Congo Basin Forests for Mitigation and Adaptation to Climate Change A.M.Tiani, C. Pavageau, M.Y. Bele Center for International Forestry Research (CIFOR) IUFRO FORNESSA Congress July, 2012

Overview Recognizing the issues Reflecting on synergies between Adaptation & Mitigation Doing research: The COBAM project Conclusion 09/06/201 0 IUFRO FORNESSA Congress July, 2012

Recognizing the issues... Congo Basin Forest. Enormous potential for mitigation and REDD+: 200M ha of forest cover 10% of world s tropical forests (2nd to Amazon) ~25-30 billons of tons carbon stored (Hoare, 2007; WWF, 2007); Exceptional biodiversity IUFRO FORNESSA Congress July, 2012

Recognizing the issues But The forest itself and its multiple dependent-communities, about 80 million people of which 62% live in rural areas, mostly poor, the most vulnerable; Deforestation and degradation are increasing in central Africa: huge demands for raw materials from China, India and others, for lands for palm oil plantations, mining, etc.; for development infrastructures; Deforestation increase vulnerability: Loss of existing carbon pools; biodiversity; goods for people adaptation and development; forest services such water recycling, animal habitats, soil protection and others; REDD+ as options for reducing deforestation; but without sound adaptation and development policies and practices, REDD could increase the vulnerability of local people and threatened the permanence of the forest

Reflecting on synergies between Adaptation & Mitigation

Reflecting on synergies Multi-sector & multi-level responses Sector/region Mitigation: Ex of activities Adaptation: Ex of activities Forestry REDD+ Resilience of forest stand & ressources Agriculture Avoid extensive Agriculture Varieties adapted climatic stress infrastructure Avoid sensitive carbon pool Resilience of infrastructure Energy Green energy Hydropower planification Etc. Forest landscape Green agriculture Livelihood resilience Mangrove Mangrove reforestation Management of sea level increase Dry area reforestation Livelihood resilience initiatives Urban area Methane Flooding management Etc. NAMA PANA /Adaptation strategy National Communication &/or National strategy on climat change

Reflecting on synergies Some linkages Mitigation (reducing emissions) Adaptation (reducing vulnerability) Sequester carbon Increase/stable carbon stock Aforestation /reforestation Protected area Safety net? Space for mobility of species IUFRO FORNESSA Congress July, 2012

Reflecting on synergies between Adaptation & Mitigation Some differences Mitigation (reducing emissions) Causes Effects Adaptation (reducing vulnerability) Energy, transport, industry Global Sectors Spatial scale Water, health, coast Local Long term Less political legitimacy Temporal scale Urgency/ Légitimacy Short term More political legitimacy (Swart, 2007)

Doing research: The COBAM project Synergy between adaptation and mitigation in theory; First experience of testing synergies in Central Africa with the COBAM project (Climate change and Forests in the Congo Basin: Synergies between adaptation and mitigation) Funded by: AfDB CEEAC under PACEBCo (Programme d Appui a la Conservation des Ecosystèmes du Bassin du Congo) Partners: CIFOR-CIRAD, SEI, UEA, IRD, Regional, national and local partners

Doing research: The COBAM project Objectives Explore synergies between adaptation and mitigation Initiate science-policy dialogue Carry out studies and analysis on the drivers of deforestation and on the vulnerability of populations Accompany the implementation of pilot projects on REDD+ and Adaptation in synergy Draw lessons in order to inform national strategies on climate change Build capacity through an elaborated communication strategy Project countries DRC, Congo, CAR, Cameroon, Gabon, Equatorial Guinea
