17 Industrial Towns 6 Communities in Maine with closed paper mills First time in over 100 years that a paper mill is not operating on the Penobscot River. What s happened? Lost Industrial Jobs, out migration of workforce. Out migration of families lost school enrollment and vacant homes. Drastic Mill Rate increases along with drastic service and municipal budget cuts. Some towns have struggled against declaration of bankruptcy. Trying to right size the community for the future.

18 What Lies Ahead? The mill site poses a problem and an opportunity to the Town. It s a historical industrial site with environmental issues, but is potentially the best site for industrial redevelopment or additional development for all mills, closed and operating.

19 The Town can be a helpful partner. Grants and assistance that lies in the municipal wheelhouse. To understand the market plan of the existing owner and to help with infrastructure improvements to assist and encourage development. In working with the FOR Maine and learning about the possible new opportunities, Towns will want to participate with this growth.

20 Public Private Partnership Communicate with your Town. Build a relationship with the Manager & Council/Board Trust that your goals will be the goals of the Town. It s a two-way street.
