1 THE ASEAN-PACIFIC ISLAND NATIONS TECHNICAL WORKSHOP ON FISHERIES EDUCATION AND TRAINING Comments and Suggestions of Benito Q. Bengzon Undersecretary Department of Agricmture-Philippines In 1987, the ASEAN-Pacific Island Nations International Conference was held in Manila to explore opportunities for cooperation in fisheries between the two regions. Five areas for possible cooperation were identified, among which is education and training. In the second plenary conference held in 1990 in Port Moresby, the WPFCC was instructed to mount a technical workshop on fisheries education/training for the purpose of facilitating ASEA-Pacific Island Nations cooperation in this area. We are now gathered for this workshop to accomplish the following: establish a plan for a mechanism to ensure an on-going flow of information on fisheries education/training programs in the two regions. establish a plan for a mechanism for facilitating the flow of fisheries students and trainees between the two regions, using the UN TCDC Program as model.

2 establish a plan for a mechanism to facilitate the flow of faculty between the two regions. We are furnishing as inputs to this workshop a list of research/education/training institutions in the Philippines which can be used as indicators of the institutions and areas of training that can be contributed by the Philippines. Education and training are conventionally thought of as the realm of academic and research institutions. Along this conventional approach, the education and training which the Philippines can offer would follow the areas of strength of its academic and research institutions and that would be in aquaculture. This specialization developed firstly because the SEAFDEC Department is based in the Philippines and consequently, substantial financial and manpower resources had been poured into aquaculture research, education and training. Furthermore, other international assistance had been provided in other areas of aquaculture, such as in the establishment of the Freshwater Center-CLSU, the Department of Agriculture's Demonstration Farms, the UP-Brackishwater Center. In a few more years, we foresee the Philippines developing expertise in coastal resources management and corollary areas of resource and ecological assessment, resource regeneration, community organizations. The major universities ( University of the Philippines, Mindanao State University, UP-Marine Science Institute, SiUiman University and Bicol University) are also involved with government in this effort.

3 It seems, though, that th^e involvement of industry in education and training between the Pacific Island Nations and ASEAN was not considered in the planning of education and training between these two regions. This is probably because we have Umited our. perception of education and training to the traditional view that these properly belong to academic and research institutions. While I do not question such an approach, and in fact, I started out by furnishing this workshop with the Ust of academic and research institutions in the Phihppines that can be tapped by the WPFCC, I am also quite convinced that we are missing out on opportunities in training which the fishing industry in the various ASEAN countries can offer to their counterpart in the Pacific Island Nations. The training which industry is in a better position to provide than academic and research institutions will be in the area of navigation, fishing technology, fish handling and processing, and repair and maintenance. Such exchange of training is particularly relevant between these two regions because they share a very important fishery resource - tuna. It is also a fact that ASEAN countries have better-developed fishing industries that exploit the tuna resources of the Pacific Island Nations. The cooperation in education and training which the ASEAN countries can offer to the Pacific Islands Nations would most pertinently be in technology transfer and industry development. For this area of training, it is essential that the private sector be involved.

4 I do not speak for the Philippine fishing industry and my suggestion for their involvement should not be misconstrued as a commitment of the fishing industry to this proposed exchange of training. But I am suggesting to the WPFCC to consider in the planning of fisheries education and training in the ASEAN/Pacific Island Nations, the involvement of the private sector. If needed, my services are available in establishing the contacts with the Philippine fishing industry and securing their involvement in the exchange of training between the PIN and Philippine fishing industries. regions.
