1 NOTICE OF TIMBER SALE Sealed bids will be received by the County Forest Administrator, on behalf of the Marinette County Forestry and Outdoor Recreation Committee, for the sale of timber stumpage on the following numbered areas of county forest and county land in accordance with conditions set by the Committee. All contracts will expire on September 30, 2019, except where noted. Except for lump sum jobs, contract extensions may be granted upon written request, unless otherwise noted prices increase in accordance with committee policy. NOTE: THE MARINETTE COUNTY FORESTRY COMMITTEE WILL REJECT ANY BIDS THAT ARE LESS THAN THE TOTAL VALUE OF EACH SALE. TRUCKING WILL BE ALLOWED FROM COUNTY C TO US HWY 8 THROUGHOUT THE YEAR EXCET FOR ERIODS OF SEASONAL WEIGHT RESTRICTIONS. CONTACT THE MARINETTE COUNTY HIGHWAY DEARTMENT FOR SECIFIC INFORMATION BEFORE YOU LAN ON TRUCKING. NOTE: IT IS ILLEGAL TO HAUL MORE THAN THE LEGAL WEIGHT LIMIT FROM ANY UBLIC OR RIVATE LANDS ONTO UBLIC ROADS. THERE IS AN INCREASING AWARENESS OF ROAD DAMAGE TO TOWN AND COUNTY ROADS ACROSS WISCONSIN. LOGGING TRUCKS ARE BEING BLAMED FOR MUCH OF THIS DAMAGE. NOTE: IT IS ILLEGAL TO MARK TREES ON A TIMBER SALE. NOT ONLY DOES THIS RACTICE VIOLATE THE FORESTRY ORDINANCE BUT IT ALSO CAN CREATE CONFUSION AT THE TIME OF HARVEST. LOGGER TRAINING The recent forest certification effort on our public lands has heightened the requirement to requiring appropriate training of its logging contractors. This is needed to maintain certification under the Sustainable Forestry Initiative SFI SFI 100% certification standard. The requirement will apply to all Marinette County timber sales on county land sold after January 1, Marinette County Forestry will adopt training specifications of the Wisconsin SFI Training Standard. This will align the County with requirements already in place for most of Wisconsin s forest industry. The Forest Industry Safety and Training Alliance (FISTA) will continue to maintain loggers training records and provide much of the training. Current SFI Training Certificates must be on file with the Forestry Office at all times. SNOWLOWING All forest roads used or constructed by a logging contractor shall be operated, maintained including snowplowing and restored prior to termination of the contract in a manner satisfactory to the Administrator. SNOWMOBILE & ATV TRAILS If a recreational trail passes through a sale area you must: Maintain the area in a safe manner for recreational vehicles. Do not block the trail at any time. Keep the trail clear of slash and debris on daily basis. ark the equipment and vehicles at safe distances from the trail. Decking on recreation trails is allowed only as a last resort and then as far off the trail as possible. (Snowmobile trail) Do not plow snow down to bare ground; try to maintain a packed snow base as much as possible.

