Staff: 300+; Professor: 53; Engaged in forest resources and ecological environment monitoring and assessment, forestry planning and design, forestry information management. involving monitoring and assessment of forest, wetlands, desertification, wildlife and plant.

4 Forest Carbon Accounting and Monitoring System China has constructed national forest carbon accounting and monitoring system since ,400 plots (4km 4km) were sampled to estimate the carbon stock and carbon change caused by land use, land use change and forestry (LULUCF).

5 Terrestrial Ecosystem Carbon Inventory Satellite (TECIS) TECIS to be launched in The first LIDAR satellite to observe forest height, biomass in China. it will play an important role in supporting forestry to address climate change and forest resources monitoring and evaluation.

8 Three Agencies co-held the certificate program FCAMC organize and manage the training sessions. CFEA will help to accrediting the course.. STAFA support the TCA Certificate program, such as teaching and accommodation facilities. Mr.Gao and Mr. Li Zhongping, chief of CFEA, signed the MOU.

9 TCAIAP Our Goal 01 Through investigation, master China s TCA needs, gaps, and TCA Certificate opportunities 02 Build high quality, comprehensive curriculum tailored to China s circumstances. 03 Through training, enhance carbon accounting capacity at national & provincial levels. 04 With GHG management institute s reputation and experience, develop and run nationallytailored TCA certificates, using best practices, with well-trained faculty and carefully practiced courses

10 Scoping study Baselines inventory: TCA training covers six thematic areas: policy context, GIS and RS, IPCC guidelines/land classification, field methods, TCA statistics, communication of results. We inventoried 12 universities, academies and institutions in China.,such as Beijing Forestry University, Peking University, Chinese Academy of forestry. Generally speaking, the courses of TCA are not popular in the institutions. Gaps survey: A questionnaire was designed to figure out interviewees or potential students needs of TCA, especially government Paris Agreement needs. All interviewees agree the TCA Certificates should train future technicians for terrestrial carbon accounting and monitoring.

11 Curriculum The key of this certificate: the 6 curriculums Phase Curriculums Development Training Key Finished preliminary development before the end of Feb 2018 Finish all curriculums before the end of May 2018 Totally 80 hours, include 45 h on-line and 35 h face-to-face training. The first training session is completed by Aug 31rd 2018, over 20 students. The second training is completed by Dec 31rd 2019, over 20 students.
