1 WATER PUBLIC-PRIVATE PARTNERSHIP 1. Water is life. Water is vital! 2. Yet, the Philippines lags behind in providing potable water to its people. 3. Our government and NGOs have planned to improve water availability by providing funding and/or water supply components towards providing potable water to the people. 1 2 The Philippines is endowed with a 4. Yet, the government and NGOs have failed to drastically improve access to safe, potable water for the people. 5. Why the slow development of the Level 3 water systems? 6. The Solution: PPP for Water Utilities 7. BWSI initiates proposed WPPP. 6 What is a WATER DISTRICT: The GOCC mandated by law to promote and oversee the development of water supply systems in provincial cities and municipalities outside of Metropolitan Manila. The Law that created LWUA (Presidential Decree No. 198, also known as The Provincial Water Utilities Act of 1973) also provided for the establishment of WATER DISTRICTS in provincial cities and municipalities. A water district is a local corporate entity that operates and maintains a water supply system in provincial city or municipality. A WD is run by a five-man Board of Directors through a General Manager. As of 2005/6 Members In 2009, LWUA announced it would spend Php868 Million to activate 94 nonoperational water districts. To date, the number of non-operational water districts even increased to 271. Management integrity issues prevent the sustainable operations of Level 3 water systems.
7 Cost of investment for water infrastructure is high which makes it difficult for water providers especially the LGUs and WDs to recover expenses at a shorter period of time. Tariff levels are not sufficient to Sustain operating expenses, Plan expansion of coverage areas and Fund new capital developments BWSI, as a private entity, has established waterworks systems in some poor municipalities* but they are still losing operations. Despite our efforts improve operations, we realized on a purely private equity, turn around time is long and may not be sustained. 25 * 3rd to 6th Income class Municipalities In practice, the most successful financing models that are emerging for long-term water PPP projects in developing countries are basically HYBRID SCHEMEs Colombia was the first to depart from the standard concession approach, using the mixed ownership companies approach or providing public grants to private concessionaires to accelerate investment. Many of these hybrid PPPs had positive results. grant money and patient capital will be necessary to launch many of the proposed initiatives and attract further commercial capital for the proposed scale-up strategies. 27

(BWSI) was established in May 20, 1958 as a privately held company by Mr. Eladio Santos, from a prominent family from Porac Pampanga. His vision then was to establish and operate potable water distribution system within a 900 hectare area composed of Barangays Balibago in Angeles City and Dau in the town of Mabalacat Pampanga. It quickly established its operations in the two barangays for the next forty years until in 1998, a dynamic group of friends by Messrs. Michael L. Escaler and Cristino L. Panlilio purchased BWSI from the Santos family upon realizing the organization s vision of providing communities with potable water systems was something the rest of the country needed. Thus began their drive to seek for other places where there is an apparently lack or outright absence of a potable water system and replicate what they did for the first two communities they served. 44

13 Government Regulation Scope of Services As a private water service provider, BWSI is regulated by the National Water Regulatory Board (NWRB) Increase in water rates must therefore be approved by the NWRB after going through public hearings. NWRB issued a citation declaring that BWSI is one of the most efficient and praiseworthy private waterworks companies providing Level 3 water systems.