2 CUTTING SECIFICATIONS - ALL SALES 1. No tops are to be left hung-up. 2. All coniferous slash is to be lopped to within 30 inches of the ground, unless otherwise specified. 3. There shall be no skidding or decking of products on or across any town or county road, including ditches, or across any free flowing stream. 4. All state slash laws must be observed, particularly along any streams, state or county highways, town or county forest roads, powerline rights-of-way, designated snowmobile trails, and private property. 5. Where necessary, care and caution must be exercised to prevent damage to any residual species. 6. Trees designated not to be cut may not be removed for any reason without permission from Marinette County. 7. Trees that become hung-up in trees designated not to be cut must be removed with logging equipment. 8. lease note special cutting time periods. 9. ANNOSUM ROOT ROT Annosum Root Rot is a serious disease that is causing conifer mortality in at least 20 counties in Wisconsin, mainly by infecting freshly cut stump surfaces in pine, spruce and fir stands. Marinette County is committed to preventing its establishment and all new contracts will require contractors to chemically treat fresh-cut conifer stumps with SORAX or CELLU-TREAT as directed in each individual sale prospectus. Marinette County will furnish the necessary chemical, dye, and hand-application equipment. Treatment shall be performed by a certified pesticide applicator, must be completed within 24 hours of cutting, and is required from April 1 st to December 1 st. VARIABLE UTILIZATION BIDS Volume estimates by utilization (species and diameter) classes will be listed. All bids must be based on round wood or whole tree not a combination of the two. Lump sum bids will be accepted on Tract #16-17 only. LUM SUM SALES CHIS Chipping of residual materials will only be available as an option on any job that has chips listed as available in the individual sale prospectus. Chip bids will not be included as part of the total bid value, unless the sale is listed with estimated whole tree volumes. Bidders interested in adding chips to eligible sales should contact the forester or the Forestry Office to attain estimated chip volumes or for more details. ADDITIONAL INFORMATION Sale will be based on price per cord, per thousand board feet, or per to Timber to be cut will be designated by minimum cutting diameter, or heights, or by marking. 3 Bids must be made on the form prescribed by the Committee and must be plainly marked on the outside "SEALED BID - TIMBER STUMAGE." All bids should be enclosed in one envelope. lease note that bid forms are specific for each job. A person may bid on any or all of the designated sale areas. If a person bids on more jobs than s/he desires to be awarded, a written statement indicating the job or jobs preferred should be included with the bid. The Committee will withdraw bids of secondary choice if properly instructed. Marinette County will not award a bid to a contractor who is not fully bonded on existing contracts and unless all scale dated more than thirty days prior to the bid opening has been turned in and paid in full. A CERTIFIED CHECK, CASHIER'S CHECK, BANK OR OSTAL MONEY ORDER OR ERSONAL CHECK, MADE AYABLE TO THE MARINETTE COUNTY TREASURER, IN THE AMOUNT OF AT LEAST 10% OF THE TOTAL BID MUST ACCOMANY EACH BID. CASH WILL NOT BE ACCETED. LETTERS-OF- CREDIT IN THE AMOUNT OF 25% OF THE BID ARE ALSO ACCETABLE. THIS DEOSIT WILL BE FORFEITED IF THE SUCCESSFUL BIDDER FAILS TO SIGN THE CONTRACT OFFERED WITHIN THIRTY DAYS. CHECKS AND MONEY ORDERS WILL BE RETURNED TO UNSUCCESSFUL BIDDERS AFTER THE SALE. The successful bidder must be prepared to deposit an additional 15% of the bid within thirty days. The total bond deposit (25 percent) shall be held as evidence of the bidder's intention to faithfully carry out the provisions of the contract. This sum shall be refunded upon satisfactory completion of the contract. A performance bond or an irrevocable letter of credit, from an authorized bank, may be accepted in lieu of a cash deposit. Details on requirements may be obtained from the County Forestry Office. The successful bidder must furnish a certificate of proof that s/he has Worker's Compensation Insurance at the time s/he is awarded a contract. This insurance must cover the contract period (including extensions) and all employees on the sale area. All contractors are required to have Worker s Compensation Insurance including contractors with no employees. Contractors who bid as partners must provide a copy of their partnership papers at the time they are awarded a contract. Committee policy requires that all wood must be scaled by Marinette County before being removed from the sale area or be purchased as a lump sum sale. Special exceptions must be approved by the Forest Administrator. Violation could result in citation to contractor. New contractors who are successful bidders on more than one job are subject to the Committee's policy of only working on one job at a time, and are subject to paying scale in advance of hauling until satisfactory performance is established. Bids will be received until 4:00 p.m., on Monday, November 6 th, 2017 in the Forestry Office, 501 ine Street, eshtigo, Wisconsi No bids will be accepted after the above stated hour. Bids will be publicly opened at 9:00 a.m., on Tuesday, November 7 th, Action on bids received will be taken by the Committee at their meeting on the morning of Thursday, November 9 th, Successful bidders are requested to call for an appointment to sign contracts the following week. There will be no public auction of unsold jobs.
