52 [Received via on July 13, 2009] Department of Corrections: Land Administration Section, Below are the wildfire assessments and merchantable timber reports for the South Florida Reception Center and the Dade Correctional Institution/Homestead Correctional Institution. South Florida Reception Center: Wildfire Assessment The South Florida Reception Center overall is a low fire risk area consisting mostly of low, grassy, herbaceous vegetation. The main fire danger is the melaleuca tree (Melaleuca quinquenervia) stand surrounding the property just south of the south property line. It is a narrow strip of melaleuca containing many standing dead and fallen trees. There are small, scattered melaleuca stands on the west edge of the Center s property that are located far enough away from any structure to pose any major fire threat. The main threat for the Reception Center is when a neighboring area up to 2 miles away burns or an area within the Center s property burns, the smoke from the fire can blow over the Reception Center structures which can cause smoke related health issues. In addition to the areas addressed above, if a fire broke out in the melaleuca stand located east of and south of the Miami-Dade Correctional Facility (which borders the east boundary of the Reception Center) smoke could become a health issue for the Reception Center and its people. A prescribed burn plan is not necessary according to our Forest Area Supervisor for Miami- Dade County. Again most of the vegetation surrounding the Reception Center s structures is low and grassy. Prescribe burning is not recommended in melaleuca stands due to 1) the thick, black, irritating smoke emitted from the burning melaleuca trees, 2) the trees burn very hot giving off high heat, 3) the papery bark of melaleuca can easily travel far to neighboring areas causing spot fires, and 4) prescribe burning melaleuca does not perpetuate the regeneration of native species instead it can increase the germination of melaleuca seeds and can spread seeds to neighboring areas such as previously treated melaleuca stands. On the outside boundary of the Reception Center there is dumping of tires and trash which pose a fire danger if someone set those piles on fire. So it is suggested to periodically monitor and clean those areas to reduce the threat of fire. Merchantable Timber Report There is no merchantable timber other than some small, scattered melaleuca stands on the west side of the Reception Center property. Melaleuca could be harvested for the production of mulch if there was a mulch mill nearby and enough melaleuca. However, there is no mulch mill near the facility and the melaleuca on the Reception Center property is not cost effective due to its small size and small quantity. 53 Dade Correctional Institution/Homestead Correctional Institution: Wildfire Assessment The Dade/Homestead Correctional Institution overall is in a low fire risk situation. The vegetation within the Institution s fenced-in area is mainly low maintained grass with a few landscape trees. No burn plan is needed for the Institution s 3 areas outside of the fenced-in area. The vegetation consists of the invasive exotic Brazilian pepper and other small native shrubby trees. According to our Forest Area Supervisor for Miami-Dade County, the vegetation in these areas is a low fire risk because these areas can be very wet and the vegetation doesn t burn well. Basically prescribe burning in these areas is not practical or needed. The Forest Area Supervisor also mentioned that in the past he has seen a running fire extinguish itself when it entered an area with similar vegetation. The main area he had concerns of a fire starting was to the east of the fenced in area and east of the privately owned palm plantation. The vegetation of this area had some sawgrass and cat-tail like vegetation. Merchantable Timber Report There is no merchantable timber to report. The 3 areas outside of the fenced in area consist of Brazilian pepper and native shrubby trees that are not worth harvesting. The most southwestern area contains a stand of melaleuca; however, harvesting these trees for mulch is not cost effective since there are no mulch mills near the facility.
