3 Indonesia is a rapidly developing country, the 3rd world s largest of tropical forest Indonesian forests and peatlands store 19 Gt carbon above and 36 Gt carbon below ground Forest cover <15% Forest cover 16% to 30% Forest cover 31% to 50% Forest cover > 50% Republic of Indonesia Key figures Archipelago of 17,000 islands, 3,500 miles wide World s fourth most populous country, comprising of over 500 tribes who speak more than 700 ethnic languages, living in five major islands, including Sumatra, Java, Kalimantan, Sulawesi, and Papua. Home to over 10% of the planet s diversity of plants and animals, including orangutan, elephants, tigers, rhinoceros, a thousand species of birds, and thousands of plant species. 70% of land mass is designated as forest area, and 30% is privately-owned lands; Presently more than 30 REDD Demo Activities are in place. 3

5 Seven principles of Safeguard 1) Consistent w/ objectives of national forest programme and relevant international convention and agrements; 2) Transparent and effective national forest gov t structure, taking into account national legislation and souverignty; 3) Respect the knowlegde and rights of indigenous people, taking into account int l obligations, nat.circumstances and laws, and UNDRIP; 4) Full and effective participation of key stakeholders, in particular indegenous people and local communities; 5) Consistent w/ conservation of natural forests and bio-diversity, and enhance social and environmental benefits; 6) Address the risks of reversals; 7) Reduce displacement of emissions.

7 Five steps of building the Indonesia REDD+ SIS Interpreting the COP decisions on the Safeguard into national context; Undertaking policy analysis on existing safeguards-related laws, regulation, and other instruments to comply with national plan and satisfy the COP s decision; Searching for the most suitable structure and mechanism of REDD+ SIS for Indonesia: Designing and establishing a reliable institution for REDD+ SIS, and Setting out the principle, criteria and indicator for safeguard implementation.

12 Capacity building is an utmost important in making the REDD+ SIS works properly. At the site level would be the most critical one, while at the national level would take its role as the clearing house management. Concluding remark Safeguards are nothing new to Indonesia, and in general adequate instruments exist to provide basis for developing appropriate Principles, Criteria, and Indicators The challange: Inclusion and integration of existing system into the new mechanism that enable the provision of reliable and sustainable information relating to safeguards. SIS-REDD+ that will be established should be tailored with local condition, implementability, avoiding overburdened, and satisfy international requirements.
