Position involves oversight of the development and implementation of comprehensive tree management plan; plants, prunes and inspects trees and shrubs for disease infestation; treats and maintains City landscape beds, Tree City USA application, find/apply for grants; and GIS mapping of tree inventory. An accredited degree in Natural Resources, Forestry Management, Horticulture or related specialty is preferred. Must have an ISA certification (Municipal Arborist preferred), Class A CDL, Ohio Pesticide/Herbicide Applicators License (or obtain each within 6 months of start date). 2 City of Marysville - Employee Performance Plan - Administrative Information Job Title: Urban Forester FLSA: Exempt Nonexempt X Civil Service: Unclassified Classified X Job Number: PG-08-FT November 2017 Type Employment: Fulltime X Part-time (PT) Permanent PT Seasonal Job Description 1 Nature of Work: The Urban Forester is responsible for the overall care and management of City-maintained trees including street trees in City right of way and landscaping and trees on City property. This is a non-exempted position under the Fair Labor and Standards Act and is eligible for overtime and compensatory time in accordance with City policy. The position is normally scheduled a standard 40 hour work week, with some periodic overtime. The position is classified R-16 under Civil Service. Exact wage and benefits are set by applicable ordinance and City Policy. 2. Essential Functions: - Oversight of the development and implementation of a comprehensive tree management plan including (not limited to); planting, pruning, health assessment and replacement of City-maintained trees. - Plants, prunes and inspects trees and shrubs for disease infestation and other structural defects. - Plants, treats and maintains City landscape beds with the assistance of other Parks and Ground Division staff. - Compiles information for and submits the Tree City USA application annually. - Researches and applies for grant opportunities related to City-maintained trees. - Manages an annual tree replacement program, including (not limited to); plan development, contract management, inspection and ongoing care for planted trees. - Instructs and trains staff on proper techniques for planting, pruning, disease detection and treatment of trees. - Preforms Geographic Information Systems (GIS) mapping of tree inventories. - Develops bid specifications and solicits quotes for contract service work to meet City purchasing requirements. - Reviews plans for capital improvements and works with the Design Review Board and Planning Commission on recommendations regarding proposed plantings for commercial and residential developments. - Assists with City nature programs including tree identification and nature hikes in City Parks. - Works closely with the Parks & Grounds Superintendent to manage the Tree Fund annual budget and makes recommendations regarding necessary purchases and future budget allocations.

3 - Operates light to heavy construction and automotive equipment such as: pickup truck, small dump truck, backhoe, skid loader and chipper. - Performs emergency maintenance tasks using mechanic's tools. - Inspects and checks vehicle before use in order to ensure safe operating conditions. - Communicates any unsafe conditions or accidents/injuries in a timely manner to supervisor in order to facilitate prompt correction or reporting. - Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service. - Ability to demonstrate regular and predictable attendance and accomplishment of Job Taskings as detailed in this performance plan. - Other duties as assigned. 3. Minimum Qualifications/Requirements: 3a Education: - Employee must be a high school graduate (or GED). - A degree from an accredited college, university, or technical college in Natural Resources, Forestry Management, Horticulture or related specialty is preferred. 3b Experience: years of experience in urban forestry and/or horticulture field is required. - Any municipal experience is a plus. 3c Professional Licensing Requirements: - Must possess a current International Society of Arboriculture (ISA) certification (or obtain one within six months of appointment); however an ISA Municipal Arborist certification is preferred. - Must have or be able to obtain a Class A CDL driver s license within six (6) months of appointment. - Must have or be able to obtain a valid Ohio Pesticide/Herbicide Applicators License within six (6) months of appointment. 3d Other: - Must be eighteen (18) years of age or older. - A valid Ohio Driver s License. - Must have command of English language. - Must have excellent vision (or correctable). - Must have good hearing ability (or correctable). 4. Supervision: 4a 4b Received: Work is performed under the direct supervision of the Superintendent of Parks and Grounds. Additional guidance is provided by federal, state and local laws/codes. Work will be reviewed at least annually via the City evaluation system. Exercised: This position may have supervisory function over part-time staff members and community service workers. 5. Knowledge, Skills, and Abilities (KSAs): Knowledge of urban forestry and arboricultural principles and practices as applied to planting, care and maintenance of trees. Knowledge of tree species and ability to identify trees and shrubs growing in the City. Knowledge of tree diseases, infestations and corrective treatment. Knowledge of horticulture practices and design principles.

4 Knowledge and practice of good safety habits. Knowledge of local laws to assure adherence to governmental regulations and compliance. Skilled in writing grants and securing grant funds Skilled in effectively communicating in oral and written forms. Ability to perform physical labor and to follow directions. Ability to operate various machinery including but not limited to tractors, small trucks, backhoe, mowers, weed eaters, sprayers, rototillers, seeders, backpacks, and sprinklers. Ability to plan, organize and evaluate work performed. Ability to supervise part-time workers and community service workers, as well as West Central laborers. Ability to develop and maintain a working relationship with fellow employees, supervisors and the public. Ability to communicate effectively, verbally and in writing. Ability to effectively communicate and present ideas and plans to City staff, public officials and the general public. Ability to exercise good judgment and reasoning when applying rules and regulations. Ability to operate and use basic software such as Word and Gmail. 6. Working Conditions: 6a Physical Demands: Must be able to work up to sixteen (16) hours in one shift, lift and move objects weighing up to eighty (80) pounds. There may be excessive bending, twisting, kneeling, and walking. There is a large physical demand on the incumbent. 6b Environmental Issues: - Position requires the ability to work in extreme weather conditions (hot and/or cold temperatures, rain, sleet, dust and snow within reason). Employee may be exposed to excessively loud noises from construction equipment, dust, and traffic. Employee may risk physical hazard from mechanical and electrical equipment, heavy equipment, working in and around trenches, hazardous gases, fumes, paint, chemicals and pesticides. - Employee may be exposed to some standard construction and office environment hazardous materials detailed in the applicable material safety data sheets. Some travel to meetings, conferences, and training is required. 6c Light Duty: Light duty may be offered for work-related injuries, case-by-case, firstcome-first serve, when the duty will not mitigate the recovery of the injury, adversely affect the safety of the injured employee, other employees, or our citizens, and when there s a doctor s recommendation for the amount of hours the employee can work per day and physical restrictions. Practice Good Safety Habits: Utilization of any safety devices, reading and complying with all safety warnings on equipment. City Nature Program Assistance: Assists with City nature programs and public education, including tree identification and nature hikes in City Parks. 8 Equipment Operations/Maintenance: Must be trained and skilled at operating all assigned equipment. Expected to maintain same equipment in accordance with owner s manuals and perform appropriate routine maintenance. 9.
