2 Aim of the document Provide advice for countries for estimating and reporting their Forest Reference Levels and National Forest Accounting Plans in line with the LULUCF Regulation. Provide good practice examples and a variety of approaches that could be used. Provide a transparent and verifiable approach for bridging the gap between the legal text and the assumptions needed to be taken by models to conduct the actual calculations. 2

6 FRL compared to previous FMRL under KP Forest Management Reference Level (FMRL) under the Kyoto Protocol - Takes into account age-class structure and forest management activities already undertaken - Takes into account removals or emissions from forest management as shown in greenhouse gas inventories and relevant historical data Forest Reference Level (FRL) under the LULUCF Regulation - FRL shall take account of the future impact of dynamic age-related forest characteristics, and be based on the continuation of sustainable forest management practice as documented in the period from 2000 to FRL shall be consistent with greenhouse gas inventories and relevant historical data - FMRL under the Kyoto Protocol included future effects of policies adopted and implemented by 2009 in the business-as-usual scenario - FRL, as detailed in the LULUCF Regulation excludes assumptions of forest management development or expectations on future demand for wood or land use - Afforested areas kept in its own category - After a transition period (usually 20 years), afforested land will be considered as forest land 6

7 Key criteria for the forest reference level Article 8(5): be based on the continuation of sustainable forest management practice, as documented in the period from 2000 to 2009 with regard to dynamic age-related forest characteristics in national forests use the best available data take account of the future impact of dynamic age-related forest characteristics Annex IV of the LULUCF Regulation adds more criteria, such as: be consistent with greenhouse gas inventories and relevant historical data be based on transparent, complete, consistent, comparable and accurate information 7

8 Stepwise approach A total of six steps proposed for the implementations of the FRLs. Step 1 Each of these specific steps are described in detail in the guidance document. 10 Schedule for setting the FRL The Guidance document was made publicly available as of July The Member States will submit their proposed FRLs by end of 2018 for review. Next steps: 10

11 Currently ongoing: Bilateral support for the Member Countries Another contract with DG CLIMA to provide bilateral support for 10 countries ü Identification of challenges ü Three-day workshop in the country ü Capacity building plan based on the visit A team coordinated by ICF provides assistance based on the guidance document, but does not assist in the actual calculations.
