories; Trainee Faller; Basic Faller or Intermediate Faller, based on skill level, qualifications, past audits etc. and they will not become a Senior Faller until the Advisory Group agrees unanimously that they meet the agreed criteria. The will need to call into Pan Pac s main office to obtain a felling certification book & notify the Advisory group before the new faller can start falling. A Tree Faller Log Book will be issued to the Tree Faller on completion of the first Audit by a member of the TFCAG and this document will be remain available on site while the employee is engaged by that crew. All tree fallers shall have an external Pan Pac Tree Falling audit completed every 6 months and internal monthly audits shall be completed by the logging contractor. Each Tree Faller will be issued a Tree Faller Log book which needs to be filled out & signed by the Faller and the Foreman every day the Faller is actively engaged felling trees. Any Pan Pac Faller that has not had an audit completed within 6 months will have an In Active Status and must be reassessed as competent in their level of classification before recommencing felling duties. Reassessment shall be carried out by a member of the TFCAG. All Fallers shall complete 80 days documented training. All Fallers working alone shall hold a current first aid certificate. 2. Trainee Faller Shall hold 6916; Demonstrate knowledge of the Approved Code of Practice relating to chainsaw use ; Demonstrate basic chainsaw operation in a commercial forestry operation, and shall be under constant supervision by a Senior Faller or Competent Trainer. The Trainer/Senior Faller shall be constantly monitoring all risk and shall stop operations if the trainee looks to be out of his depth. The Trainee Faller shall wear ear muffs with the RT ear piece built in so the Trainer/Senior Faller can stop and / or direct them at any time. 16 3. Basic Faller Shall hold 6916 Demonstrate knowledge of the Approved Code of Practice relating to chainsaw use, Demonstrate basic chainsaw operation in a commercial forestry operation, Demonstrate knowledge of tree felling, and Fell trees in a commercial forest harvesting operation. The Basic Faller shall have 3 documented periodic checks a day. The person responsible for the Basic Faller will fill out the Tree Faller Log Book with them in the morning, and complete at least two more checks on the felling face during the day. The person responsible for the Basic Faller shall walk the area to be felled with the Basic Faller to look for and document any hazards in the area e.g., Broken tops, spars, windthrown trees, heavy undergrowth hang ups, interlocked branches etc. The cutting of any windthrown trees or machine assisting of trees shall be done by or under supervision of a Trainer/Senior Faller/Qualified Faller. It is recommended the Basic Faller cuts a maximum of 4 hours a day for the first two weeks to manage fatigue.the Basic Faller shall complete 80 days felling until they can become an intermediate faller. 4. Intermediate Faller Shall hold 6916 Demonstrate knowledge of the Approved Code of Practice relating to chainsaw use, Demonstrate basic chainsaw operation in a commercial forestry operation, Fell trees in a commercial forest harvesting operation. The Intermediate Faller shall still have 3 documented periodic checks a day, and the Trainer/Senior Faller /Qualified Faller shall walk the block and document any hazards until the Intermediate Faller holds units Fell trees in a commercial forest harvesting operation or Plan & fell trees using advanced techniques in a commercial forest harvesting operation. Any machine assisting shall be completed by a qualified Tree Faller or under supervision by a qualified Tree Faller. To be qualified for machine assisted felling the Intermediate Faller shall hold unit Fell trees using machine pushing assistance and / or Fell trees using machine pulling assistance. Any individual windthrown trees shall be cut by a qualified person or under supervision of a qualified person who holds unit Assess and deal with Individual windthrown trees or Plan and fell trees using advanced techniques in a commercial forest harvesting operation or 1270 Salvage windthrown trees. Senior Faller Shall hold 6916 Demonstrate knowledge of the Approved Code of Practice relating to chainsaw use, Demonstrate basic chainsaw operation in commercial forestry operation, Fell trees in a commercial forest harvesting operation, Fell trees in a commercial forest harvesting operation, Plan & fell trees using advanced techniques in a commercial forest harvesting operation, machine assist Fell trees using machine pushing assistance and Fell trees using machine pulling assistance. The Tree Faller Certification Advisory Group will decide when the Tree Faller is ready to move from Intermediate to a Senior Faller, based on past audits, current skill, aptitude and attitude i.e. safe, productive and professional. 18 Standard Operating Procedures For All Motor Manual Tree Fallers 1. Communication An effective means of communication shall be carried on their person at all times while tree felling. A test call shall be made on arrival at each new site to confirm communication link prior to commencing work. Call in frequency must not extend more than 40 minutes. Contact person receiving call ins must be able to assist in an emergency. Contact person shall keep a call in time log. Call ups are mandatory for lone fallers before commencing and after completion of: o Tree driving o Butting off wind thrown trees o Cutting down dead trees o Driving down hang ups / broken tops Note: o 2. Focus Timeframe to complete task shall be given to contact person e.g. 3 to 5 minutes. Focus your mind on the task: o Read detailed Five Step Felling Procedure at the start of each shift (Section 1 Safety Information). o Follow this procedure for Every Tree. 3. Assess After each re fuelling of saw, take the time to assess the next work area (next tank full) for any change or additional hazards prior to commence with the felling. 4. Hours Worked Total hours of tree felling per faller, per day is limited to 8 hours, including smoko breaks. A minimum of 3 smoko breaks per day shall be taken. Smoko breaks shall make up a total of 1 hour rest time per day. Breaks shall be at regular intervals over the day. Tree felling is restricted to daylight hours with good visibility (see description below) Tree Faller must have a clear view of the tree tops and surrounding area (2 tree lengths, minimum) while felling Pan Pac Tree Faller Log Book Version 1 Page 18 of 45 4/10/2016

Tree Faller Log book Each tree faller is required to keep a log book of all motor manual felling, details should include: o Date o Felling hours per day o Total felling hours o Terrain e.g. flat, moderate, steep o Type of felling e.g. clearfell, windthrow, machine assist o Different techniques used e.g. bore and release, wedging, tree driving etc. o If the relief faller was used to share felling duties o If felling was postponed e.g. wind, weather conditions etc. o SBO s, training carried out o Any problems encountered while felling (useful for training purposes, etc.) Reassessment timeframe o Tree fallers that have an *in active status (tree felling) must be reassessed as competent in their level of classification before recommencing felling duties. o Reassessment must be carried out by a member of the Pan Pac Advisory Group. *In active status: SBO audit has not been carried out for a period of 6 months or more. 20 Recommended Felling Practices If possible reduce motor manual tree felling to half days. o e.g. fell for 4 half days rather than 2 full days. Preferably the felling will be done in the mornings. If full day felling is required, alternate two fallers if possible. o e.g. 1 st faller to fell to lunch time, 2 nd faller will fell for the afternoon. The next morning the 2 nd faller will continue to fell until lunch time, then the 1 st faller will fell for the afternoon, and so on. Motor manual felling should be carried out in a non production situation. o e.g. through good planning we can avoid having to feel drag for drag for an extraction machine. o Non production felling also allows more flexibility to postpone felling when the wind/weather conditions are not suitable. Have a Relief Faller option available. o If for some reason a faller feels not up to the task they can opt out of felling duties (high risk task). o The faller can then be relocated to a medium or low risk task, if possible. Mind on the job. o Refuel your body with food and/or fluids when you refuel your chainsaw. Non compliance issues and consequences. o Non compliance allegations will be treated in accordance with the company s Health and Safety Policies and Procedures.
