8 Developing the PNRPS NGOs were at the forefront of the debates and discussions on REDD+ since Bali Philippine civil society led by NGO network CoDe REDD expressed urgency of developing guideposts for country engagement in REDD+ Civil society and government agreed on need for a framework for developing REDD+ actions in the country, to be embodied in a strategy Multi-stakeholder consultations and workshops were organized from Strategy finalized and endorsed by Department of Environment and Natural Resources to Climate Change Commission Technical working groups organized to work on various components of the strategy, including budget and action plans

9 CoDe REDD - Philippines Community Development through REDD (Community) Communities Developing REDD (Carbon) Conservation and Development through REDD (Biodiversity) A loose coalition of civil society organizations (NGOs, academe, indigenous peoples, peoples organizations) and individuals pursuing community empowerment, biodiversity conservation and sustainable management of forest through a responsible REDD-Plus mechanism. 14 Objectives of developing the framework and guidelines Objectives of the Process Identify environmental, socioeconomic, and governance risks associated with implementation of REDD-Plus in the Philippines. Identify existing norms, policies, and programs as well as corresponding institutions and processes than can serve as basis for the Philippines safeguards system. Develop Philippine-specific safeguards principles, criteria, and indicators to serve as guidelines for implementing REDD-Plus in the Philippines that limit undesirable impacts on the environment and society. Ultimate Objectives Policy Reform Enhancement or amendment of existing policy, program, measure, o r mechanism towards climate-readiness and REDD-Plus responsiveness. Policy Formulation Formulation and enactment of policy, program, measure or mechanism to fill gaps in addressing and fulfilling REDD-Plus safeguards.

19 Challenges Identifying or creating (as appropriate) a focal government institution or agency to take charge of developing and maintaining SIS Finding in-country expertise in developing SIS knowledge of data and information systems, data management, as well as background on REDD+ and safeguards How to scale up information systems being piloted at demonstration sites to (sub-national and) national level

20 Lessons learned Relevant government agencies must be identified and ensure complementation Need for coordination among government and nongovernment actors to combine expertise and learn from one another while developing the system Since 2009, many REDD+ initiatives have produced very valuable outputs and outcomes SIS must draw from and build on these to avoid duplication of efforts and maximize the results Community-based forest management Indigenous Peoples Rights Act Any system regulating the utilization, harvest and management of timber and non-timber forest products by indigenous peoples and local communities should promote and protect indigenous knowledge, systems, and practices
