EU REDD Facility 5 th Steering Committee Meeting Strategy Valérie Merckx, Julia Falconer Brussels, 29 January 2013

EU REDD Facility strategy - What has been agreed 1

Global objective of the EU REDD Facility Reduce deforestation and forest degradation to contribute to the mitigation and adaptation to climate change REDD+ 2

Focus of the EU REDD Facility The Facility provides support to partner countries in implementing result based approaches and governance reforms that contribute to reducing emissions from deforestation and forest degradation. 1- Positioned to work at field level, action-oriented, as well as a centre of expertise. As centre of expertise aim to improve quality and relevance of the support. 2- Key areas of focus and support: - how strengthened governance can contribute to achieve REDD+ objectives - how result-based approaches can contribute to address governance challenges. 3

Added value of the EU REDD Facility - The EU and EFI together with FLEGT VPA countries are positioned to: collect the lessons from FLEGT VPA processes assess their consequences for the REDD+ processes and vice-versa and make the best use of them to collectively progress on key area of focus. Linkages between REDD+ and FLEGT are the core of the EU REDD Facility niche 4

Linkages between REDD+ and FLEGT: 1. FLEGT as a tool to address drivers of deforestation e.g. illegal logging how does FLEGT work? What has the FLEGT VPA toolbox achieved, how and why? What are the limits of FLEGT VPA, challenges faced by VPA and how could REDD+ processes help? 2. FLEGT as a policy approach that could be used/replicated/inspire efforts to address other drivers of deforestation, esp. mining and agriculture drivers: By building on the political space created by the FLEGT VPA process in VPA countries and expanding it to other sectors impacting forests and landuse. For engaging the private sector in reducing deforestation and forest degradation. Cancun REDD+ decision: all Parties to address drivers of deforestation 3. Impact of REDD+ for FLEGT : REDD+ brings in land-use questions that affect forests 5

Linkages between REDD+ and FLEGT: 1. FLEGT as a tool to address drivers of deforestation e.g. illegal logging how does FLEGT work? What has /can the FLEGT VPA toolbox achieve, how and why? What are the limits of FLEGT VPA, challenges faced by FLEGT in VPA countries and how could REDD+ processes help? Our ambition is to address the 3 : 2. FLEGT as a policy approach that could be used/replicated/inspire efforts to address other FLEGT drivers as of a deforestation, tool and REDD+ esp. mining as a complement and agriculture drivers: By building to on FLEGT: the political 2011, space 2012, created expanding by the country FLEGT VPA process in VPA countries support and expanding from 2013 it to other onwards sectors impacting forests and landuse. For engaging FLEGT the as private a policy sector approach in reducing to deforestation build on to and forest degradation. address other drivers of deforestations: Cancun REDD+ initiate decision: in 2013, all Parties expand to from address 2014 drivers onwards of deforestation 3. Impact of REDD+ for FLEGT : REDD+ brings in land-use questions that affect forests 6

EU REDD Facility strategy additional developments 7

Lessons from FLEGT and consequences for the EU REDD Facility work FLEGT Action Plan Actions EU, MS, private sector articulated in: Support to developing country producers: improved governance, capacity building, transparency... EU REDD Facility work Exploring lessons of FLEGT in addressing drivers of deforestation: Promote trade in legal products EU and MS procurement policies Private sector initiatives (CSR) Finance and investment safeguards (role of banks and investors) Use existing, or develop new legislation e.g. money laundering, CITES, national, EU TR Role of forests and forest products in conflicts and ways to address it 8

Lessons from FLEGT and consequences for the EU REDD Facility work FLEGT Action Plan Actions EU, MS, private sector articulated in: Support to developing country producers: Key improved principles: governance, capacity building, transparency... Promote 1. Demand trade in and legal supply products side EU and measures MS procurement together policies to address complex problems Private sector initiatives (CSR) Finance and investment safeguards 2. Legality ( sovereign national) (role of banks and investors) vs sustainability (external Use existing, agenda) or develop new legislation e.g. money laundering, CITES, 3. Coherent EU and MS policies Role of forests and forest products in conflicts and ways to address it EU REDD Facility work Exploring lessons of FLEGT in addressing drivers of deforestation: 9

Lessons from FLEGT and consequences for the EU REDD Facility work FLEGT Action Plan Actions EU, MS, private sector articulated in: Support to developing Key principles: country producers: improved governance, capacity building, transparency Demand and supply side measures together to address Promote trade in legal products complex problems EU and MS procurement policies Private 2. Legality sector initiatives ( sovereign (CSR) national) Finance vs and sustainability investment (external safeguards agenda) (role of banks and investors) Use 3. existing, Coherent or develop EU and MS new policies legislation e.g. money laundering, CITES, EU REDD Facility work Exploring lessons of FLEGT in addressing drivers of deforestation: Support to developing countries: pilot actions at the FLEGT/REDD+ interface (logging, mining,...) ; Work with the private sector in focal countries (forest and other sectors) to understand dynamics at stake. Work on finance and investments: understand role of finance (or lack of it) in driving deforestation Country level perspective on policy coherence in addressing drivers of deforestation 10

Consequences of REDD+ for the work on FLEGT FLEGT Work Strengthened cross-government cooperation Legality definition reflects coherence with land-use decisions Additional resources for the forest sector Synergy and complementarity in forest monitoring Focus on results International REDD+ policy frame (under construction) Key principles: 1. High-level political profile across government 2. Raised the profile of forests 3. Necessitates clarification and coherence of land-use decisions that affect forests 4. Result-based approach with strong focus on monitoring impacts 11

Experience and piloting ideas in 2013 will feed into further development of the EU REDD Facility strategy: - Work in focal countries and all pilot actions - 4 issue groups to be established: 1. REDD and FLEGT linkages 2. Reflecting on different strategies for country level engagement: how are we working? What is working? 3. Finance viewed from the field. Where is (lack of) finance furthering degradation/deforestation? What finance strategies are influencing positive changes? 4. Addressing drivers of deforestation from outside the forest sector: how to engage the private sector? 12
