3 1. General context: 1.1. SFM definition Helsinki resolution, 1993: What is SFM? The stewardship and use of forests and forest lands in a way, and at a rate, that maintains their biodiversity, productivity, regeneration capacity, vitality and their potential to fulfil, now and in the future, relevant ecological, economic and social functions, at local, national, and global levels, and that does not cause damage to other ecosystems.

11 2.2. The pan-european set of C&I: Use & implementation Existence of a national set of C&I Since 2003, the pan-european C&I set has served as a basis for the development of national C&I sets in about two-thirds (64%) of the reported 39 FOREST EUROPE countries

The pan-european set of C&I: Use & implementation The C&I set as framework for dialogue and communication Challenges for communicating with other sectors: the means and channels to use C&I for communicating with other sectors are currently missing; limited influence of C&I on other sectors (e.g., environmental sector)

The pan-european set of C&I: The UPI process Objectives of the C&I for SFM (considered during the UPI process): Provide a framework for dialogue and communication; Monitor, assess and report on state and trends of forests and the forest sector; Provide a framework for NFPs, policies and plans, laws and improve forest sector governance; Provide information about forests and their use to other sectors, and global and regional initiatives and processes. Provide a framework to support the practical implementation of SFM.

The pan-european set of C&I: The UPI process Considerations for the updating process Updating of the indicators should be made within the framework of the 3 pillars of SFM and the 6 existing criteria Updating proposals should take into consideration: data availability and quality, meaningfulness, and cost-benefit ratio Any refinements shall build on former work and existing processes: duplication of work should be avoided Updating should be useful to build bridges to other sectors (wood based bioenergy, biodiversity, etc) and incorporate emerging issues (green economy, climate change, etc).
