2 Background Viet Nam is fully aware of the impact of global climate change and interested in addressing drivers of deforestation and transboudary displacement There are initiatives being implemented such as agreements on forestry by Viet Nam with Cambodia and Laos, VPA/FLEGT, policy dialoque Emerging regional initiatives such as ASEAN cooperation in Food, Agriculture and Forestry Consultation, agreement among relevant stakeholder are necessary, including the countries in the Sub-region, sectors within a country and other 2
3 Summary of Options for Addressing Displacement 3
4 Framework for Sub-Regional Collaboration on Transboundary Displacement 1. Strengthening bilateral and regional collaboration on forestry, particularly in addressing drivers of deforestation and forest degradation Implementation of existing MOUs signed by Viet Nam, Laos and Cambodia, and monitoring of related activities and impact. Promoting the development of similar MoUs between countries in the Sub-region such as between Viet Nam and Myanmar, etc. Promotion of work on transboundary environmental crime and criminal justice: Develop, pilot Standard Operating Procedures (SOP) for transboundary environmental crime with relevant countries and agencies in the region 2. Promoting VPA/FLEGT negotiation and implementation and joint REDD+ and FLEGT- monitoring with the EU and related countries within the subregion Development of Timber Legality Assurance System (TLAS) to ensure the legality of timber and timber products export to international markets Exchange of lessons learned between countries in the Sub-region 4
5 3. Regional engagement for addressing trans-boundary displacement Implementation of the Vision and Strategic Plan for ASEAN Cooperation in Food, Agriculture and Forestry. Support Vietnam in hosting the ASEAN meeting on illegal logging and forestry Implementation of other multilateral engagements. CITES Implementation of bilateral engagements: Support policy development related to transboundary supply chain in the context SD 4. Data sharing and transparency in forest-risk sectors Strengthening of inter-governmental data sharing within the context of ASEAN initiatives, bilateral MoUs, REDD+ and FLEGT processes, and other mechanisms Strengthening of inter-ministerial cooperation and data sharing 5

Public disclosure and participation Implementation of Annex 8 on Information disclosure of VPA VN - EU Strengthening of the role of CSOs/EM in REDD+ monitoring Provide technical and financial support to CEMA s high-level regional dialogue, piloting traceability for the coffee supply chain, pilot the dissemination of information real-time Terra-I monitoring system in partnership with CSO/EM Training and awareness raising of related government officers, media organizations, and enterprises in related sectors on transboundary displacement. 6. Responsible investments in forest-risk sectors and commodities Development and dissemination of voluntary guidelines for transboundary investments 6
7 Promotion of green investments in forest-risk sectors and commodities Support formulation of manuals to make SE standards operational, learn from international experiences to promote responsible investments abroad 7. Market Transformation on Forest-risk Commodities: Toward a Greener Economy Identification, studies, piloting, promotion and monitoring of key green economy initiatives that can contribute to addressing drivers of transboundary displacement Support development of national standards on SFM, piloting of deforestationfree agriculture commodity supply chain (with focus on coffee and aquaculture), including real-time monitoring system and policy development Public awareness raising to support green economy efforts such as voluntary guidelines and certification 7
